About this file
This document is a Solicitation Questions and Answers file for a VA pharmacy flooring repair project. The key details include a localized flooring repair in an operational pharmacy, with contractors required to verify dimensions during a site visit. The VA design standard calls for rubber sheet flooring with a 4" integral base, but due to the original product being discontinued, some cosmetic flexibility is allowed if proposed materials meet VA durability and infection control standards.
The project requires moisture testing in all repair areas, with work to be performed during normal working hours (7:00 AM to 4:30 PM, Monday through Friday). There are currently no known utility shutdowns required, and after-hours work will not be permitted. A new site visit may be scheduled with Contracting Officer approval to obtain accurate measurements and verify existing conditions. The pharmacy will remain operational throughout the construction, necessitating careful planning by the contractor to minimize disruption.

Contractors’ Questions and Answers
# Question Answer
1 What is the exact square footage of flooring to be replaced
(broken down by rooms/areas if needed)?
Contractors are expected to verify dimensions during the site visit. If a new visit is approved by the CO, access will be coordinated to allow for accurate measurement of all affected areas.
2 What specific flooring product does the VA require (vinyl sheet, LVT, VCT, heat-welded seams, coved base)?
The VA design standard calls for rubber sheet flooring with a
4" integral base, as outlined in the VA Pharmacy Service
Design Guide (see attached PDF). VA specifications in this regard have been provided, including Sections 09 65 13, and
I’m adding now 09 65 16 (Resilient Sheet Flooring) as well for your reference (consequently, I'm also adding spec 07 92 00
(Joint Sealants) because 09 65 16 makes a reference of it.)
However, since the original product appears to be discontinued and this is a localized repair, we are open to cosmetic flexibility—as long as the proposed material meets specs requirements, VA standards for durability, and infection control.
3 Does the moisture testing require
RH probes or calcium chloride tests? And how many tests per square foot?
For this repair, moisture testing should be performed in every portion of the area to be repaired, unless the flooring manufacturer specifies a higher testing frequency. The intent is to ensure that the underlying cause of the bubbling is fully identified and addressed to prevent recurrence.
4 Will the Pharmacy remain operational during construction, requiring night/weekend work or phased construction?
The pharmacy will remain operational during construction, so you have to plan accordingly. Normal working hours will be as stated in the SOW (Section A, A9 a), which will be from 7:00 AM to 4:30 PM (local time), Monday through
Friday.
# Question Answer
5 Are there required utility shutdowns (HVAC, electrical) to perform demolition/install, and must they be scheduled after hours?
At this time, there are no known utility shutdowns
(HVAC, electrical) specifically required for this flooring repair.
However, due to the number of ongoing projects and maintenance activities in the facility, any shutdown that may affect the inpatient pharmacy during the execution of this work will be coordinated with the contractor in advance.
Please note that, per pharmacy leadership, after-hours work will not be permitted for this project.
6 Can a new site visit be scheduled to obtain accurate measurements and verify existing conditions?
A new site visit is subject to approval by the Contracting
Officer (CO). If approved, contractors will be properly notified, and I will coordinate access to the affected areas so accurate measurements and condition verification can be completed.
