About this file
This document is a Request for Information (RFI) response for the Bismarck Community-Based Outpatient Clinic (CBOC) project by the Department of Veterans Affairs (VA). The solicitation is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with an anticipated award date of 9/30/2025. The project involves leasing and constructing a new VA clinic with specific requirements including sustainable design (initially conflicting between Green Globes and LEED, but later removed from the RLP), tenant improvement pricing to be negotiated after award as a lump sum, and detailed facility specifications.
Key details include 100 surface parking spaces, 24/7 facility access, hours typically Monday through Friday 8am to 4:30pm, and specific requirements for electrical systems, room configurations, and medical equipment. The facility will have specialty clinic uses with limited PACT units, individual room thermostats, roller shades, external mailbox, no loading dock, no perimeter fence, no shower room, and no emergency generator. Sample floor plans were added as an exhibit, and the VA will require detailed documentation verifying SDVOSB status. Tenant improvement costs will be addressed during design intent discussions (DIDs) with potential modifications reflected in a lease modification.

There are conflicting statements regarding sustainability within the RLP. Section 3.06/S calls for two Green Globes for new construction while 3.06/T calls for LEED Certification for interiors. If new construction is proposed and the TI is being rolled into the shell rent rate this creates a duplicity of effort towards the same goal. Will the VA accept two Green Globes as the sole sustainability requirement for the entire project?
Removed from RLP
7 Will the VA consider providing a two-week time extension to the due date for this proposal? No
Would the Agency amend GSA TEMPLATE L100 Section 1.12 to read as below?

Exhibit A - GSA Form L100 - Bismarck CBOC 6.12A. Painting and Flooring replacement cycles were not included. Confirm the Repainting cycle is to be every 5 years, along with Carpet replacement every 7 years.
This is negotiable, but we typically keep them both every 5 years
Exhibit A - GSA Form L100 - Bismarck CBOC 4.01D. The proposed design schedule in the L100 is extremely aggressive and does not account for the ability of the design team to break down the design into separate submission packages, such as early Civil and early Structural packages that will allow those critical path elements to continue while the design is refined. Will the VA entertain alternative schedule approaches?
The L100 schedule is negotiable after award.
RLP - Bismarck, ND. Confirm this RLP is a SDVOSB set aside as shown on sam.gov but not listed on the RLP. Yes, it is SDVOSB set aside as indicated in SAM.gov. The proper documentation is required and will be verified.

However, we do not find a sample floor plan or bridging document included in the RLP Documents. This facility is limited on PACT units but high in specialty clinic uses.
We want to be sure our fit out plan hits the objectives of the end users should such special requirements
1 Added - Sample floor plans as exhibit O
Several items in Exhibit B.1 Agency Specific Requirements, are noted to have final pricing established during DID’s. However, per the Request for Lease Proposal, all TI costs are being amortized into the core/shell rent rate which we are required to submit as part of our complete proposal, long before the lease is awarded and DID meetings occur. Will the changes made during DID meetings be reflected in a lease modification change order at the conclusion of the repricing of said changes?

Exhibit B.1 ASR paragraph 5.39.11. This section states that each room should have its own thermostat and temperature control. A strict interpretation would require a dedicated terminal unit per room, which is not typical for outpatient clinic layouts and would result in unnecessary TI cost. Per the 2024 VA HVAC Design Manual Section 2.2.5, rooms with similar loads and occupancy may be grouped — up to four perimeter or six interior rooms — under a single terminal unit. Confirm if it is necessary to have individual room controls or if similar loads and occupancies can be combined per the HVAC design manual.
We agree this is an option in the design manual, however, the facility prefers each room have its own thermostat and terminal unit
