Question
Answer
1.
Schedule P 103
In reference to the Plumbing fixture schedule P 103 and Water Closet requires 1,000 lb bariatric carrier. Plumbing piping shown to these fixtures is 3”. A 1,000 lb carrier is not available in 3” size.
Change requirement of 1,000 lb fixture carrier to 750 lbs.

2.

There are numerous floor drains & fixture that are shown on plumbing stack diagrams without proper venting. Is there a reason for this? Are the plans incomplete?
Without specific examples of issues, all floor drains and fixtures are designed to be properly vented per code. Floor drains may be connected to a horizontal vented drain, as a combination waste and vent system.
3.
Steam Piping
In reference to the steam piping, they are shown without locations of anchors or expansion joints. Are these not required?
Expansion of piping is a delegated design, see spec section 23 22 13 for further information. Expansion devices should be evaluated on any steam piping over 40 ft. in length and hot water piping over 100 ft in length.

4.

The steam drip locations on the steam main are not quantified. Does engineer have a quantity for bidding purposes?
Steam drips are required at all low points and every 200 ft. for horizontal main lines per spec section 23 22 13.
5.
Incumbent Elevator Maintenance Service Provider
Spec Section 14 24 00-2 Paragraph 1.3-B states "Approval of Elevator Contractor’s equipment will be contingent upon their identifying an elevator maintenance service provider that shall render services within two hours of receipt of notification". Can you please provide the manufacture of the existing elevators in service at the VAMC? In addition, is there an existing maintenance service provider at the VA that will be required to render service for the new elevator? This information is required in order to meet this portion of the specification.
Using the current maintenance service provider is not a requirement. Kone is the current elevator maintenance service provider.
6.
Non Satisfactory Performance of Elevator Installations
Spec Section 14 24 00 Paragraph 1.3-C states: "Approval will not be given to elevator contractors and manufacturers who have established on prior projects, either government, municipal, or commercial, a record for unsatisfactory elevator installations, have failed to complete awarded contracts within the contract period, and does not have the requisite record of satisfactorily performing elevator installations of similar type and magnitude." Because contractor performance on previous government contracts is unavailable to the public, unsatisfactory performance is not a determination we can make. Can you please provide a list of Unsatisfactory elevator contractors not eligible for performance under this contract?
Delete paragraph C.
7.
Sole Source Elevator Determination
Spec Section 14 24 00 Paragraph 1.3-D States: "Equipment within a group of electric hydraulic elevators shall be the product of the same manufacturer." Does this include elevators currently in service at the VA? If so, can you please provide this manufacturer? In addition, will the VA be providing a determination of sole source manufacture for this portion of work?
Delete paragraph D entirely.
8.
Elevator Performance Standards – Elevator Speed
Spec Section 14 24 00 Paragraph 1.9 - A.1 states: "Contract speed is high speed in either direction of travel with rated capacity load in the elevator. Speed variation under all load conditions, regardless of direction of travel, shall not vary more than five (5) percent." Industry standard is a variation of (10) percent, not the (5) percent required by this spec. Please confirm the industry standard variation of (10) percent is acceptable. Elevators with not more than (5) percent variation are significantly more in cost.
Agree that 10% variation is standard and acceptable.
9.
Elevator Door Operation Speed
Spec Section 14 24 00 - 1.9 B calls for the doors to "2.5-feet per second and close at 1-foot per second". Each elevator manufacturer has performance times based upon industry standard. Please confirm "industry standard" performance times are acceptable.
Industry standards may be acceptable. Provide deviation from specified speed for approval.
10.
Elevator Fluid System Components

That is correct. The information referenced in C is actually under B.
11.
Elevator Floor level stopping accuracy
14 24 00 - 1.9B calls for floor level stopping to be within 3 mm above or below the floor. In lieu of 3mm, please confirm compliance with national code regarding leveling is adequate.
Code maximum will be acceptable.
12.
Elevator Noise and Sound Isolation
14 24 00 - 1.9 D-F calls for specific isolation and noise levels on all components. Please confirm Industry standard Isolation and noise levels are acceptable in lieu of the specifics call out in 14 24 00 - 1.9 D-F. The stringent nature of this isolation dramatically increases the cost of the elevators.
The requirements specified are feasible and critical to the areas they serve. No changes to the specifications are needed.
13.
Elevator Materials – Stainless Steel
14 24 00 - 2.1A-B calls for "corrosion resisting steel complying with Fed. Spec. QQ-S-766, Class 302 or 304, Condition A with Number 4 finish on exposed surfaces. Stainless steel shall have the grain of belting in the direction of the longest dimension and surfaces shall be smooth and without waves." Class 304 SS is typically reserved for Chemical Equipment, Food Handling Equipment, Nuclear Vessels, Marine applications, etc. Utilization of this grade Stainless Steel would significantly increase the cost of the elevators. Industry standard SS for use in elevators is 441. Please confirm use of 441 grade stainless steel or better is approved for use on the elevators.
441 type stainless is acceptable.
14.
Pump Unit Assembly – Acoustic Insulation
14 24 00 - 2.14-B requires 1" rigid acoustical insulation board around the pump unit. Please confirm acoustic insulation is required, as this does not meet industry standard.
Confirmed that acoustic insulation is required.
15.
Elevator – Crosshead Data Plate
14 24 00 - 2.21 calls for a non-corrosive metal data plate. Please confirm a polyester non-corrosive plate is acceptable.
Vendor standard is acceptable
16.
Elevator – Car Leveling Device
14 24 00 - 2.24. Please confirm compliance with the national code in regards to leveling is acceptable. Paragraph 2.24 calls for specific leveling that would significantly increase the cost for the elevator.
Code max. is acceptable
17.
Elevator – Cart Top Inspection station
14 24 00 - 2.23.F calls for the Top of Car Operating device to be “permanently attached to the elevator crosshead on the side of the elevator nearest to the hoistway doors used for accessing the top of the car.” Industry standard is for the car top inspection station to be integral with the door operator. Please confirm this is acceptable.
Comply with specification requirements.
18.
Elevator – Audio Voice System
14 24 00 - 2.29 calls for "Special messages as directed by Resident Engineer". Each special message will be an additional cost. Please provide a comprehensive list of special messages, and when they should indicate. This is required for pricing.
No special messages are required.
19.
Elevator – Hoistway Entrances
14 24 00 - 2.34-D calls for structural steel angles extending from top of still to bottom of floor beam above. Please confirm industry standard "formed sill supports" are acceptable in lieu of as described in 2.34-D
What is required is a standard VA detail. No change in the spec or detail is needed.
20.
Elevator – James and Head soffit welded construction
14 24 00 - 2.34-E Calls for Jambs and Head soffits to be welded construction with side jambs to be curved radius and head jamb to be of square type. Radius frames cannot be welded to a square header, therefore this type of construction is not feasible. Please provide alternative construction detail.
What is required is a standard VA detail. No change in the spec or detail is needed.
21.
Elevator Cladding Wrap – BOCA label
14 24 00 - 2.34H calls for cladding to wrap around leading and trailing edges of the door panels. Standard manufacturing does not allow for this type of construction. Please confirm wrap around leading edge of door only is acceptable. In addition, paragraph 2.37G calls for BOCA label, UL label, etc. However, industry standard is for the Warnock Hersey label to fastened to elevator entrances. Please confirm this is acceptable.
What is required is a standard VA detail. No change in the spec or detail is needed.

Warnock Hersey label is acceptable.

22.
Elevator Hoistway roller/ball bearings
