About this file

This is a Questions and Answers document for Solicitation 36C26226Q0840, addressing clarifications for a federal fire safety systems contract at Veterans Affairs facilities in Los Angeles.

The contract covers fire safety testing, inspection, and maintenance services at two VA locations: Sepulveda VA Medical Center and Los Angeles Ambulatory Care Center (LAACC) located at 351 E. Temple Street. Key services include fire alarm panel monitoring and maintenance, fire sprinkler system testing with quarterly inspections in defined quarters (July-September, October-December, January-March, and April-June), fire pump testing for three electric pumps with diesel backup generators, elevator safety testing across 23 total elevators at multiple buildings, and standpipe/riser inspections for all wet risers. The contract includes wet standpipe systems with Class determination to be completed during the Initial Survey, and testing of waterflow and tamper switches with full flow activation testing. The 5-year inspection for sprinkler system risers and standpipes is scheduled for April 2025. All buildings have separate fire alarm monitoring accounts with cellular communication through Avantguard; buildings 40, 44, 45, 46, 47, and 103 are networked to Building 202's panel, creating seven buildings monitored through that single panel. Fire alarm panel manufacturers vary by building, including Edwards Est 4, Siemens Cerberus Pyrotronics MXL, and Siemens Desigo systems. The contract requires Joint Commission annual reporting for four buildings with separate physical binders delivered to Sepulveda Engineering within 30 days of completion. The initial visual inspection and first annual inspection must be completed within 30 days of contract award and will be performed simultaneously under the annual inspection CLIN. Central station monitoring is billed quarterly in arrears. The performance period is projected as a full 12-month period ending June 30th, subject to change based on award date.
