Solicitation 36C26226Q0801 0001: Questions and Answers
1. SOW Language Addition- Can the SOW state 3G somewhere? By not having it state “3G”, it could significantly impact pricing.
An example could say:
“The VA Greater Los Angeles Healthcare System requires 3G preventative maintenance inspection (PMI) and CM support on Guldmann ceiling mounted patient lifts throughout the VA Greater LA Healthcare system and CBOCs including west Los Angeles Medical Center, Sepulveda VA Medical Center, Los Angeles VA Ambulatory Care Center, and Ventura Outpatient Clinic.”
Updated SOW to reflect “The VA Greater Los Angeles Healthcare System requires the Guldmann 3G Warranty Program or equivalent to provide preventative maintenance inspection (PMI) and CM support on Guldmann ceiling mounted patient lifts throughout the VA Greater LA Healthcare system and CBOCs including west Los Angeles Medical Center, Sepulveda VA Medical Center, Los Angeles VA Ambulatory Care Center, and Ventura
2. 5.4 Should equipment require repair at the contractor’s plant, contractor will provide an exact loaner equipment at no extra charge within 48 hours. Loaner equipment shall be delivered to the clinical site, set up, tested and in place for safe clinical use within 48 hours of removal of VA-owned equipment. Is it acceptable to just provide 2 loaner lifts? No. For example, if there are four lifts that are under repair at contractor plant, four loaner lifts shall be provided with the same make and model. This is to ensure that nursing staff are adequately trained on loaner lifts.
3. 7.3 Onsite support response time from the Contractor shall be within 48 hours after a service call has been placed on the equipment listed, and it is determined that the contractor needs to be onsite to remediate the issue. Can this state, 48-72 business hours of initial reported request? The SOW has been updated to 48-72 business hours.
4. Access- Can the SOW include “Facility must provide access to the equipment requiring inspections and scheduled services during normal business hours. Please see SOW on section 5.7. that has been added.
a. A minimum of five (5) systems per day must be made accessible”? NO, we cannot make this promise as nursing manages room availability.
5. 7.6 Removal of Equipment: Should a piece of equipment require repair at the Contractor’s plant, contractor will provide an exact loaner equipment at no extra charge within 48 hours. Loaner equipment shall be delivered to the clinical site, set up, tested and in place for safe clinical use within 48 hours of removal of VA-owned equipment. The Contractor may not remove equipment from a government site for only minor repairs. Government property cannot be removed from the station without notification and authorization by the POC. Can we just provide a loaner lift? NO, please see Question 2.
6. Price/Cost Schedule- Can you explain why “emergency repairs” are listed when this is for Annual Inspections and Service? What is defined as “emergency”? Does this mean any service repairs needed that fall outside of the standard response time? Can this be omitted?
Emergency repairs are to remain on the price/cost schedule reflecting a $0.00. The emergency line item acts as an unplanned service that may fall outside of the scope of the routine preventative and corrective maintenance OEM services and is to be executed at the Contracting Officer discretion.
7. The SOW needs to have 3G plan chosen specifically in order for us to offer our Service and PM program at a discounted cost offered only to VAs if it is not stated then unfortunately the quote would be significantly impacted. See Question 1.
8. 5.4 - We can offer 2 loaner lifts if necessary, in case a lift would need service that took longer than 1 day to make any needed repairs. See Question 2.
9. 7.3 - It should state 48-72 business hours. See Question 3.
10 - Please include in the in the SOW, ACCESS Facility must provide access to the equipment requiring inspections and services during normal business hours. A minimum of (5) systems per day per day must be made accessible. See Question 4
11 - 7.6 - We can provide a loaner lift. See Question 5.
12. This is a quote for Service and Annual Inspections and there is verbiage stating "Emergency repairs" what would the definition of "emergency" is this in reference to service repairs that fall outside of our standard response time? Please explain or can this just be omitted? See Question 6.
13. To accurately prepare a service and maintenance proposal, we will need a detailed inventory of the ceiling lift systems, including the manufacturer, model number, and quantity of each lift.
The list provided does not include this information, and each manufacturer and model has different inspection, testing, preventive maintenance, load testing, documentation, firmware, and parts requirements that directly impact pricing and labor hours.
Would it be possible for you to provide a lift inventory that includes the following information?
Manufacturer (Arjo, Guldmann, Handicare, Savaria, etc.)
Model number Serial number (if available) Room location Quantity of each model If an inventory is not available, we can also discuss performing an onsite assessment to identify and document all equipment prior to providing pricing.
All lifts are GH3+. The locations, serial number, room number and quantity are listed in the VA Patient Lift List- 203 updated 6.8.26 excel sheet.
14. Inventory / equipment condition
a) Please confirm that the separately provided VA Patient Lift List-203 represents the complete inventory of all Guldmann lifts covered under this requirement. YES
b) For each listed lift, can the Government provide the current operational status, last PMI date, and assigned PM month?
Assigned PM Schedule for lifts: 10/02/2026 Last PM date: 12/30/2025 All lifts are operational
c) Are all 203 lifts currently operational and in service? If not, please identify which units are currently down, tagged out, awaiting repair, or otherwise non-operational.
Please see b response
d) Are there any known open deficiencies, pending repairs, recurring issues, or known battery replacement needs for any of the listed lifts?
Please see b response
e) Are any of the lifts currently under manufacturer warranty or covered by any existing service agreement?
No
15. Preventive maintenance schedule
a) The SOW states that each lift must receive an annual PMI according to PM month cycles assigned by Biomedical Engineering. Can the Government provide the assigned PM month for each lift?
Lifts in the following locations are on the following annual schedules:
LAACC -September Sepulveda – October WLA – November Ventura – November This has been incorporated in updated excel sheet.
b) If any lift is inaccessible during its assigned PM month due to patient care, room access, infection control, or operational constraints, will the contractor be allowed to reschedule the PMI without penalty after notifying Biomedical Engineering? YES
c) Will the contractor be required to complete all 203 annual PMIs within a single visit/window, or only according to the assigned monthly PM schedule?
In accordance with its assigned PM schedule
16. Corrective maintenance / pricing risk
a) Please confirm whether corrective maintenance, including all parts, batteries, labor, travel, shipping, and related costs, is intended to be included in the fixed contract price.
YES
b) Is there any annual cap, per-incident cap, or not-to-exceed limit for corrective maintenance parts and labor? This is a firm fixed price. This should be included in the price when submitting the proposal.
c) Are repairs caused by misuse, abuse, accident, negligence, structural/building issues, rail damage, water damage, electrical issues, or unauthorized third-party work excluded from the contractor’s no-cost repair obligation? NO
d) If a lift requires major component replacement or repair exceeding routine maintenance, will the Government issue a separate authorization, modification, or purchase order? This is a firm fixed price and any modification to increase the price is upon the discretion of the Contracting officer. See question 6 which addresses the use of the Emergency repair line items.
e) The SOW states that call-backs for the same type of malfunction shall be at no charge. Please clarify the time period during which a repeat issue is considered a no-charge call-back. There is no specific time duration to be had for this instance.
17. Parts / batteries / OEM requirements
a) Please confirm whether batteries are expected to be replaced only as needed based on testing/failure, or proactively on a scheduled cycle. YES
b) Can the Government provide historical annual usage of replacement parts and batteries for these lifts over the last 12–24 months? NO
c) Are only Guldmann OEM parts acceptable, or are OEM-authorized replacement parts acceptable if provided through an authorized distributor? Yes, as long as they are OEM approved.
d) Will the Government provide access to any existing equipment manuals, schematics, or prior service records, or must the contractor rely entirely on its own OEM documentation?
NO, contractors should be using OEM documentation.
18. Loaner equipment
a) The SOW requires an “exact loaner equipment” within 48 hours if equipment is removed for repair at the contractor’s plant. Please clarify what the Government considers an acceptable “exact loaner” for ceiling-mounted lift equipment.
The government considers the exact loaner as the same make and model of the lift currently being serviced.
b) Is the loaner requirement limited to removable lift motors, or does it also apply to fixed rail/track components and room-specific installed systems?
All components of the patient lift system
c) If an exact loaner is not commercially available due to room configuration, model discontinuation, rail type, or installation constraints, will an equivalent temporary solution acceptable to Biomedical Engineering satisfy this requirement? This is case by case, please present the loaner equipment details to the Biomedical Engineering team to determine if loaner equipment can be used.
19. Test weights / load testing
a) Please confirm the required test weight amount and testing procedure for annual PMI and post-repair verification.
Test weight and procedure follow OEM standards
b) Is load testing required for every annual PMI, or only after certain repairs or under specific manufacturer requirements?
Load testing is required after PMI, repairs, as well as specific manufacturer requirements.
c) Will the VA provide access to elevators, loading docks, carts, staging areas, and escorts as needed for the movement of contractor-supplied test weights?
YES
d) Are any lift locations in restricted clinical areas, isolation rooms, procedure rooms, or areas requiring infection control coordination before test weights or tools can be brought in? YES
20. Qualifications / access
a) Please confirm whether the Government requires Guldmann factory certification specifically, or whether documented equivalent training and experience in Guldmann lifts is acceptable.
Per sow, section 11.1., Personnel performing maintenance and repair services must be fully qualified, competent Field Service Engineers (FSE) who have been trained and certified to perform work on the specific equipment in accordance with the original manufacturer’s required PMI/ repair procedures and requirements. “Fully qualified” is defined as factory-trained, certified, and experienced to work on the equipment assigned.
b) How many Field Service Engineers must be approved before contract start?
There is no quantity amount structured into the SOW
21. Reporting / acceptance / invoicing
a) Will one Field Service Report be required per lift, per visit, or per facility? Per lift
b) For corrective maintenance performed during a billing month, should parts be itemized as no-charge items on the invoice even though included in the fixed price? YES
22. Facility coordination
a) Are there any parking restrictions, loading dock restrictions, escort requirements, or facility-specific access rules at West LA, Sepulveda, LA Ambulatory Care Center, or Ventura Outpatient Clinic?
ID is required when entering the facility. Announce to security that you have been contracted by BIOMED to work on medical devices if they stop you. There is parking at each campus except LAACC, but parking is in the vicinity. An escort might be needed for sensitive areas such as ICU and ISO units.
b) Can multiple facilities be serviced in the same day, or does each facility require separate scheduling and check-in procedures? YES, multiple facilities can be serviced simultaneously.
