Questions and Answers
Q1. Will the VA please clarify which of the following statements is true:
1) The VA currently possesses the necessary equipment, in all types and quantities sufficient to replace ALL the contractor owned equipment for both Phoenix and Prescott VA Health Care Systems upon award?
2) The VA purchased, but not yet received, the necessary equipment, in all types and quantities, sufficient to replace ALL the contractor owned equipment for both Phoenix and Prescott VA Health Care Systems upon award and expects the awardee to provide contractor owned equipment for rent until the Government Owned Equipment is received?
Equipment:
5L: Invacare Perfecto2 V Oxygen concentrator Model IRC5PO2V 10L: Invacare Platinum 10 Concentrators – Model 9153642105 POC: SimplyGo Portable Concentrators – Model 16088987 Home Fill: Invacare HomeFill Convenience Package for Platinum 5 Concentrator (M9 size) Product ID: IOH200PC9I
A1. The First Statement is True. The Government may not have sufficient types/quantities to replace ALL current contractor owned equipment. We expect to replace the majority of the current contractor owned equipment. Any quantities not replaced by the Government immediately will be rented from the contractor utilizing the prices on the price schedule.
Q2. The government indicates (from previous Q&A amendments) that CLIN 002 is for the setup of a government owned portable oxygen concentrator and the associated accessories whereas previously this line item included the delivery and setup of a contractor owned portable oxygen cylinder system.: In previous contracts the government has had a line item for the delivery and setup of a contractor owned portable oxygen cylinder system including the cylinders, cart and oxygen regulator. (I.e. Portable system for new set ups consists of “E”, “D”, “C”, or “B” (M6) size aluminum (or equivalent weight metal) cylinder with regulator, flow meter, handcart, pouch and disposable supplies. Includes delivery, setup, and education. This is a one- time charge for new set-ups.). Most patients will require a portable cylinder system supplied by the contractor. How is the contractor supposed to charge for this equipment without a chargeable line item?
A 2. CLIN 006 is for the rental of a portable system. The CLIN description is written for rental of a system similar or the same as the Simply Go Portable Model 16088987, which does not include cylinder.
(From Amendment 0002, Q9.) The response to Q30 from Amendment 0001 indicates the Contractor will bear the cost of purchasing the 4self-fill oxygen tanks provided with the Government Owned self-fill system. Typically, the self-fill system is purchased by the government as a bundle which includes self-fill compatible concentrator, fill station, self-fill compatible tanks (M6, C, D, or E), cart, carry bag, conserving device. May the Government please clarify if Government Owned self-fill system will be purchased as a bundle, to include the 4 self-fill oxygen tanks? Or, will the cost of the 4 self-fill oxygen tanks be borne by the Contractor?
A9. (from Amendment 0002) The government owned self-fill oxygen system will be the Invacare HomeFill Convenience Package for Platinum 5 Concentrator (M9 size) Product ID: IOH200PC9I.
Tanks will be borne by the contractor.
Q.3 Follow-up question: You state that the home fill tanks will be borne by the contractor. Typically, the government purchases the HomeFill tanks as a part of the HomeFill system and the contractor is responsible for delivery of the tanks with the HomeFill system. The HomeFill tanks are manufactured specifically for use with the HomeFill system. They are not standard oxygen tanks. Is it the government’s intention to have the contractor purchase HomeFill tanks and provide them with the HomeFill system or will the government be purchasing all of the HomeFill tanks for use during this contract?
A.3 The government revises its answers pertaining these questions. The Government will be purchasing ALL of the HomeFill tanks for use during this contract for CLIN 007. There is not change to the price worksheet as a result of this change.
