Amendments to the Solicitation

Section D.3 Price Worksheet is deleted in its entirety and replaced with the attached document titled, Amendment 0002 to RFP 36C26221R0082 – Price Worksheet.

Questions and Answers

The following are answers to additional questions received in response to RFP 36C26221R0082 for In-home Oxygen and In-home Ventilator Services for Phoenix VA Health Care System (PVAHCS) and Northern Arizona VA Health Care System (NAVAHCS) (Prescott)

Q1. Per amendment 0001, Question 2 pertained to para 11.3 Reconditioning/Repair of Government Owned Equipment - Is it the government’s intention to have the contractor repair and recondition at their own expense or will they be reimbursed by the VA? The answer provided was: Per paragraph 11.3 Reconditioning is at no charge to the Government. Could you please define Reconditioning? Would this be considered cleaning, testing and make ready for issue?

A.1 Reconditioning is considered cleaning, testing and preparing for re-issue. Basic maintenance such as replacing the concentrator filters, providing disposable supplies and troubleshooting would fall under repair/reconditioning as well.

Q2. Ref para 11.3.1 states “If the equipment is under warranty the contractor is not responsible for shipping charges.” Will a CLIN be provided for cost of packaging and shipping of equipment to manufacturer for warranty replacement or repair? CLIN026 only references packaging and shipping for ventilators not under warranty.

A2. No, the manufacturer will provide a shipping label.

Q3. Ref Section D.3 Pricing Worksheet, the yearly total on the pricing spreadsheet for line item 0001 between the 2 stations is 33,360 new patient set-ups. If there are only 3,500 current patients on this contract (1600 Prescott and 1900 Phoenix), it is mathematically impossible that you would have 33,360+ new patient set-ups every year of this contract. Please clarify the estimated quantities for line item 001.

A3. See amended and updated D.3 Price Worksheet attached.

Q4. The yearly total on the pricing spreadsheet for line item 0002 between the 2 stations is 17,580 new patient set-ups for this line item. If there are only 3,500 current patients on this contract (1600 Prescott and 1900 Phoenix), it is mathematically impossible that you would have 17,580+ new patient set-ups for this line item every year of this contract. Please clarify the estimated quantities for line item 0002.

A4. See amended and updated D.3 Price Worksheet attached.

Q5. The yearly total on the pricing spreadsheet for line item 0003 between the 2 stations is 30,000+ preventative maintenances. Preventative maintenance on concentrators is normally performed once a year. If there are only 3,500 current patients on this contract (1600 Prescott and 1900 Phoenix), it is mathematically impossible that you would perform concentrator preventative maintenance 30,000 times every year of this contract. Please clarify the estimated quantities for line item 0003.

A5. See amended and updated D.3 Price Worksheet attached.

Q6. Reference response from Amendment 0001 (Q7), which stated “CLIN 002 for both PHO and PRE are for government owned equipment. Rental is under CLIN 005”. - CLIN 002 reads “Delivery, initial set-up, and education of portable oxygen concentrator system. Portable system for new set ups consists of “E”, “C”, “D”, or “B” (M6) size aluminum cylinder with regulator, flow meter, handcart, pouch/backpack and disposable supplies. Includes delivery, setup, and education. This is a one-time charge for new set-ups. HCPCS: A9901.” Are you saying portable oxygen concentrator systems and portable systems consisting of “E”, “C”, “D”, or “B” (M6) size aluminum cylinder with regulator, flow meter, handcart, pouch/backpack and disposable supplies are all government owned? If not, please clarify your answer as typically, the portable oxygen systems, e. g. “E”, “C”, “D”, or “B” size cylinders with regulator and supplies, are owned by the Contractor.

A6. The portable concentrator, SimplyGo Portable Concentrators– Model 16088987, is a self-contained unit no external tanks, Link to brochure, https://www.documents.philips.com/assets/20170523/a61ec10d8b1d465fb4b2a77c0166bd4f.pdf?_gl=1*1j7bkud*_ga*MzQ1NTA2OTEwLjE2MjIwNTEyNTg.*_ga_2NMXNNS6LE*MTYyMjA1MTI1Ny4xLjEuMTYyMjA1MTMyNS42MA..&_ga=2.114012359.1937765449.1622051258-345506910.1622051258.

Amended and updated Price Worksheet for CLINs 002 has been modified to read:

Delivery, initial set-up, and education of Government owned portable oxygen concentrator system. Portable system for new set ups includes battery, handcart and/or pouch/backpack. Includes delivery, setup, and education. This is a one-time charge for new set-ups. HCPCS: A9901.

Q7. Reference Q&A numbers 8 and 9 from Amendment 0001. What happens if the VA does not receive VA-owned concentrators prior to or during the transition period of this new contract? Will the VA delay the start of transition until the VA-owned concentrators are drop shipped to the contractor?

A7. No, the VA will not delay the start of transition.

Q8. May the government please provide the make/model of the Government Owned 5 liter and Self-Fill Concentrator to be used for the provision of the contract?

A8. Invacare Perfecto2 V Oxygen concentrator Model IRC5PO2V

Q9. The response to Q30 from Amendment 0001 indicates the Contractor will bear the cost of purchasing the 4 self-fill oxygen tanks provided with the Government Owned self-fill system. Typically, the self-fill system is purchased by the government as a bundle which includes self-fill compatible concentrator, fill station, self-fill compatible tanks (M6, C, D, or E), cart, carry bag, conserving device. May the Government please clarify if Government Owned self-fill system will be purchased as a bundle, to include the 4 self-fill oxygen tanks? Or, will the cost of the 4 self-fill oxygen tanks be borne by the Contractor?

A9. The government owned self-fill oxygen system will be the Invacare HomeFill Convenience Package for Platinum 5 Concentrator (M9 size) Product ID: IOH200PC9I. Tanks will be borne by the contractor.

Q10. Based on the updated Price Worksheet, it appears there is a possible error with the aggregate quantities. In the Total aggregate spreadsheet, CLIN 0001 reflects the anticipated setup for O2 is 33,360 equivalent to 2,780 home oxygen patients. This would indicate a new setup being completed each month for the same patient (2780*12 = 33,360). The same would apply for CLINs 0002 and 0003. Please clarify.

A10. See amended and updated D.3 Price Worksheet attached.

Q11. Is it the Governments intent for the patient to be seen monthly for the Preventative Maintenance and bill under CLIN 0003?

A11. Preventive Maintenance should be in accordance with manufactures instructions.

Q12. Reference Q&A number 28 from Amendment 001, Invacare Platinum 10 Concentrators – Model 9153642105, SimplyGo Portable Concentrators – Model 16088987, How long ago were the concentrators purchased? Has the Government confirmed the Invacare concentrators purchased are not impacted by the current Invacare recall? If they are impacted, what has the Government completed to address the recall issue? If the concentrators have been stored for a while, has the Government confirmed there are no issues with the units, i.e. sieve beds?

A12. September 2020. The Government has not received any notice from Invacare for recalls. There are no known issues with the units.

Q13. Is it the Government’s intent for CLIN 002 that every O2 patient is going to have a portable oxygen concentrator and cylinders based on the quantities identified for this CLIN?

A13. No. That is not the intent.
