Question 1: We noticed the changes that were made to the price worksheet and schedule of supplies as it relates to plastic and glass lenses. As per other VISN eyeglass solicitations it would be customary to have glass listed as a separate material/line item along with plastic and poly instead of as an add-on and as such the change that was made in the revised documents is correct. However, Trivex is typically an add-on and for the purpose of allowing everyone to price it fairly it would be considered an add-on to a base plastic lens. It should not be a separate material/line item along with plastic, poly, and glass as it is currently listed in the revised documents.
Answer: The Schedule of Supplies and Price Worksheet have been changed to reflect that Trivex is an add-on to a base plastic lens. Eyeglasses with glass lenses will remain listed as a separate contract line items as shown in Amendment A0002. A revised Schedule of Supplies and Price Worksheet are included in this Amendment.
Question 2: In addition, the new quantities provided for glass and Trivex are abnormally high. In the previous versions glass was listed as an add-on with an estimated quantity of 1000. Glass is now listed as a separate line item/material with, for example, a quantity of 20,000 in the single vision category. Glass is not very popular these days and in reality the quantity should be less than 100. Trivex, as an add-on, should also have much smaller quantities than what is currently listed and is likely less than what it currently listed for 1.60 and 1.67.
Answer: Thank you for bringing this to our attention. VA has determined that there was an error in the Schedule of Supplies and Price Worksheet published in Amendment A0002. Revised estimates for the number of eyeglasses with glass lenses, and the number of Trivex lens add-ons are shown in the revised Schedule of Supplies and Price Worksheet included with this Amendment.
Question 3: Lastly, could you please explain how eyeglass orders are currently being transmitted from the VA opticians to the contracted manufacturer? Is this process automated via an electronic ordering platform or are orders being manually created and submitted via fax? Is 4-Sight being utilized by the purchasing agents for the submission of PO's and payment?
Answer: The requirements for transmitting eyeglass orders for this procurement can be found in Section B.3, Subsections 5 (Ordering), 6 (Deliveries), and 7 (Invoices) of the solicitation. VA declines to provide information regarding other procurements. Offerors must meet the requirements specified in the solicitation for this procurement.
Question 4: In addition to the questions below that we submitted to you earlier today can you please also clarify the quantity of eyeglasses that VISN 22 furnishes to veterans annually? In the solicitation it is stated in section B.3 that this number is 74,103 but in the original price worksheet when line items 0001 to 0004 are added together this amount if 156,100.
Question 5: Please consider extending the bid by a few days to give us more time to get the samples together, etc.
Answer: The solicitation will not be extended. Proposals are due: June 22, 2020, 12:00 PM PDT.
