About this file
This is a Questions and Answers document addressing contractor eligibility and certification requirements for a federal contract opportunity.
The document clarifies three key points regarding solicitation requirements. First, a non-VetCert-verified small business may serve as the prime contractor and remain eligible for award, as the solicitation is not designated as an SDVOSB/VOSB set-aside. Second, VAAR 852.219-75 and its 50% subcontracting limitation apply to non-SDVOSB/VOSB primes, and the requirement can be satisfied through a VetCert-verified SDVOSB/VOSB subcontractor. Third, the original Statement of Work requirement for NAID certification has been removed via a revised SOW upload, as NAID certification is not required for contract performance.

Text version
1. Since the solicitation is not identified as an SDVOSB/VOSB set-aside, can a non- VetCert-verified small business serve as the prime contractor and remain eligible for award?
Yes
2. If so, how does VAAR 852.219-75 and its 50% subcontracting limitation apply to a non-SDVOSB/VOSB prime? Can the requirement be satisfied by using a VetCert-verified SDVOSB/VOSB subcontractor?
Yes
3. The SOW states that the contractor shall be NAID certified. May this requirement be satisfied through a NAID-certified subcontractor, or must the prime contractor itself hold the NAID certification?
Revised SOW has been uploaded to remove the NAID certification requirement as it is not required.
