About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract providing Questions and Answers related to a Data Shredding Services solicitation issued by the Department of Veterans Affairs Network Contracting Office 21.
The amendment addresses twelve substantive inquiries from offerors regarding solicitation 36C26127Q0046. Key clarifications include: container dimensions are less critical than service level; two 95-gallon containers for Fresno satisfy the "two additional" containers requirement; historical data on paper weight/volume and service durations is unavailable; media destruction specifications and particle size requirements are clearly stated in the SOW sections 3.6.2 and 3.6.5; deduction formulas for incomplete service are unknown; if corrected within one week per §3.4.2, no deduction applies; both amendments numbered 0001 must be signed and returned; offerors may update the past-performance questionnaire to reference solicitation 36C26127Q0046 Data Shredding Services; interim destruction must occur on-site unless the VA documents exceptions, with materials remaining on VA premises if equipment breakdowns prevent on-site destruction; and pricing should be entered directly in Section B without a separate Excel template, with Merced CLIN 1005 covering the period December 1, 2027–November 30, 2028. Service locations are confirmed as Visalia Admin at 5300 W. Tulare Street, Suite 106 (monthly), and Visalia CBOC at 500 N. Santa Fe Street (biweekly).

The prupose of this amendment is to provide questions and answers that were asked during the solicitation.
1. Container sizes and quantities Do the 32-inch, 26-inch, and 16-inch measurements in revised SOW §3.5 refer to container height? Please provide full dimensions, gallon capacities, and manufacturer/model information or photographs, if available. Are these stationary consoles, wheeled bins, or a combination, and are equivalent containers acceptable?
Exact console dimensions are less important than the level of service provided.
2. Do the two 95-gallon containers listed for Fresno satisfy the “two additional” containers required by §3.4.3, or are four required in total? 2
3. Service locations, volume, and access Please confirm that the monthly Visalia Admin service applies to 5300 W. Tulare Street, Suite 106, and the biweekly Visalia CBOC service applies to 500 N. Santa Fe Street.
That is correct.
4. Please provide historical or estimated paper weight or volume by location. For Fresno, is an estimated collection/service duration available? Are there escort requirements, restricted-access areas, elevator limitations, or other conditions affecting the time needed to service all containers? That data is not available.
5. Media destruction What types and estimated quantities of non-paper media are included in recurring service? What constitutes “large amounts” requiring separate quotations under §1.1?
Are hard drives, SSDs, and backup tapes included or separately quoted? Unknown
6. Please specify the required destruction method, final particle size, and documentation for each applicable media type. No size requirements. Clearly stated in the SOW 3.6.2, 3.6.5.
7. Deductions for incomplete service Section 3.8.1 limits payment to containers that are completely emptied, while Section B requires monthly pricing by location. How will deductions for missed or incompletely emptied containers be calculated? Please identify the formula or rate and whether it varies by container size or the number of scheduled visits in a month. Unknown.
8. If the contractor corrects the missed service within the one-week period allowed by §3.4.2, will a deduction still apply? No.
9. Amendment acknowledgment Both amendment documents are numbered 0001, but dated September 15 and September 17, 2026. How should offerors acknowledge both?
There are 2 amendments and both must be signed and returned.
10. Past-performance questionnaire The supplied questionnaire references Solicitation 36C26126Q1013, “Critical Incident Team Services.” Please provide a corrected form or confirm that we may update the solicitation number and title before providing it to our references.
You can overlay the past performance with the new data. Please update to solicitation number 36C26127Q0046 Data Shredding Services.
11. On-site destruction exceptions Section 3.6.1 describes a documented exception when on-site interim destruction is not practicable, while §3.11.1 requires materials to remain at the VA during equipment breakdowns.
Please confirm that intact material must remain on-site unless the VA expressly approves and documents an exception.
I don’t see where 3.6.1 speaks to an exception. IF interim destruction cannot take place on-site, the material must stay on VA premises. The contractor must schedule an onsite vehicle within one week.
3.6.1 Interim Destruction- The Contractor shall provide shredding document destruction services for all secure waste that are collected in locked containers: (administrative papers, sensitive documents, and CD’s).
The Contractor shall conduct the Interim destruction on site, as a reasonable safeguard that affords an additional layer of security of temporary paper records. Interim destruction (temporary records) will be transferred to the Contractors secured location, pending transport for Final destruction (pulping). The Contractor shall provide Certificates of Destruction (CODs) for all locations covered on section 3.5 on the day of interim destruction.
The Contractor representative will be considered the witness to the destruction and provide an interim Certificate of Destruction per Directive 6371.
Prior to departing the VA location, the witness shall provide the designated VA representative documentation acknowledging receipt of the temporary paper records.
Not Practicable Documentation. If interim destruction is not reasonably practicable, VACCHCS will create and maintain documentation explaining why it was not practicable. In such cases, the Contractor must provide sufficient reasonable physical safeguards to protect temporary paper records until final destruction is completed and shall provide receipt documentation to the designated VA representative prior to departing the VA location.
12. Pricing schedule and Merced dates Our understanding of the September 17 amendment is that pricing should be entered directly in Section B, without a separate Excel template, and that Merced CLIN 1005 should be priced as Option Year 1 for December 1, 2027–November 30, 2028. Please advise if this understanding is incorrect.
Pricing should be entered in Section B. Disregard the xcel template. CLIN 1005 period of performance is 12/1/27-11/30/28.
