About this file

This document is Amendment 0001 to Solicitation 36C26127Q0046, issued by the Department of Veterans Affairs Network Contracting Office 21, effective September 24, 2026. The amendment provides questions and answers that were submitted during the solicitation period and does not extend the offer receipt deadline.

The Q&A clarifies key solicitation requirements for document shredding services at the Fresno VA Medical Center and other locations. No Government estimate, competitive price range, or historical contract value is available for this requirement. Current incumbent contractor information is not available and must be obtained through the Freedom of Information Act. The Government confirms that prime contractors may use qualified subcontractors for some or all shredding services, subject to all solicitation terms and subcontracting requirements. However, the Government will not consider alternate staffing approaches involving a full-time employee stationed onsite at the main facility, nor will it modify the Statement of Work to accommodate such arrangements. Additionally, for the Past Performance evaluation factor, offerors must submit past performance questionnaires and references from the prime contractor; references from proposed subcontractors are not acceptable, even if the subcontractor will perform the actual document destruction services.

The purpose of this amendment is to provide questions and answers that were asked during the solicitation.

1. Is there a Government estimate, competitive price range, or historical annual contract value available for this requirement?

That information is not available.

2. Is there a current incumbent contractor for these services? If so, could you please provide the incumbent contractor name and the current/previous contract or award number, if releasable?

That information is not available and must be obtained through the Freedom of Information Act.

3. Please confirm whether the prime contractor may perform the requirement using a qualified subcontractor for some or all of the shredding services, subject to all solicitation terms and applicable subcontracting requirements.

Yes.

4. Would the Government consider an alternate staffing/performance approach in which a full-time employee (FTE) is stationed onsite at the main Fresno VA Medical Center to support the shredding requirement, while the remaining locations are serviced in accordance with the solicitation schedule? If that approach is not currently permitted by the SOW, would the Government consider modifying the SOW to allow it?

No

5. For Factor 2 – Past Performance, if the prime offeror will perform the requirement using an experienced first-tier shredding subcontractor, may the offeror submit relevant past-performance questionnaires/references for the proposed subcontractor whose personnel, equipment and facilities will perform the document destruction services?

No, the past performance has to be from the offeror as the prime.
