About this file
This is a Request for Information (RFI) Questions and Answers document for federal solicitation 36C26126R0048 concerning generator fuel line correction work at Martinez and Mare Island VA Medical facilities.
The project involves installation of replacement direct-buried fuel oil piping with double-wall containment and cable-leak detection systems, removal of existing fuel oil piping, installation of replacement leak detection systems and fuel oil pumps, and removal of existing fuel oil pumps at Martinez Buildings 19 and 20 and Mare Island Building 201. Key operational constraints include that planned outages are limited to single 8-hour shifts during off-hours (5:00 PM to 7:00 AM weekdays or weekends) when switching from existing to replacement systems, with all outages requiring station approval. The contractor must perform its own underground utility locating, verify field dimensions and site conditions, and submit findings to the A&E firm and station for approval prior to excavation. Concurrent work at both locations is permitted using the same crew if the contractor complies with quality control (specification 01 45 00), safety requirements (specification 01 35 26), and VA-set schedules (specification 01 32 16.15). The Site Superintendent and SSHO may be the same individual, but the QC person must be separate; a single SSHO may serve both sites if physically present during all construction activities. The contractor is responsible for hazardous materials identification, handling, and disposal in compliance with applicable regulations, with no separate VA contract anticipated for remediation. Temporary power will be provided by the VA. The project references contract drawings GC-100 through GC-104 for phasing and traffic control requirements, drawings CS-001 through CU-002 for existing utilities, and drawings MP-100 through MP-109 for existing fuel oil system equipment.

Contractor shall refer to contract drawings MP-100 through MP-109 for information regarding existing fuel oil system equipment. Contractor shall inspect and verify all field dimensions and site conditions prior to commencement of work. Contractor shall perform underground utility locations to identify the horizontal and vertical position of all existing utilities. Submit findings to the A&E firm for review and approval prior to any excavation or digging.
Question # 9: Who is responsible for removing, disposing of, or handling any remaining fuel, contaminated soil, or hazardous materials encountered during the work?
NEI Response: Contractor shall dispose of fuel within piping designated for replacement in a manner that complies with local, state, and federal regulations.
Question #10: Will the VA provide current utility locates prior to bid, or is the contractor responsible for all potholing and utility locates in the work areas?
NEI Response: Contractor shall inspect and verify all field dimensions and site conditions prior to commencement of work. Contractor shall perform underground utility locations to identify the horizontal and vertical position of all existing utilities. Submit findings to NEI and the station for review and approval prior to any excavation or digging.
Question #11: What are the required phasing and sequencing requirements between the two separate sites (Martinez and Mare Island)?
NEI Response: Refer to contract drawings GC-100 through GC-104 and specification 01 00 00 for phasing guidelines at each location within the project.
Question #12: What security badge requirements, after-hours work restrictions, and coordination procedures apply at each campus?
NEI Response: Contractor shall comply with contract documents and specifications including but not limited to specification 01 00 00 section 1.5 CONSTRUCTION SECURITY REQUIREMENTS. Any work completed during after hours between 5:00PM and 7:00AM during weekdays or during the weekend shall be coordinated with VA Police Department and VA COR.
Question #13: As per the specs can you please confirm that it is acceptable for the Site Superintendent to also serve as the qualified Site Safety and Health Officer
(SSHO).
NEI Response: As per specification 01 35 26 section 1.9 B, the SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent.
Question #14: Given that the two work locations (Martinez VA Medical Center and Mare Island VA Medical Clinic) are approximately 30–40 miles apart, is it acceptable for a single qualified individual to serve as the full-time Site Safety and Health Officer (SSHO) for both sites, provided they can be physically present at each active work area during all construction activities?
NEI Response: This is acceptable only if requirements in specification 01 35 26 section 1.9 are satisfied.

Question#24: Are existing leak sensors compatible with Veeder-Root TLS-450?
NEI Response: Contractor shall verify compatibility of existing leak sensors and provide replacement sensors that are compatible with all new equipment and can be tied into the control system. The contractor shall provide a complete functioning system before turning the project over to the VA.
Question #25: For Federal Projects of similar size and complexity the onsite roles of Superintendent, QCM and SSHO are often completed by a single 3-hat Super/QCM/SSHO. Can this approach be reconsidered for this Project?
VA Response: The SSHO and the Site Superintendent may be the same person. QC person should be different. All roles must meet the qualification and competency requirements as specified in the contract documents.
Question #26:
Section 23 10 00:
2.4, 2.5, 2.6 Secondary Containment pipe for underground fuel piping systems
E. Leak Detector Sensor Locations: On each piping system, provide sumps at the low points with water-tight openings above grade for access to leak detector sensors.
Design sumps to intercept all potential leakage. Maximum spacing between sumps, 3000 mm (10 feet.) Plans specify cable-leak detection basis of design. Please confirm leak detection sensors are not included in the scope.
