About this file

This document is a Questions and Answers (Q&A) addendum for a federal construction contract opportunity issued by the San Francisco VA Medical Center (SFVAMC).

The project, titled "Repair and Weatherize the Parking Garage in B211" (Contract Number 662-23-111), involves elevator modernization and weatherization work at a VA facility. Key contractual requirements include: the General Contractor must provide and pay for a certified third-party Quality Assurance Inspector (QEI); no advanced payments are permitted for materials or equipment, though monthly progress payments may be considered for materials stored on-site or at approved locations subject to Contracting Officer approval; a Quality Control Manager (QCM) and Superintendent must be separate individuals with no dual roles; a dedicated, full-time Site Safety and Health Officer (SSHO) must be on-site during all operating hours as a separate qualified individual; and the contractor is responsible for securing the construction site to prevent unauthorized access through physical guards, secured fencing, lockable hoarding, or automated monitoring systems. Contractors may use their preferred software for scheduling and submittal management, provided they explain functionality to the VA, and assume responsibility for purchasing and maintaining such software. Water and electricity are not provided by the VA at no charge. The elevator work includes retention and cleaning of existing equipment (roller guide assemblies, pit buffers, and safety mechanisms) rather than replacement, installation of high-performance waterproofing seals at the hoist way top, cab enclosure modifications, and a new linear door operator. Alternative elevator service providers other than the existing Ascent brand are permitted if materials and quality are equivalent or superior. All bidders must arrange additional site visits through the Contracting Officer to view existing conditions, and contractors must submit laydown area layouts post-award for VA Space Committee approval.
