About this file

This is an RFI (Request for Information) response document addressing contractor concerns regarding the scope of steel replacement in an elevator modernization project at a Department of Veterans Affairs facility. A contractor raised a critical safety concern regarding rusted steel components within the elevator hoistway that were not explicitly identified in the bid specifications and drawings. The contractor questioned whether all visibly rusted steel should be replaced, noting that the elevator should not currently be in operation due to significant rust, and argued that leaving unaddressed rusted components would compromise post-modernization safety. The specific components of concern included rails, rail brackets, sill angle supports, pit steel, car sling, platform, and machine supports.

The Architect/Engineer (A/E) concurred with the contractor's professional assessment and clarified that all visibly rusted steel within the hoistway should be replaced as part of the modernization scope. This RFI response provides critical guidance for bidders on Solicitation Number 36C26126R0035 for Project 662-23-111, which addresses repair and weatherization of a parking structure elevator under the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 21. This response effectively expands the scope of work to ensure comprehensive safety and compliance by requiring replacement of all deteriorated steel components, not merely those specifically called out in original specifications.

1. Our company was reviewing pictures from our site visit and cross-referencing them with the bid specs. We were initially under the impression that all rusted steel observed within the hoistway would be replaced, but that does not appear to be the case per the specs. It is our professional opinion that all visibly rusted steel within the hoistway should be replaced, as this car will not be able to safely operate post-modernization if the underlying rusted components are not all swapped for new. This is a serious safety concern, as this elevator should not be in operation now due to the significant rust, and the modernization as currently written does not address these items. Can the VA please let us know how we should plan to handle the rusted components not identified within the specs or drawings? These include, but are not limited to, rails, rail brackets, sill angle supports, pit steel, car sling, platform, and machine supports.

· A/E concurs that the Contractor should replace all visibly rusted steel within the hoistway. This includes, but are not limited to, rails, rail brackets, sill angle supports, pit steel, car sling, platform, and machine supports.
