About this file

This is Amendment 0003 to Solicitation 36C26126R0008, issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 21 (VANCHCS), Network Contracting Office. The amendment extends the response deadline for offers to February 13, 2026, at 10:00 AM PST and provides answers to 86 Request for Information (RFI) questions and a site visit log submitted by potential offerors.

The solicitation seeks a single firm-fixed-price contract for replacement of five elevator systems across VANCHCS facilities at Martinez and Mare Island, California (Buildings 19, 21, and 201). The work is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 238290, with a size standard of $22 million and estimated contract value between $2,000,000 and $5,000,000. The period of performance is approximately 360 calendar days from Notice to Proceed. Key RFI responses clarify that the Superintendent and Site Safety Health Officer can be the same dual-hatted individual if qualified, must be onsite during work, and do not require direct employment by the prime contractor but must have delegated authority; QA/QC personnel must perform twice-weekly inspections for non-B21 elevators and full-time for B21; auxiliary car operating panels are required; existing guide rails, car sling, platform, and pit channels can be retained; hydraulic cylinders and plunger assemblies must be replaced; elevator phasing allows only one elevator per building to be down at a time with shutdowns coordinated with the Contracting Officer at least three weeks in advance; and Infection Control Risk Assessment (ICRA) Level III requirements apply. The project expects to start within 30-60 days following award, with Building 21 elevator completion requiring only 21 calendar days.

24.No support details provided for the CU on the side of B19. Both are in the courtyard and assume they would need to be set/anchored to a concrete pad. Is contractor responsible for anchoring? Answer: Yes.
25.Hoistway Section –
a.Please confirm if the existing main guide rails can be retained. The drawings calls for “Replace main guide rails and supports w/ (N)”. This is not standard and would be more of a rip and replace elevator project. Answer: Confirmed, yes.
i.Word Doc specs call to retain the guide rails
26.Elevator Section –
a.Please confirm if the car sling and platform can be retained. Drawing description calls to “Replace car sling and platform w/(n)”. This can and should be retained. Answer: Confirmed, can retain and reuse.

Answer: See modernization and elevator specifications for requirements. VA design standard is to utilize MCE Controller or other approved 3rd party control system.

30. Do the elevators currently run on generator power? The VA Mare Island has existing battery lowering devices in the machine room.

Answer: The elevators in building 19 and 21 are on gen power.

The elevators in Mare Island are on gen power. Both elevators have battery lowering devices and are in use. And shall remain in operation after retrofit is complete.

Answer: The car and main rails are remaining. Interior and other layouts needed to fully modernize and upgrade the elevator, its system, and its components are required.

33. On the drawings is the language stating to “add auxiliary car operating panel”. Only elevator P1 in Building 19 has an existing auxiliary panel that needs to be replaced. Adding one to the other elevators refenced is not available or applicable to do so. My assumption is this is a mistype on the picture and drawings sets. Please advise. Answer: Contractor shall add auxiliary car operating panels.

The one from 1984 should be considered for a jack replacement given the age, but we would advise checking on the most recent “pressure/load test” results for these jacks to confirm if they are required (especially on the one from 2009). Answer: See response to #28. – VDA: See Response to # 76

35. Do we need to replace the buffers? Since the buffers are attached to the pit-channels. We would replace the buffers too if the pit-channels are being required to be replaced.

Answer: Yes auxiliary COP is required. – Horizontally mounted side wall adjacent to car door strike side opening per VA specifications on side opening entrances. Where center opening entrances are utilized, Auxiliary car operating panels should be in front return.

Answer: Keep sprinklers in place if they exist.
