VA RESPONSES TO REQUESTS FOR INFORMATION (RFI’S)

SOLICITATION# 36C26126R0003

PROJECT TITLE: INSTALL TIEBACK ROOF ANCHORS BUILDING 1,

FRESNO VA

PROJECT NUMBER: 570- 26-611

ISSUED: 12/05/2025

RFI # 1: Since at this time only a Phase 1 – Technical Proposal is required with a technical approach narrative write-up, would it be possible to get all applicable as-built plans for all trades to where this work will occur, especially the top floor and roof areas?

RFI #1 VA Response: Please Refer to As-built drawings attached to the amendment

RFI # 2: Would it be possible to get any proposed preliminary tie back location layout that the building facilities management may have developed?

RFI #2 VA Response: This project is a design-build project. A proposed preliminary tie-back location layout has not been developed at this time. However, we anticipate that tiebacks will be installed on Building 1 and the OPC roof in areas where windows are present. Therefore, the design-build contractor is responsible for design, coordination, and installation of the tie-back anchors.

RFI # 3: What is building 1’s perimeter / boundaries of all areas where work is to be completed? Is it strictly limited to the main building that is 7 stories tall. Are any other areas considered to be part of bldg. 1?

RFI #3 VA Response: Tie-back roof anchors are required at Building 1, 6th and 7th floor roofs, and at the OPC roof wherever exterior windows are present and will be accessed for window washing or façade maintenance.

RFI # 4: Please confirm the deck construction. Is it a structural concrete slab with reinforcing steel, or a lightweight concrete topping over a metal deck, which is more common in roof assemblies? Please advise.

RFI #4 VA Response: This project is a design-build project. In a design-build project, the prime contractor (Design-Build Contractor) is responsible for both the design and construction aspects, as well as for addressing the issues mentioned above by incorporating the necessary structural information into their design. Please refer to the as-built drawings for relevant details attached to the amendment.

RFI #5: Please clarify the anchorage requirements. Is there a minimum number of anchors required, and should they be installed along the entire perimeter? Also confirm if there is a specific spacing requirement between anchors.

RFI #5 VA Response: Provide a permanent window cleaning tie-back anchor system consisting of fixed, certified anchors installed continuously at the roof perimeter at nominal 8'-0" to 10'-0" centers, designed and tested for rope descent/window cleaning use in accordance with applicable OSHA and ANSI/I-14.1 window cleaning safety standards.

RFI # 6: Please confirm the approved work days for this project.

RFI #6 VA Response: 165 Days for Design and 120 Days for construction after issuance of NTP.
