36C26125R0012 | Consolidate Sterile Supply Rooms | Project Number 570-22-219 Request for Information (RFIs)
1. Reference Prospective Contractors’ Responsibility (RFP pages 14 and 15 of 70): Reference the RFP Statement of Work on RFP pages 6 & 7 of 70: Item f) under the general description of work states, “Bidders shall provide a required Allowance in the bid amount for the reimbursement of certain expenses as described in the bid documents.” We do not find any description of allowances in the bid documents that bidders shall include in the bid amount. Please advise. Information regarding bid guarantee and bonds are on page 10. “A Bid Guarantee, SF 24, is required for the solicitation in an amount not less than 20 percent of the proposal price but shall not exceed $3,000,000.”
2. Reference Prospective Contractors’ Responsibility (RFP pages 14 and 15 of 70): On RFP Page 15 it indicates the offeror shall complete the attachment “Responsibility – Contractor Certification Regarding Safety and Environmental” document. We do not find this document included with the RFP. Please provide or advise. Contractor Certification Regarding Safety and Environmental document is hereby added to the solicitation pursuant to this Amendment.
3. Reference RFP Page 14 of 70, Prospective Contractors’ Responsibility: Item 3 indicates Completed Representations and Certifications in SAM.gov. Please confirm offerors need not submit with the proposal all Representations and Certifications that are completed in SAM.gov. Offerors do not need to submit their Completed Representations and Certifications with proposal. Offerors do need to have an active SAM.gov account with their representations and certifications completed.
4. Reference RFP Page 14 of 70, Prospective Contractors’ Responsibility: Item 3 states, “Completed Representations and Certifications in SAM.gov; see FAR 52.204-8, 52.209-5, and 52.209-7.” The full text of FAR 52.209-5 is not included in the solicitation documents. Is it the Government’s intent for offerors to complete the fill-in portions of FAR 52.209-5? If so, please provide the full text of this clause for inclusion with proposals. FAR 52.209-5 has been added to the solicitation in pursuant to this Amendment.
5. Reference Prospective Contractors’ Responsibility (RFP pages 14 and 15 of 70): Section 01 45 00 para 3.4 (B) states, “The CQC system Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 2 years construction experience on construction similar to the scope of this Contract. Construction person with a minimum of PM or SRE to determine qualifications based on project complexity at construction review 5 years in related work.”
This seems to be an unedited statement in the specifications. Will the Government allow the CQC System Manager to be a construction person with a minimum of 5 years of construction experience in lieu of having a degree in engineering, architecture, or construction management? Please note that if the Government does not allow this, either the Superintendent will need to have a degree to also be the CQC System Manager, or a separate person will be needed to fulfil the duties of the CQC System Manager which will drive costs up. The CQC system Manager must provide a CQC training certificate. Yes, the Government will allow construction personnel to be a CQC System Manager if the construction personnel meet a minimum of 5 years of construction experience relevant to or equal to the size of our project. A resume will to be provided to the Government within 10 days of the issuance of the Notice to Proceed.
6. With regard to RFP, SUBMISSION INSTRUCTIONS, a. Page13: What is specifically required for submission to respond to FAR 52.219-28 for “ a. Offeror shall email its Price Proposal and accompanying attachments (Price Breakdown, Large Business Subcontracting Plan, and FAR 52.219-28 )” ? FAR 52.219-28 in full form has fill ins to be completed by the offeror.
7. With regard to RFP, PROSPECTIVE CONTRACTORS’ RESPONSIBILITIES, page 15:
“The offeror shall complete the attachment “Responsibility – Contractor Certification Regarding Safety and Environmental document.”. Please provide the attachment required for Contractor Certification Regarding Safety and Environmental. Attachment has been added, see above number 2.
8. Please confirm the existing HVAC DDC supervisor engine has enough spare capacity to integrate the new RPMs. On average, each HVAC DDC supervisor engine has a maximum of 2-3 spares capacity. Government confirms there is enough capacity to integrate new RPMs.
9. Please confirm this project contemplates no environmental hazard remediation such as ACM, Lead, PCBs, etc. Contractor will be working with a building built in the 1940’s. Remediation of hazardous materials, in some form may be encountered. Testing and remediation will be addressed via contract modification. See response number 10.
10. Please confirm if environmental hazards are encountered during construction they will be treated as a Differing Site Condition and a contract modification will be issued under the Contract Changes clause(s). Confirmed. If environmental hazards occur, VA Fresno will cover cost of hazardous material testing. If materials are indeed positive (i.e., positive for ACM, Lead, PCB, etc.), contract modification coordination for abatement with contractor will proceed.
11. Please confirm the government has secured swing space for the affected SPS storage closets to allow for the closets to be vacated during construction. Yes, the Government will provide secured swing space for the impacted SPS storage closets to allow for the closets to be vacated during construction in coordination with COR and RMD Coordinator. Further coordination will be required regarding new location of RMD’s with the COR and RMD Coordinator, if you are awarded the contract.
12. Please confirm the number of closets that can be under construction at one time. Contractor can work on as many closets as necessary. As long as the proper coordination is made as to not impacting hospital operations. Coordination with the COR shall be made 30 days in advance.
13. The drawing calls for an older Sure Flow controller which is no longer available, can you confirm the controller required is RPC30 and not the standard monitor version (RPM10/RPM20)? The Updated model for the specified controller would be TSI RPM10/RPM20 Monitor and RPC30 Controller. Please confirm which Room Pressure Monitor and Controller would be acceptable. Model TSI RPM10 is acceptable. Model TSM RPM10 would meet the design intent of room pressure monitor to provide remote alarming, local indication and compatible with BACnet. A formal submittal will be required for governments review and approval.
14. We have counted eighteen monitors and controllers at 18 closets. Please confirm this is the correct quantity of sensors/rooms requiring monitoring and control. There is a total 20 each RPMs and 20 each Controllers.
