About this file

This is a Request for Information (RFI) response document for solicitation 36C26125R0012 regarding the Consolidate Sterile Supply Rooms project (570-22-219) for the Department of Veterans Affairs Veterans Health Administration. The document addresses a clarification about HVAC equipment installation and control systems. Specifically, it confirms that contractors should plan to install new equipment into the existing network, but if additional supervisory controllers are required due to insufficient network space, this will be treated as a differing site condition eligible for a change order under the contract Changes clauses.

36C26125R0012 | Consolidate Sterile Supply Rooms | Project Number 570-22-219 Request for Information (RFIs)

1. The earlier RFI answers directed the contractor to connect the new HVAC equipment to the existing HVAC DDC. The answer to RFI #1 Dated 1/22/25 now states the contractor is to install the new equipment on the existing network and if there isn’t sufficient network space, due to other projects taking the available space, then the contractor is to coordinate a new supervisory controller installation with the VA COR.

Please confirm in the case a new Supervisory Controller is required to be installed, the matter will be considered a differing site condition and a change order will be issued IAW the contract Changes clauses. The current answer leaves this potential SOW item ambiguous and not clear if this risk is borne by the contractor, or the VA. For clarification and proposal purposes contractor shall anticipate to install the new equipment into the existing network. Any new supervisory controllers required due to insufficient network space will be treated as differing site conditions and a change order will be issued.
