About this file

This document is an amendment (0002) to a Request for Quote (RFQ) for Fire Suppression System Inspection, Testing, Maintenance, and Repair Services for the Department of Veterans Affairs San Francisco VA Health Care System. The solicitation (36C26124Q0390) covers a base period from 08-14-2025 to 08-13-2026 with four optional one-year extension periods through 08-13-2030, encompassing comprehensive fire alarm and fire sprinkler system services.

The price schedule details multiple contract line items (CLINs) including fire alarm and fire sprinkler system inspection, testing, maintenance, and repair services, with additional line items for life safety services (not to exceed $50,000 per year) and JCI-Notifier programming (not to exceed $15,000 per year). The amendment includes detailed questions and answers clarifying scope, requirements, and expectations, such as NICET certification levels for technicians, testing frequencies, and the extent of services to be performed across multiple buildings. Quotes are due by July 30, 2025, at 3:00 PM PST, with the contractor expected to provide comprehensive fire safety support services for the VA facility.

FINAL QUESTIONS TO RFQ 36C26125Q0538

1. Section 1.4.1 lists Buildings 15, 29, 33, T32, and T35 are included in the scope of work but not included on the testing schedule (Attachment 2) nor are there device counts (Attachment 8). Can you please confirm if these buildings are to be included, what the testing schedules are for these buildings, and what are the devices and quantities? 15, 29, 32, 35 – all battery-operated smoke detectors.

2. Buildings 31, T38, Lombard, and Burnett are on the testing schedule and device list but not in Section

1.4.1. Can you please confirm these buildings are part of the SOW? YES. Trailers 31, 33, and 38 no longer exist. Lombard and Burnett are a requirement. "The Contractor shall test all Fire

Alarm and Fire Suppression Systems, perform the one-time requirement of the 6-year

Fire/Smoke Dampers testing, and perform the one-time 5-year requirement of the Internal Fire

Sprinkler System test in the San Francisco VA Health Care System. “Please refer to corresponding EPs for further information”.

3. Can you please provide a specific list of the Elements of Performance (EPs) under that you are looking to have complete? There is a list of 28 items under EC.02.03.05 and we would like to clarify which of the EPs are required in this SOW. For example, EP 25 is for fire door inspections, based on attachment 5, it lists EP25, however the scope of work doesn’t mention performing fire door inspections, it only mentions ensuring the auxiliary function tied into the fire alarm system must be tested. Just the AUXILIARY DEVICES. Another example would be EP15 and EP16 for fire extinguisher inspections, they are not mentioned in the scope of work. Fire extinguishers are NOT

INCLUDED. We would like to clarify exactly which EPs are being requested within this scope of work. Typically, we see the EP’s cross out if they are not being requested. We will cross out those

EPs related to Fire Extinguishers. It is a different department that handles that.

4. Can you please confirm CLIN X003 is for labor and materials for service and repair? CLIN X003 is only for Life Safety Services outside the PWS of CLIN X001 for Inspection, Maintenance, Testing, AND Repair. CLIN X003 for example is for Fire Alarm Network Cards replacement, catastrophic corruption of a Fire Alarm Panel, Fiber lines damaged by rodents, a PIV is damaged by a vehicle, external FA sprinkler falls of from its support due to rust, etc. Miscellaneous life safety services as determined or as needed by the COR and/or Engineering Service Facilities

Management.

5. Also, can you please confirm this CLIN applies only to fire alarm repairs, as Section 1.4.3 states inspection and testing only of sprinkler and suppression equipment, but does state repairs of fire alarm equipment and devices. Section 2.3 states sprinkler and suppression repairs shall be provided under CLIN X003. It is unclear if sprinkler and suppression repairs are required for this scope of work. As stated, CLIN X002 includes Fire Sprinklers and Suppression Inspection, Maintenance, Testing AND Repairs for example a bad tamper switch, a bad water flow switch, tamper or waterflow switch not communicating to the main FA panel.

6. What other fire “suppression” systems are located onsite? Pre-action, FM200, etc.? Refer to last Fire

Suppression Annual Test reports.

a. Please provide additional information regarding the type and size of the equipment associated with other fire suppression systems. N/A

7. Can you please clarify the statement in Section 1.5.1 “The contractor shall provide unlimited service

(repair) calls? Does unlimited mean not to exceed the approved budget of $50,000 for CLIN X003?

CLIN X003 is only for Life Safety Services outside the CLIN X001 It has nothing to do with

CLIN x003… "Unlimited service (repair) calls" means there is no limit to the number of service and repair calls which may occur. Again, It has nothing to do with CLIN x003.

a. What is the proposed solution if additional repairs are needed after the $50,000 budget has been consumed? CLIN X003 for example is for Fire Alarm Network Cards replacement, catastrophic corruption of a Fire Alarm Panel, Fiber lines damaged by rodents, a PIV is damaged by a vehicle, external FA sprinkler falls of from its support due to rust, etc.

Quotes are required for these types of requests and require approval from the COR or PM or Fire Alarms Supervisor NTE 50k per contract year.

8. Can you please confirm CLIN 0006. The description lists the 5-year internal Sprinkler system.

a. However, does this also include standpipes? Or pre-action systems? The 5-year internal inspection is separate from the 5-year standpipe inspection. The 5-year internal must be done. The 5-year standpipe has already been done.

b. The 5-year report for D.6 Attachment 6 lists the 5-year inspections as being completed in 2024.

Do you want to have this work performed again in the base year if it’s not technically due until

2029? It will be due in 2029.

9. Can you please clarify the statement in Section 1.5.3 “All proprietary programming of existing

Notifier panels shall be performed under BASE YEAR.” What if programming is required in option years? It appears based on the Price/Cost Schedule that each option year is intended to have a $15,000

NTE for JCI-Notifier Programming. All proprietary programming shall be performed as needed.

All proprietary programming shall be done under CLIN x004 each year the contract is enforced. If no proprietary programming occurred during a contract year, we will de-obligate or rollover to the next option year.

10. Would the government consider increasing the NICET requirements identified in Section 1.5.4 from

Level I to Level II? NICET Level I certifications are provided to technicians with 6 months of experience. Typically for this scope of work a minimum of NICET Level II is required as those technicians have a minimum of 2 years’ experience and are more qualified and capable to perform the work being solicited. ALL SERVICE TECHNICIANS SHALL HAVE A NICET 1 OR

GREATER CERTIFICATION IN THE CORRESPONDING DISCIPLINE: FIRE ALARM

AND/OR FIRE SUPPRESSION. “PROVIDE COPY OF CERTIFICATIONS WHEN

SUBMITTING QUOTE. IN ADDITION, OFFERERS SHALL PROVIDE EVIDENCE OF

APPROPRIATE TRAINING AND CERTIFICATIONS OF ANY FIELD SERVICE

REPRESENTATIVE PROVIDING SERVICES UNDER THE TERMS OF THIS

CONTRACT”

a. Also, can you clarify which NICET subdisciplines are required? Given the scope of work includes fire alarm and fire sprinkler systems, we believe NICET certifications in fire alarm and water-based systems should both be required. See above

b. Can you please confirm if NICET certifications are required to be submitted with offerors quotes?

See above

c. Can you please confirm if NICET certifications are required to be held at the Prime and Sub levels? See above

11. Are offerors required to provide any pricing information for CLINS X003 and X004 such as hourly rates for labor? Or are we to leave it blank, or populate the NTE limits provided in the description?

CLIN X003 and X004 will require a quote from CONTRACTOR to include all required information- parts and labor. All pricing must always pass a Fair and Reasonable evaluation.

a. If hourly rates are to be provided, fire alarm and sprinkler technicians have different rates, and regular time vs overtime will also vary. Please clarify how we are to present these rates if required. No, BUT ALL pricing must always pass a Fair and Reasonable evaluation.

12. Section 2.2 states the Contractor is to meet on-site daily for 5 days during the four (4) test months.

According to the test schedule, there’s only two (2) test months, February and September. Is the intent to apply this requirement to the quarterly inspection work as well, or just the more significant semi-annual and annual inspections? EACH OF FOUR (4) TEST MONTHS. FOUR MEANS FOUR.

Contractors will check in and check out with the Fire Alarm Supervisor, and/or the COR, and/or the PM whenever on site to perform any type of work.

13. Section 7.2 requires during the above scheduled tests to inspect alarm valves and their associated strainers, filters, and restriction orifices and check valves to ensure all parts operate properly, move freely, and are in good condition. Please confirm this is exterior visual inspection of the equipment only as none of the referenced tests require the systems to be completely drained. To perform these internal inspections, the entire systems are required to be drained, which is not typically done quarterly, semi-annual, or annually as this is a 5-year inspection task to be performed only during base year in accordance with the Price/Cost Schedule.

14. Section 8.1 requires the contractor to create an excel database. Can you please confirm this is an existing database currently used which will be provided to the contractor upon award? Or is the contractor required to create this from scratch? The Contractor shall create an Excel database and provide current electronic and printed versions to the COR and/or Engineering Service

Management. List of materials, activities summaries.

15. Section 9 requires unlimited design assessment and contractor review input as well as on-site meetings. Can you please provide additional guidance on this requirement as offerors will not know how to budget for this unknown? Do you have anticipated projects and schedules for these projects?

Do you have previous data from the last 5-year contract as to how many hours of support this required from the Prime Contractor? Section 9 is clear; these support functions are unlimited.

There is no estimate as to the frequency or quantity because they cannot be predicted. This is

NOT a T&M contract, this is a turnkey support contract except for the sprinkler repairs and one-time tests noted. The Contractor is expected to provide a complete and comprehensive service to the Government as part of the privilege for serving the VA. The VA is constantly working to improve facilities and services on station, and questions or face-to-face meeting requirements can occur at any time.

16. Section 2.3 stipulates all inspections to be conducted in accordance with NFPA and Joint commission. This is not reflected in the schedule. Can you please clarify if we should adhere to

NFPA requirements/Standard EQ frequency document, or the VASF FA Suppression document provided in Attachment 2? “The Contractor shall conduct all testing in accordance with NFPA and Joint Commission requirements within stipulated time frames”

17. Section 4.1 please provide counts of devices not included on the device count document but noted in this section. No further information is available at this time.

a. Auxiliary field module devices

b. control field modules

c. initiating field devices

d. power supplies

e. voice evacuation panels

f. dampers

18. Section 4.4 please provide a comprehensive list of all interfaced equipment, including quantities and the buildings it’s located in. No further information is available at this time.

19. Section 4.5.4 Is the intent of the section to have maintenance inclusive of the inspection value? or will it be part of the service and repair? The Contractor is expected to provide a complete and comprehensive service to the Government as part of the privilege for serving the VA. For example, best practices for routine maintenance should always include tasks like lubricating a pump, tightening valve packing, wiping off a dirty gauge, etc. If any repairs are needed, these shall be reported, estimated and presented to the COR for review as specified herein.

20. Section 6 Fire pumps are noted here. No fire pumps are indicated in other areas of the bid package.

Please confirm the type/quantity of the fire pumps, and if they are included in this bid proposal.

a. Depending on the type, this may require additional testing. Please confirm type of fire pumps, and if we should adhere to NFPA, or this section.

b. Can you please confirm the hose valve counts referenced in 6.11? N/A

21. Section 6.4 Hood testing – please provide schedule and duration of the hood testing so that we can include in the estimate of this bid proposal. N/A

22. Section 6.5 Elevator testing – please clarify that the Contractor will schedule this with the VA and the

VA will ensure the appropriate support will be available from the elevator service company. "Testing of elevator recall must include verification of recall in conjunction with VA Facilities M&O staff and/or 3rd Party elevator personnel."

23. Can you please provide the make and model of the fire alarm panels in every building, copies of the last fire alarm annual report, Fire Alarm As-built drawings and a copy of the UL Certificate? No further information is available at this time.

24. Can you please confirm how the fire alarm systems are monitored (POTS or Cellular?) and who is currently monitoring the systems? Monitoring is N/A

25. Can you please provide the last annual sprinkler report and annual fire pump reports for the sprinkler systems? Copies of the last Fire Alarm Test reports are attached.

26. Can you please provide life safety drawings or other documentation identifying the location of fire/smoke dampers? See the last Damper Report

27. Can you please confirm the method for removing power to the fire/smoke dampers? No further information is available at this time

28. Can you confirm there is adequate access to the fire/smoke dampers and the contractor won’t be required to relocate equipment or materials to access? See last Damper report.

29. Is a containment cart needed during fire/smoke damper inspections? If so, in what buildings/areas?

Containment carts should not be included in your bid.

30. Will there be a lift rental needed for lobby areas or places with high ceilings for fire/smoke damper testing? NO Lift Rental should not be included in your bid.

31. What type of ceilings are throughout the facilities which require fire/smoke damper testing? Both grid and hard ceilings.

32. Do the buildings with fire/smoke dampers have smoke control systems? No further information is available at this time.

33. Can you please schedule a site visit for offerors to have the ability to observe the condition of the equipment to be inspected and tested as well as obtain information not available in the attached documents? N/A

34. Can you please provide a minimum of 5 business days following the release of answers to questions to allow enough time to review the documentation provided to develop cost competitive pricing?

RFQ has been revised and extended to give enough time to provide quotes.
