Project Description: This project requires complete design, materials, labor, and equipment to replace and modernize elevator P-1, P-2, and P-3 and Dumbwaiter, building 100 and Elevators P-1 and P-2 Building 101.

A single organizaed site visit for this RFP is scheduled as follows:

Scope of Work

Replace and Modernize Elevators at Building 100 of VAPAHCS Palo Alto Division

I. Statement of Services – Contractor shall provide all material, labor, and equipment to replace and modernize elevator P-1, P-2, P-3 and Dumbwaiter at Building 100, elevator P-1 and P2 of Building 101 of VAPAHCS Palo Alto Division.

II. Contractor Qualifications

a. Elevator contractor shall be currently and regularly engaged in the installation of elevator equipment as one of the principal products.

b. Elevator contractor shall have five (5) years of successful experience, trained supervisory personnel, and facilities to install elevator equipment specified herein.

c. Elevator Mechanic (Installer) shall have passed a Mechanic Examination approved by the U.S. Department of Labor and have technical qualifications of at least five years of experience in the elevator industry or 10,000 hours of field experience working in the elevator industry with technical update training. Apprentices shall be actively pursuing Certified Elevator Mechanic status. Certification shall be submitted for all workers employed in this capacity prior commencing work.

d. Contractor shall refer to section 1.3 of specification 14-24-00 for other requirements in regarding to welding, electrical work, etc.

e. Approval will not be given to elevator contractors and manufacturers who have established on prior projects, either government, municipal, or commercial, a record for unsatisfactory elevator installations, have failed to complete awarded contracts within the contract period, and do not have the requisite record of satisfactory performing elevator installations of similar type and magnitude.

f. Approval of Elevator Contractor’s equipment will be contingent upon their providing factory training, engineering and technical support, including all manuals, wiring diagrams, and tools necessary for adjusting, maintenance, repair, and testing of equipment to the VA for use by the VA’s designated Elevator Maintenance Service Provider. Identifying an elevator maintenance service provider that shall render services within one hour of receipt of notification, together with certification that the quantity and quality of replacement parts stock is enough to warranty continued operation of the elevator installation.

g. Equipment within a group of electric traction elevators shall be the product of the same manufacturer.

h. The Contractor shall provide and install safety devices that have been subjected to tests witnessed and certified by an independent professional testing laboratory that is not a subsidiary of the firm that manufactures supplies or installs the equipment.

IV. Specific Areas of Emphasis – The area of work will be at Building 100 and Building 101 of Palo Alto Campus. Contracting Officer’s Representative (COR) will provide site maps of proposed area of work upon request where available. Any questions regarding these details should be referred to the COR.

V. Statement of Work – Contractor shall provide a comprehensive service to fulfill project requirements as indicated below. Contractor shall perform in a professional manner to ensure long term durability, and meet all applicable standards, and codes. All work shall be done in accordance with, all laws, ordinances, building codes, rules and regulations applying to the work, including, but not limited to VA, Federal, State, County, City, Industry design guides, codes, standards, regulations and policies. Contractor shall work with COR to minimize construction impact to daily operation of VAPAHCS at Palo Alto Division. Minimum project requirements are listed below.

A. Description of elevator (P1-P2-P3):

· Original Manufacturer: Thyssenkrupp Northern Elevator Company

· Type: Overhead Geared Traction Passenger

· Capacity: 3500 lbs.

· Speed: 350 FPM

· Door Opening: 3’ 6” x 7’ 0” Work and new equipment to be included at a minimum:

Contractor shall provide a breakdown bid proposal for each elevator separately Work and new equipment for all elevators to be included at a minimum:

Mechanical System Related Items Car Operation

1. Provide new non-proprietary, and universally serviceable controllers

2. Provide new solid state VVVF drives.

3. Provide new load weighting

4. Install new anti-nuisance system, car protection operation control system as standard feature.

5. Provide new code-compliant firefighters’ Service, equipped to operate with a standardized fire service access key per ASME A17.1/CSA B44.

6. Install with automatic Car Stopping Zone minimum tolerances.

7. Provide new door operators

8. Verify existing standby power equipment, update operation by code as needed.

Machine Room Equipment

1. Replace geared traction machines.

2. Install new permanent magnet gearless traction machine.

3. Provide new Deflector Sheaves

4. Provide new technologically current encoder components that provide an accurate position of the elevator for leveling purposes.

5. Provide new elevator machine controller to meet ASME A17.1-2016.

6. Provide new governors to include encoders that process position detection, feedback from elevator drive, speed checks, and the monitoring of speed limits according to ASME A17.1-2016.

7. Provide new emergency brake.

8. Noise/vibration insulation for wall areas of machine room that are vulnerable to generating excessive levels of sound travel.

Hoist way Equipment

1. Retain existing guide rails.

2. Replace and install new machine sheaves.

3. Provide new counterweight guide shoes.

4. Provide new governor and encoder pit tensioning sheaves (see Machine Room Equipment section). Encoder installation tracks the precise location of the elevator and relays the information back to the machine room controller.

5. Replace and install new hoist and governor ropes

6. Provide new terminal stopping device to be compatible with new control system, per manufacturer’s requirements.

7. Provide new hoist way equipment wiring. Only electric wiring, raceways, and cables used directly in connection with the elevator shall be permitted inside the hoist way.

8. Update smoke detectors to include auxiliary wiring to enable Fire Recall Function for elevator controller. Verify and confirm working condition of smoke detector system in hoist ways.

9. Install new hoist way unlocking devices per currents codes.

10. Install new hoist way access switches per currents codes.

11. Install new interior door floor numbers per currents codes.

12. New pit ladder for all elevator hoist ways.

Hoist way Entrance

1. Retain frames and passenger door panels and refinish per VA Interior Design specifications, requests.

2. Provide new hoist way door tracks and rollers per ASME A17.1 safety code.

Car Equipment

1. Provide new platform apron. Existing platform apron, not code complaint.

2. Provide new car guide shoes (please see hoist way equipment section).

3. Install new door tracks. Replacement to include new hangers, tracks, header, and electrical contact.

4. Replace and install new door clutch.

5. Provide new restricted opening device to meet current code requirements.

6. Provide new Linear Door Operator and control device

7. Provide new car operating panels and cap position indicators per ADA compliance.

8. Provide new Car top control station according to manufacturer compatibility and safety standards.

9. Install new communication system in compliance with ADA and ASME A17.1 code.

10. Install new Firefighters Control Panel to meet code requirements.

Car Enclosure

Retain existing and install new interior panels. Install new ceiling, lighting floor finish, sills, front return panel transom, base, vent, suspended ceiling, and handrail per VA Interior Design specifications. Shop drawings of interior finishes shall be submitted to COR for approval prior commencing work.

Elevator Hallway/ Lobby

1. Provide new pushbuttons on the central mounting per ADA compliance.

2. Provide new hall lanterns to meet ADA compliance.

3. Provide new car position indicator to meet ADA compliance.

4. Incorporate code complaint elevator signage into fixture design.

Electrical Work-Related Items

1. Provide new electrical disconnects - single phase; individual fused disconnects for lights and fans as required by code

2. Provide new Electrical Disconnects - Three Phase; new individual fused disconnects within sight of machine and controller as required by Code.

3. Modify existing smoke detector system to include fire hat, main, alternate, and new controllers per code.

4. Install new LED lighting for machine room and pits/ hoist ways.

C. Description of elevator (Dumbwaiter DW-1)

1. Demolition of old elevator controllers/machine/equipment

2. Demolition of old door panels, wiring, and conduit in hoist way

3. Remove of cab frame and cab in hoist way

4. Install commercial off-the-shelf new machine/controllers/equipment along with all required wiring, conduits, necessary infrastructure etc. to ensure a proper function of the new dumbwaiter machine

5. Work with end users to program the new dumbwaiter to meet the operational needs.

E. Elevator P1 and P2, Building 101 A. Description of elevator:

F. Scope of Work

a. Period of performance will be 410 days from NTP with 90 days for shop drawings and submittals, 160 days for manufacturing/shipping, and 160 days for construction.

b. Pre-construction inspection to determine appropriate design for the replacement and modernization of elevator P-1, P-2, P-3 and Dumbwaiter located at Building 100. One elevator shall be performed to government turn over prior to beginning the next to avoid negative impact to facility and patient operations. No more than 1 elevator can be disable at once.

c. Inspect existing elevator components at building 100 including but not limited to car frames, guiderails, hoist way switches, governors, buffers, doors, door operators, and hoist machines, etc. Upon inspection completion, contractor shall provide assessment report to COR to confirm findings are aligned with scope of work prior moving on to the next phase.

d. Contractor shall confirm the project requirements against site parameters and existing equipment conditions to fulfill requirements stated in the scope of work. Contractor shall make recommendations to improve the project requirements if applicable to the COR.

e. Contractor shall not mobilize on site until the shop drawings and submittals are approved by the COR.

f. Shop drawings and submittals shall be in accordance with specification 14 series along with all laws, ordinances, building codes, rules and regulations applying to the work, including, but not limited to VA design manual, Federal, State, County, City, Industry design guides, codes, standards, regulations and policies.

g. Contractor is responsible for payments to independent third-party elevator inspection consultant including re-inspection if any until final permit for use is issued.

h. Contractor is responsible for all commissioning and testing services required to ensure elevators are in compliant with industry standards along with local and federal codes and regulations.

i. At the installation completion of each elevator, contractor is responsible to work and coordinate with the elevator’s maintenance crew and the facility to meet the facility requirements for operation and maintenance before turning over.

j. Contractor shall provide a schedule a value with break down for each of the elevator with 10% of the cost to be for final turn over and acceptance by the facility.

k. Contractor shall phase the project to minimize impact to Building 100 normal operation.

l. Contractor shall work on one elevator at a time.

m. Contractor shall identify all required shutdowns, submit MOPs, and all applicable certifications to COR prior to mobilization.

n. The unit cannot be turned over until it is inspected with the maintenance team to identify any outstanding issues.

o. The elevator shall be kept out of service by the general public until it has fully completed modernization and been accepted by the VA.

p. Contractor shall adhere to local and VA requirements related to COVID 19 to address the requirements as part of Safety Plan submittal.

q. Removed equipment shall be retained and turned over to the VA for use in other similar existing systems.

G. Pre-test / Tests / Turnover Acceptance of Work:

A. Submit all labor and materials furnished regarding elevator system and installation to terms of "Warranty of Construction" articles of FAR clause 52.246-21. The one-year Warranty shall commence after final inspection, completion of performance test, and upon full acceptance of the installation and run concurrent with the guarantee period of service.

B. During warranty period if a device is not functioning properly in accordance with specification requirements, more maintenance than the contract requires keeping device operational, device shall be removed and a new device meeting all requirements shall be installed as part of work until satisfactory operation of installation is obtained. Period of warranty shall start anew for such parts from date of completion of each new installation performed, in accordance with foregoing.

C. Pre-test the elevators and related equipment in the presence of COR and facility authorized representative for proper operation before requesting final inspection. Conduct final inspection at other than normal working hours.

1. General Contractor shall obtain the services of a third-party ANSI/NAESA (National Association of Elevator Safety Association) certified/ Qualified Elevator Inspector (QEI) The QEI is to be retained and paid for by the General Contractor. However, the QEI shall report directly to the Contracting Officer Representative (COR) or designated representative. The QEI must utilize an Elevator Acceptance Inspection Form to record the results of inspection and all testing and to identify safety code and contract deficiencies. Specific values must be provided for all tests required by ASME A17.1, ASME A17.2, and contract documents. Upon completion of inspection and testing, the QEI must sign a copy of the completed form and provide to the Contracting Officer. Within 2 weeks of the inspection, the QEI must also prepare a formal inspection report, including all test results and deficiencies. Upon successful completion of inspection and testing, the QEI will complete, sign, and provide a certificate of compliance with ASME A17.1

2. Contractor shall furnish the following test instruments and materials on-site and at the designated time of inspection: properly marked certified test weights, voltmeter, amp probe, thermometers, direct reading tachometer, megohm meter, vibration meter, sound meter, light meter, stopwatch, and a means of two-way communication.

D. Inspect workmanship, equipment furnished, and installation for compliance with specification.

E. Balance Tests: The percent of counterbalance shall be checked by placing test weights in car until the car and counterweight are equal in weight when located at the mid-point of travel. If the actual percent of counterbalance does not conform to the specification, the amount of counterweight shall be adjusted until conformance is reached.

F. Full-Load Run Test: Elevator shall be tested for a period of one-hour continuous run with full contract load in the car. The test run shall consist of the elevator stopping at every floor, in either direction of travel, for not less than five or more than ten seconds per floor.

G. Speed Test: The actual speed of the elevator shall be determined in both directions of travel with full contract load and no load in the elevator. Speed shall be determined by applying a certified tachometer to the car hoisting ropes or governor rope. The actual measured speed of the elevator with all loads in either direction shall be within three (3) percent of specified rated speed. Full speed runs shall be quiet and free from vibration and sway.

H. Temperature Rise Test: The temperature rise of the hoisting motor shall be determined during the full load test run. temperatures shall be measured using thermometers. Under these conditions, the temperature rise of the equipment shall not exceed 50 degrees Centigrade above ambient temperature. Test shall start when all machine room equipment is within five (5) degrees Centigrade of the ambient temperature. Other tests for heat run on motors shall be performed as prescribed by the Institute of Electrical and Electronic Engineers.

I. Car Leveling Test: Elevator car leveling devices shall be tested for accuracy of leveling at all floors with no load in car and with contract load in car, in both directions of travel. Accuracy of floor level shall be within plus or minus 3 mm (.125 in.) of level with landing floor for which the stop has been initiated regardless of load in car or direction of travel. The car leveling device shall automatically correct over travel as well as under travel and shall maintain the car floor within plus or minus 3 mm (.125 in.) of level with the landing floor regardless of change in load.

J. Brake Test: The action of the brake shall be prompt and a smooth stop shall result in the up and down directions of travel with no load and rated load in the elevator. Down stopping shall be tested with 125 percent of rated load in the elevator.

K. Insulation Resistance Test: The elevator's complete wiring system shall be free from short circuits and ground faults and the insulation resistance of the system shall be determined by use of megohm meter, at the discretion of the Elevator Inspector conducting the test.

L. Safety Devices: Car and counterweight safety devices shall be tested.

M. Overload Devices: Test all overload current protection devices in the system at final inspection.

N. Limit Stops:

1. The position of the car when stopped by each of the normal limit switches with no load and with contract load in the car shall be accurately measured.

2. Final position of the elevator relative to the terminal landings shall be determined when the elevator has been stopped by the final limits. The lower limit stop shall be made with contract load in the elevator. Elevator shall be operated at inspection speed for both tests. Normal limit stopping devices shall be inoperative for the tests.

O. Oil Buffer Tests: These tests shall be conducted with operating device and limit stops inoperative and with contract load in the elevator for the car buffer and with no load in the elevator for the counterweight buffer. Preliminary test shall be made at the lowest (leveling) speed. Final tests shall be conducted at contract speed. Buffers shall compress and return to the fully extended position without oil leakage.

P. Operating and Signal System: The elevator shall be operated by the operating devices provided and the operation signals and automatic floor leveling shall function in accordance with requirements specified. Starting, stopping and leveling shall be smooth and comfortable without appreciable steps of acceleration or deceleration.

Q. Performance of the Elevator supervisory system shall be witnessed and approved by the elevator inspector and a representative of the COR and facility maintenance crew.

R. If equipment fails test requirements and a re-inspection is required, the Contractor shall be responsible for the cost of re-inspection; salaries, transportation expenses, and per-diem expenses incurred by the elevator inspector and representative of the facility and COR.

S. Contractor shall participate in an acceptance walkthrough with facility Engineering crew, COR, and our elevator service company to identify as is conditions, allow correction of SOW items, allow correction of other found issues, and formal turn over for M&R functions as part of the turn over requirement. Contractor is responsible for the elevator until final acceptance by the facility.

T. The elevator shall not be put into use by the general public during construction and/or inspection. Upon final acceptance by the facility, contractor can put the elevator back in public use.

G. ADDITIONAL CONSIDERATIONS

1.1. Restoration Plan: Including, but not be limited to, general requirements, restoration for any damages to existing walls, ceiling, equipment, wires, or utilities during construction.

1.2. Submittal Register Schedule: The submittal register included with in the project specifications lists individual submittal sections with schedule and submittal descriptions. Submittal register shall be submitted prior commencing construction work.

1.3. Utility shutdowns. The contractor shall coordinate all utility with the contracting officer’s representative. Major utility shutdown will require 45 days advance notice to coordinate with facility.

1.4. Interim Life Safety Measures (ILSM). Contractor shall coordinate with the contracting officer’s representative, VA Safety Officer, VA Infection Control firm, to comply with any Interim Life Safety Measures required during construction. Life Safety Measures will include the following, at a minimum;

1.4.1Providing and maintaining compliant fire/smoke barriers and sprinklers or heatdetectors as needed during construction.
1.4.2Ensuring that the equipment staging or lay down areas, if applicable, comply with applicable VAPAHCS safety requirements. Any staging or lay down areas and construction fencing must be coordinated between the general contractor and contracting officer’s representative.

1.5 Security Considerations. At no time will the vendor be in contact or have access to VA sensitive information. VA sensitive information procedures will be followed per VA Handbook 6500.6. The Contractor will adhere to VAAR 852.252-75, Security Requirements for Unclassified Information Technology Resources (Interim-October 2010).

1.6 Station Operations. The contractor shall generally perform all on-site visitation or work between the hours of 8:30 AM and 4:30 PM, Monday through Friday (Federal Holidays excluded), unless otherwise approved by the contracting officer’s representative. The contractor shall perform all or part of work elements involving significant noise or vibrations affecting nearby areas outside of these normal work hours, in order to avoid impacting daily operations.

1.7 For any activity that may impact the facility’s operation, contractor shall perform those activities after hours or on the weekends.

1.8 Contractors shall comply with following as it pertains to COVID-19:

1. All CDC guidelines, OSHA requirements, and local county directives regarding COVID-19 precautions.

2. Mandatory Screening:

a. VAPAHCS Staff will screen all individuals entering VAPHCS campuses. Contractors are required to answer the following questions when entering campus, failure to answer or an affirmative answer to any of these questions will result in denial of entry onto VAPAHCS:

i. Are you experiencing a fever, cough, or shortness of breath?

ii. Have you been exposed or in direct contact to anyone who has tested positive for COVID-19?

iii. Have you been diagnosed with COVID-19 in the last 14 days?

b. If permitted to enter VAPAHCS property, the individual will be provided a colored band to be worn in a visible location throughout the day. This band will identify the wearer as having been properly screened and is authorized access to the campus for the day. Color bands change daily.

3. When entering buildings within VAPAHCS campuses, Contractors are required to hand sanitize at established stations.

4. All Contractors are required to wear a face covering. Face coverings are normally cloth and are not considered PPE. The face covering must cover the mouth and nose, fit snugly, allow for breathing without restriction, and laundered daily. Individuals should be informed to be careful when removing their face covering and not touch their eyes, nose, and mouth when removing their face covering. Individuals should wash their hands immediately after removing their face covering.

5.SOCIAL DISTANCING
a.All workers must maintain minimum 6-foot (1.9 meters) separation from other workers in all work activities.
b.No groups or gatherings shall always be larger than 10 people keeping a minimum of 6-foot separation .
c.If workers must perform work with less than 6-foot (1.9 meter) distance between works, workers must wear “surgical” type masks (or equal) and appropriate gloves for the work being performed. This PPE requirement is additional to normal PPE required for work on site, or task-specific PPE.

H. COORDINATION AND EXECUTION

1.1. User Groups: The contractor will be required to work with the below user groups responsible for managing this project. The contractor is advised that only the contracting officer has authority to alter the contract once awarded, or to legally obligate the government pursuant to any changes in the scope of the project thereof.

1.1.1. Contracting Officer (CO): The CO shall be responsible for all contractual administration of this project. All transactions of a legal nature, including contractual agreements, amendments, change orders, etc. shall be approved and processed through the CO.

1.1.2. Contracting Officer’s Representative (COR): The COR shall be responsible for the construction management on behalf of the VA and will manage the project on a day-to-day basis to ensure that the project requirements are met from the notice to proceed through completion of the work and acceptance, according to project scope of work and construction documents or specifications.

1.1.3. Architect and Engineer (A/E): The Architect of Record and their associated Engineering Consultants who are responsible for the Construction Documents shall also monitor work progress, assist the COR and CO in verification of work completed, review product submittals, and review contractor’s monthly payment requests.

1.2. Construction Administration

1.2.1. Project Schedule: After award of contract the contractor shall provide to the VA a detailed schedule of all project activities, including milestone dates and critical paths, as well as update such schedule if plans are modified during the project. Overall project schedule shall be broken to activities in which each activity shall have less than 20 workdays duration. Master schedule shall be updated and submitted monthly to the COR. Contractor shall also provide 3 weeks look ahead schedule weekly to the COR by COB on Monday. No work is allowed until master schedule is approved by the COR.

1.2.2. Schedule of Values: The contractor shall provide a schedule of values, along with the project schedule, which is aligned with the various activities of work. This schedule of values, if approved, may be used by the contracting officer’s representative as a basis for evaluating reviewing progress performance and payments. Schedule of values shall be broken into details to be aligned with overall project schedule. Schedule of values shall have 10% of overall project cost designated for punch walk and project close out.

1.2.3. Observation and Site Visits: The contracting officer’s representative and/or designated representatives may require access in order to monitor, observe, and review all aspects of the project to ensure compliance with the construction documents and other regulatory requirements.

1.2.4. Project Meetings and Inspections: The contractor shall be required to attend or provide a designated representative for coordinated field observation inspections for progress evaluations and reports, and other site visits as needed, including punch list or pre-final and final inspections. Such inspections may occur on a monthly basis, or more frequently as needed. The contracting officer’s or other designated representatives may inspect all aspects of the project in order to complete written progress reports, including the performance of work activities in the project schedule or schedule of values, and verification of the contractor’s compliance with applicable safety, infection control, or interim life safety requirements. Contractor shall attend weekly OAC meeting and is responsible for providing meeting minutes and agenda for each meeting.

1.2.5. Submittals: The contractor will be responsible to furnish submittals in accordance with the design specifications and submittals register. The contractor shall submit shop drawings, schedules, manufacturer's literature and data, and certificates in electronic format. Physical samples shall be shipped directly to the AE for inspection, and one sample furnished to the contracting officer’s representative for approval. Further details are provided in the project specifications for shop drawings and submittals.

1.2.6. RFIs and Change Orders: During construction the contractor may submit requests for additional information concerning the design or other aspects of the project; however, these must be submitted in writing. These must include, at a minimum, a description of or background information for the issue in question, as well as a complete impact assessment for any recommended changes. The contracting officer’s or designated AE representative will review, evaluate, and respond as required. Any proposed changes to the scope or deviations from the design documents may be submitted to the contracting officer’s representative for review and discussion, however any such changes to the contract or scope of the project must first be approved by the contracting officer in writing before implementation.

I. Site Impact of Services and Response

1. Normal business hours at the VA Palo Alto Health Care System Palo Alto Division are 8:00am to 4:30pm. Special time arrangements can be made by contacting the COR. No work shall be performed before 8:00 am due to local noise ordinance. Should emergency services be required during business hours, contractor will coordinate with COR. Contractor shall perform work after hours and weekends when there is major interruption to daily operation of Building 100. Contractor will abide by all station policies when on site.

INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS

1. INTRODUCTION:

a. These instructions prescribe the format of Offers. Offers are defined as consisting of both Prime Contractor’s Price Proposal and Prime Contractor’s Technical Proposal. These instructions describe the approach for the development and presentation of the required information and documentation. These instructions are designed to ensure the submission of necessary information and documentation to provide for the comprehensive evaluation of offers.

b. Offerors are cautioned to carefully review this solicitation prior to commencing preparation. For offers to receive full consideration for award, offerors shall ensure that the information and documentation furnished in support of the price proposal and the technical proposal are current, factual, complete and accurate.

c. Offerors are strictly advised to comply with all instructions within this solicitation to ensure submission of a complete Prime Contractor Offer. Failure to furnish a complete offer per the instructions of this solicitation by the required time and date may result in the Offeror’s proposal being determined ineligible.

d. The Government intends to award without discussions, unless discussions are in the best interest of the Government.

2. CONTRACT TYPE:

a. The awarded contract will be a firm fixed price (FFP) contract.

b. This solicitation is a total SDVOSB set-aside. The offeror MUST have an active DUNS number and be current in System for Award Management (SAM). SDVOSB firms must be Certified Veteran Eligibility (CVE) verified prior to the submission of proposals.

3. SUBMISSION INSTRUCTIONS:

a. Each offeror shall also provide one (1) emailed copy of the technical proposal and one (1) emailed copy of the price proposal, to arrive on or before the due date/time to charee.harris@va.gov.

The subject line of the email must cite RFP: 36C26121R0044. In no circumstances shall file size exceed 10MB. Multiple emails are acceptable.

b. Faxed proposals are not permitted under any circumstances.

c. Please ensure you allow time for email transmission.

d. Offerors MUST mark the subject line of the email as 36C261R0044 Modernize Elevators Technical Proposal and 36C26121R0044 Modernize Elevators Price Proposal

4. QUESTIONS CONCERNING THIS RFP:

All Requests for Information (RFIs) regarding this RFP shall be submitted in writing and received no later than Thursday, April 15, 2021 at 3:00 PM Pacific Time to allow replies to reach all prospective offerors in a timely manner. All RFIs shall be sent via email to Charee Harris at charee.harris@va.gov.

5. PRE-PROPOSAL SITE VISIT:

Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of performing these services. In no event shall failure to inspect the site constitute grounds for a claim after contract award. See block 10 of SF1442 for site visit details.

6. PROPOSAL FORMAT:

a. All commitments made in the proposal may become a part of the resultant contract. The data submitted with each proposal shall be complete and concise, but not overly elaborate. Reliance on promotional brochures is discouraged.

b. The Technical Volume shall not exceed the page limits stated herein. If the page limits are exceeded, the pages in excess of the limit will not be read or considered. Page limits for entire Technical Proposal shall not exceed thirty (30) pages front and back.

c. Page Limits Shall Include: All appendices, charts, graphs, diagrams, tables, photographs, drawings, etc. except as noted in the instructions. Type size will not be smaller than Microsoft Word Times New Roman 11-point font, normal proportional spacing. Text lines will be single-spaced.

d. Written proposals shall be prepared on standard 8.5 x 11-inch paper (charts may be landscaped but must be on 8.5 x 11-inch paper) and shall be in a legible font size (11 or 12 point). All pages of each proposal shall be appropriately numbered and identified with the RFP number. For ease of reference, consecutive page numbering with tabs is required.

e. Email Copy: Provide one (1) email copy of the complete proposal (Volumes 1 and 2) as specified above.

f. Binding: Elaborate format and binding are neither necessary nor desirable.
