About this file
This document contains an amendment to a solicitation and vendor questions and agency responses. The solicitation is for a design-build project to construct additional parking lots at a VA medical center campus in Las Vegas, Nevada. Work includes designing and constructing approximately 500,000 square feet of asphalt parking with over 800 spaces across three areas, along with lighting, signage, and drainage improvements. Questions were asked about joint venture documentation requirements, acceptance of past performance evaluations other than CPARS for architecture and engineering firms, and clarification of past performance rating abbreviations. The response date was amended. This opportunity is set aside for Service-Disabled Veteran Owned Small Businesses and solicitation documents will be available on or around April 27, 2020 for the two-phase design-build project valued between $2,000,000 and $5,000,000.

Amendment 0002 – Vendor Questions and Government Responses
Vendor Question: If the offeror is a joint venture entity, what documentation should be submitted for Part II, Factor 4 — Safety?
Government Response: Requested documentation shall be submitted for both entities making up the Joint Venture.
Vendor Question: If the offeror is a joint venture entity, what documentation should be submitted for FAR 52.204-8 Annual Representations and Certifications?
Government Response: Requested documentation shall be submitted for both entities making up the Joint Venture.
Vendor Question: The Attachment B – Past Performance Questionnaire references a due date of July 30, 2020 @ 16:00 am PST, please adjust to this document so we may send out to previous owners.
Government Response: Amended to reflect correct due date of July 31, 2020 @ 16:00 PST. Please see amended attachment.
Vendor Question: Reference Factor 2 Experience: Most firms will be submitting projects for multiple firms (i.e. lead A/E firm, firm performing the largest portion of work, and Prime Contractor. However, Attachment A only provides one box to enter Firm Name in row 2 of the Excel spreadsheet. Shouldn’t there be a box to enter Firm Name for each project? Please advise.
Government Response: Amended to add addition rows as requested. Please see amended attachment.
Vendor Question: Factor 3 Past Performance allows us to submit CPARS when available. For the projects submitted by our lead Architect-Engineering Firm, will submission of ACASS evaluations be acceptable? A/E firms receive ACASS evaluations for Federal contracts in lieu of CPARS.
Government Response: The submittal of an ACASS evaluation is acceptable. Please ensure evaluation outlines a POC that can be contacted to verify the evaluation.
Vendor Question: Attachment B Past Performance Questionnaire includes a rating system: “E”, “G”, “S”, “M”, “U”, “N”. We are unable to locate definitions for these letters.
Government Response: Past Performance Rating System abbreviations updated to accurately reflect how vendors will be rated for past performance. Please see amended PPQ attached. PPQs submitted having previous rating abbreviations will be accepted. Source Selection Team will directly communicate with organizational POC submitting PPQ on vendors behalf and coordinate an updated submittal. As a reminder, PPQs are only required if no CPARS is available.
