About this file
This document contains an amendment and vendor questions and responses related to a solicitation for design-build services to construct additional parking lots at a VA medical center in Las Vegas, Nevada. The scope of work includes designing and constructing approximately 500,000 square feet of additional asphalt parking in three areas, with minimum parking space and square footage requirements specified for each area. Additional requirements include solar lighting, signage, drainage improvements, and protection of existing utilities and structures. The pre-solicitation indicates the solicitation will be a total Service-Disabled Veteran Owned Small Business set-aside with an anticipated award value between $2-5 million. The two-phase solicitation will follow FAR 36.3 and be available on or around April 27, 2020, with potential delays due to Nevada shelter-in-place restrictions.

Amendment 0001 - Vendor Questions and Government Responses
1. Reference Factor 2 – Experience, Solicitation page 21 of 80: Item 1 requires a maximum of two example projects demonstrating the experience and capability of the lead Architect-Engineering Firm that will be designing the project. This paragraph states that examples should demonstrate offeror’s experience as the Prime Contractor. A/E firms are not prime contractors. Please advise.
Government Response: This specific verbiage has been removed. Please see attached “Instructions to Offerors”
2. The solicitation requires Lot C to have a minimum of 300,000 square feet but the drawing included does not measure out that much square footage, it is closer to 290,000 SF. Can the Government reassess the requirement? Please advise.
Government Response: Solicitation requires a minimum of 300,000 square feet as indicated in the original Statement of Work.
3. Please provide any available information/drawings of the existing topography/grades/elevations.
Government Response: Please see the following attached reference plans:
· Off-Site Tributary Drainage
· Existing Peak Runoff Rates at POA
· Existing Site Drainage
· Existing Site Storm Drain Infrastructure
· Combined Campus Utility CU-107 – CU119
4. Please provide any available site plans for the new buildings that will be constructed near the new parking areas.
Government Response: Any available site plans for new buildings will be provided during Design of new parking areas.
5. Submission requirements on page twenty of the solicitation Paragraph A and B conflict. One says that all proposals shall be submitted as one volume. The other says that past performance is to be submitted separately. Will there be one volume to submit or two?
Government Response: Verbiage amended to Submissions shall be made electronically in one part. Please see attached “Instructions to Offerors”
6. On page 17, Deliverables it states that Primavera Submittal Exchange access will be provided. Please confirm that the VA is providing the Submittal exchange for this contract.
Government Response: Contractor access will be provided to Submittal Exchange.
7. On page 17, Deliverables, it states that construction schedule is to be cost loaded and in Microsoft Project Format. Will other CPM software generated schedules be accepted?
Government Response: Provide construction schedule in Microsoft Project Format.
8. Reference Factor 2 – Experience, Solicitation page 21 of 80: Item 3 requires a maximum of two example design/build projects that the prime contractor and the partner firm have completed together. Will the Government please relax the definition of recency from a project completed in the previous five (5) calendar years to a project completed in the previous seven (7) calendar years?
Government Response: The Government will not amend the definition of recency as currently stated in the solicitation.
9. Reference Factor 2 – Experience, Solicitation page 21 of 80: Item 2 requires a maximum of two example projects demonstrating the experience and capability of the lead Construction Contractor that will be performing the largest construction effort on the project. This paragraph states that examples should demonstrate offerors experience as the Prime Contractor. If the firm that will be performing the largest construction effort on the project is a subcontractor, are they required to demonstrate experience as a prime contractor?
Government Response: As a Prime, a firm is considered the lead construction contractor regardless of level of performance. To meet this requirement, the potential Prime Contractor shall submit a maximum of two example projects that demonstrate their experience as a prime.
10. At the northeast corner of the site there appears to be a drainage ditch coming from beyond the property that runs through the Women’s Clinic and Area A2, as identified on the “Const Add Parking Lots Dwg 20200122” document. Tracing this ditch further out, it appears to originate at the mountains. How is this water currently being handled and where does it go?
Government Response: Please see the following attached reference plans:
· Off-Site Tributary Drainage
· Existing Peak Runoff Rates at POA
· Existing Site Drainage
· Existing Site Storm Drain Infrastructure
· Combined Campus Utility CU-107 – CU119

Government Response: Only what is required for solar installation.
12. Reference Instructions, Conditions and Other Statements to Bidders/Offerors, paragraph 17.0 - Period of Performance: The project requires the tasks to be completed within 195 calendar days after NTP has been issued. Does the 195-day period of performance start at Construction NTP or Design NTP?
