About this file

This document contains responses to questions from potential offerors on a solicitation for an HVAC BMS project at a Veterans Affairs medical center. The solicitation seeks proposals to replace the existing HVAC controls system with a new building management system. Key details include that all work must be conducted during normal business hours according to the statement of work, masks will be required for COVID-19 safety, and commissioning will be in accordance with specification 23 08 00. Drawings of the existing system and controls points lists are provided as attachments to aid offerors. The responses clarify expectations around the scope of demolition, electrical capacity for new fan powered VAV boxes, and the process for scheduling mechanical unit shutdowns.

1) Spec Section 01 35 26 – Safety

Requirements – Are there any special requirements for COVID-19 that will need to be followed for duration of project? Yes, masks will be worn by all contracted employees upon entering the building every day until the requirement is lifted.

2) There are various references to a spec section not included with solicitation details. Is there a spec section 01 00 00 General

Requirements? The dollar amount for this requirement does not require us to provide a General

Requirements Spec, so it will not be used.

3) There are various references to a spec section not included with solicitation details. Is there a spec section 01 91 00 General

Commissioning Requirements?

This is an HVAC related project, so we furnished SPEC 23 08 00

Commissioning of HVAC systems was provided in the requirement package.

4) Please articulate the desired transition from existing system to the new proposed system while the building is occupied? It is the contractor’s responsibility to provide a plan, schedule, and complete the project. This is a sensitive building with areas that of this new equipment, and is there physical space (breaker space) within the system?

8) Will there be a new set of drawings released showing new controls and any changes to zoning prior to bid date?

9) Assuming any new cabling for communications, networking, and controls to be installed in plenum space on existing cable tray or J-hooks, and installed in conduit where exposed or in inaccessible spaces.

need to be scheduled with the end user to access.

5) Please provide direction on the extent of demo of the existing system. All existing components that need to be removed so the new components can be installed, shall be completely removed and disposed of at the contractor’s expense. This includes: enclosures, old communication and network cabling, TEC controllers, reheat valves, SA temperature sensors, room temperature sensors, damper actuators, or any other piece of equipment or component listed in the Scope of Work.

6) If newly proposed system needs to be installed prior to removal of the existing system is there electrical capacity to support the new system. If not, please provide direction on approach. The old system will have to be removed prior to the new system activation.

7) Existing VAV locations do not appear to be fan powered, scope of work indicates installing fan powered boxes at these locations.

Will the current electrical system support the additional load of this new equipment, and is there physical space (breaker space) within the system? The contractor shall perform a load test prior to installation and review all panels for breaker space.

8) Will there be a new set of drawings released showing new controls and any changes to zoning prior to bid date? As-builts are required and will be furnished by the awarded contractor upon completion of the project. We do not have a set of drawings showing new controls.

Network Diagram included in attachment

2) Existing BMS reports controls system conditions including, a)status of all supervisory and sub-net devices; b) physical and virtual points status including

(failed, in alarm, overridden, etc.): Controls As-Built Drawings provided in attachment

3) Total Points list of existing BMS controls: Device Matrix and

Network Diagram included in attachment

4) Identify work areas restricted by hard-lid/architectural features: Most of those areas are located throughout the second floor hallways at ceiling height.

(architectural features)
