About this file

This document is a Contractor Questions and Answers file for VA project 668-22-105, an Air Handling Unit (AHU) 9/15 upgrade. The file addresses 31 contractor inquiries regarding project execution, system requirements, and contract administration.

Key technical and operational requirements include: the existing fire alarm system is EST3, maintained by Fire Systems West; HVAC controls specifications are referenced in section 23 09 23-1.1.F; temporary air handling systems must be provided by the contractor during phased work; contractors must provide their own site office/trailer with utility connections available at the contractor's metered expense; designated contractor parking will be provided along with potential laydown space pending availability; the facility will remain occupied during construction with work hour restrictions detailed in drawings G-001 and 01 00 00; contractors are responsible for temporary heating and cooling during system cutover; and AISC certification is required for structural steel fabrication and erection. The contract duration is confirmed as 365 calendar days. Key staffing restrictions prohibit individuals from serving dual roles as SSHO, QCM, or Superintendent, and specifically prohibit the Superintendent from also serving as SSHO. The commissioning agent will be provided through a separate VA contract. Regarding financial terms, contractors are responsible for sales tax; no Economic Price Adjustment clause is included; bid validity period remains unchanged; and the bid guarantee is 10 percent of bid price or $200,000, whichever is less. The contractor must begin performance within 10 days of Notice of Award, and PPQs (Past Performance Questionnaires) are required and should be tailored to this specific project rather than reusing prior submissions. A site visit occurred on May 13, 2026, at 8:00 AM PST but is not mandatory.
