About this file

This is Amendment 0001 to Solicitation 36C26026Q0674, issued by the Network Contracting Office 20 at Vancouver, Washington, dated July 9, 2026, to answer industry questions regarding medical gas inspection, testing, and maintenance services for VA Seattle/American Lake.

The amendment clarifies that training under Line Item 0002 should be priced separately from the annual medical gas inspection, testing, and maintenance service in Line Item 0001. All preventive maintenance activities are to be performed annually, not semi-annually as inadvertently stated for one system. The contractor must schedule a site visit to document motors/compressors, part numbers, filter information, and count gas outlets and vacuum inlets; the point of contact is David Pape at 253-583-3824 Ext. 73824. This is not a new requirement; the previous order (36C26023D0040/36C26024N0251) was valued at $33,968.16. Offerors need not submit ASSE 6030 and ASSE 6040 certifications with their quotes, but possession of these certifications will be verified prior to award. Specific personnel do not require identification at proposal submission. The Contracting Officer's Representative will verify all applicable Washington State licenses and certifications. Subcontractors must meet all certification and qualification requirements, with documentation filed if issues arise. Past performance is evaluated equally with technical capabilities, both weighted equal to price. Any repairs beyond the scope of work require separate contracting actions and modifications; contractor quotes should account for minor deficiencies. Attached inspection reports and photographs document the currently installed medical vacuum systems, including a Chemetron DLV030-12QT unit in Building 200 with specified serial numbers. One copy of the amendment must be signed and returned to the issuing office prior to the offer deadline.

Questions that have come in for Solicitation 36C26026Q0674

1. On the Price/Cost Schedule (B.2), Item Number 0001 includes Annual testing, maintenance, and ASSE 6040 Training for 4 technicians on system maintenance.

Training is also listed separately under Item Number 0002.

- Do you want training included in 0001 or only as a separate entry under Item Number 0002?

This was inadvertently lumped together under Line Item Number 0001, Annual Medical Gas Inspection, Testing and Maintenance Service IAW the Statement of Work for VA Seattle/American Lake, but we would like the training priced out separately under Line Item Number 0002.

2. Please clarify - are all PM's to be done annually or will one or more be required semi-annually?

- Under section B.4 Statement of work, section 4. Specific Tasks, Deliverables - it states Semi-annual PM American Lake EMSE Vacuum System Model# CPD-V5-208.

However, the rest of the document refers to Annual PM's including the systems at American Lake.

This is a typo and should only be done annually not semi-annually.

3. For each medical vacuum & medical air system, can you please provide the number of motors/compressors for each system along with the makes, models and serial numbers for each motor/compressor?

- Photos of the metal name plates attached to each motor/compressor would be helpful.

Please provide a count of medical gas/air outlets & vacuum inlets by location. A copy of the most recent annual medical gas system inspection report would be helpful.

Attached is a copy of the last Med Gas inspection for Seattle and American Lake.

Please, schedule a site visit to take pictures of each component, and document part numbers, filter information, total number of gas outlets and vacuum inlets.

The onsite POC can be contacted directly at:

David Pape, 253-583-3824 Ext. 73824, david.pape@va.gov

4. Is this a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

This is not a new requirement. It was performed under orders through a Single Award Task Order Contract. The last order was 36C26023D0040 36C26024N0251 and was priced at $33,968.16.

5. Will offerors be required to submit copies of the required ASSE 6030 and ASSE 6040 certifications with their quotation?

You will not need to submit this with your quote, however, it is assumed that you have those and they will be checked prior to the contract being awarded.

mailto:david.pape@va.gov

6. Will the Government require offerors to identify the specific personnel who will perform the work and verify they possess the required certifications at the time of proposal submission?

No, the specific individuals do not need to be identified at the time of the submission.

7. Will the Government require documentation that the contractor has completed the required NFPA 99 Medical Gas Certifier training?

Documentation will be required but again, not at the time of the quote.

8. Will the Government verify that the successful contractor and any subcontractors possess all applicable Washington State licenses and certifications required to perform this work?

The Contracting Officer’s Representative (COR) is required to verify licenses and certifications.

9. Since the contractor is required to provide ASSE 6040 credentialed training to VA personnel, will the Government require documentation demonstrating the contractor is authorized to provide this credentialed training?

Training personnel will be required to be credentialed themselves in order to train government technicians in the event that any issues arise.

10. If an offeror intends to subcontract the medical gas inspection and certification work, must the subcontractor also meet all certification and qualification requirements identified in the Statement of Work?

Yes, documentation will be required to be filed with contract paperwork should any issues arise during or after the job is completed.

11. Given the critical life-safety nature of medical gas systems and the importance of ensuring compliance with NFPA 99 and Joint Commission standards, will the Government consider relevant past performance and demonstrated experience when determining whether an offeror is technically acceptable to perform this work?

Yes, past performance is reviewed and considered at length before selecting a contractor for the work.

As stated in Section E.2 52.212-2 EVALUATION—COMMERCIAL

PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical Capabilities

2. Past Performance

3. Price

Technical and past performance, when combined, are equal to price.

12. If deficiencies are identified during the annual inspection or preventive maintenance that can be corrected with minor repairs or component replacement, would the Government consider adding an "Above and Beyond" or repair CLIN? This would allow small deficiencies to be corrected quickly, up to a predetermined dollar threshold, without requiring separate contracting actions for each repair, improving system reliability and reducing administrative burden.

No, any repairs above and beyond the scope of work will need to be approved as modifications or extensions. The contractor’s quote should cover or give some leeway for minor deficiencies that come up.

13. Was the below Chemetron Vacuum system replaced? Please confirm model, serial and manufacture of BLDG 200 medical vacuum system.

Those are the correct serial numbers for the currently installed system. Pictures are attached to this amendment.

As stated in Section E.2 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
