About this file

This Request for Information (RFI) for Building 88 provides detailed clarifications and specifications for a VA medical facility renovation project at the Veterans Health Administration. The project involves multiple scope elements including installing a standalone nurse call/code blue system using Rauland brand components, installing a 2000-liter oxygen storage tank near room C107, implementing patient lifts with floor/wall struts in multiple rooms (including corridors), replacing handrails (approximately 132 total), and performing extensive wall modifications and painting across various rooms and corridors.

Key technical specifications include using a Rauland Responder 5000 nurse call system compatible with Building 81, installing recessed patient panels approximately 14x18 inches for oxygen and nurse call equipment, floor mounting patient lifts due to roof structure limitations, and shortening existing walls to 5 feet with a 9-foot ceiling. The project has a tentative award date of July 2025, requires a bid guarantee of 20% of the bid price (not exceeding $3 million), and involves phased work with no more than two patient rooms worked on simultaneously. The VA will provide patient lifts and a patient tub (Arjo Systems 2000) for contractor installation.

Request For Information for Building 88

Does the government require that the nurse call code blue system in building 88 connect to the existing nurse call system in any other buildings or is it to be a stand-alone, non-connected system, separate from the other buildings with nurse call code blue. No, it is a standalone system.

Does the government require that the nurse call code blue system in building 88 connect to the existing nurse call system in any other buildings or is it to be a stand-alone, non-connected system, separate from the other buildings with nurse call code blue? The reason for this question is the word standalone is used throughout the VA TIL 275223, in other RFQ documents and this site currently has multiple other brands of nurse call system in various buildings throughout the campus. It is a standalone system.

Because a J&a was not included in the RFQ documentation for the brand of nurse call code blue system and the facility has multiple brands of nurse call, will the government accept an "or equal" brand of nurse call code blue that meets 100% of the specs outlined in the RFQ? An “or equal” offer will provide a cost savings to the government. The J&A will be provided. Plan for installation of Rauland brand nurse call system and components.

Could you please provide the scale size of the drawings? Please use the supplied as-built drawings for scale.

Block 10 on the SF1442 indicates proposals are to be electronic. Please confirm these should be sent to toni.knight@va.gov. Yes, send them to Toni Knight. Also cc Sandra Snediker at sandra.snediker@va.gov

Key Note 2 on A-03 indicates installation of new patient panels with nurse calls. Please clarify what is meant by “patient panels”. The patient panel will house the oxygen DISS and nurse call/code blue equipment. The panel shall fit between the studs and be large enough for only the intended equipment. Install a recessed panel approximately 14x18 inches, with a removable front panel for maintenance purposes. For reference refer to Nvent Hoffmann CP354512. A panel such a this may require modification to install the intended equipment. Paint this panel to match the wall color. Building 88 panels will only require Oxygen and Nurse call/code blue equipment to be installed in them.

mailto:toni.knight@va.gov

Key Note 2 on A-03 indicates that Nurse Call user interface must match Building 81 and that components shall be compatible between Buildings 81 and 88. Please provide the make and model of the system in Building 81. Rauland Responder 5000.

Please confirm the document titled, “Nurse Call Manufacturer Specs” is reference information only, and not included in the scope of this project. Yes, these specs are for reference only.

Key Note 2 on A-03 directs us to install new oxygen storage tank and delivery system, with exact location to be determined.

a. Key Note 1 appears in numerous locations throughout the plan. Please confirm the quantity of oxygen tanks to be installed. One micro bulk tank is to be installed.

b. Please provide an assumed location the oxygen tank(s) will be installed for bidding purposes. The assumed location is next to room C107.

c. What size is the oxygen tank(s)? 2000 liters

d. Who currently services the oxygen tanks/systems on this campus? Airgas

Please confirm there is no fire sprinkler work on this project. There is no fire sprinkler work intended to be performed on this project.

Please confirm there is no HVAC work on this project. There is no HVAC work intended to be performed on this project.

Section 01 00 00 para 1.2-A states, “…perform work for the Patient Lift Installation project as required by drawings and specifications.”. Is this a patient lift installation project? Yes, patient lifts are being installed as part of this project.

Section 11 73 00 para 1.1 states that the roof structure of Building 88 will not support the load of ceiling mounted patient lifts. Key Note 4 on A-03 indicates installation of patient lifts infrastructure. Correct, the patient lifts must be installed using floor/wall struts and for the corridor lift requires blocking installed in the walls.

Please clarify what is meant by “Infrastructure” and clarify whether the entire patient lift system is included in the scope of this project. The floor/wall struts and the blocking installation for the corridor lift.

Drawing Sheet A-00 General Conditions Note 19 states that phasing shall consist of no more than two patient rooms at a time. Please confirm. Correct, only two patient rooms may be worked on at a time. However, this requirement does not include the other areas of the project, such as the wash/tub room or other work outside of patient rooms or work outside of the building. So patient room work may occur simultaneously with work outside of patient rooms.

Drawing Sheet A-00 General Conditions Note 10 states that hazardous materials may exist on this project. Please provide all available information pertaining to known or suspected hazardous materials that may be impacted by this project. This is a general note not referencing anything specific on the project and is intended to be used as a cautionary reference that hazardous materials are always a potential existence on a work site.

Drawing Sheet A-00 General Conditions Note 21 states that additional power needs shall be pulled from E103. Please clarify the location of E103.

Drawing Sheet A-00 General Conditions Note 21 states, “See As Builts for Existing Conditions”.

Please provide all available as-builts. As-built drawings are included in the solicitation for reference. Please check to see if you have access to these as-built drawings.

Drawing Sheet A-00 General Conditions Note 3 states that the Contractor shall obtain all permits required by local, state, and federal governing authorities. Please confirm the VA is the only Authority Having Jurisdiction on this project. No. The VA is responsible for meeting code, specifications, scopes of work, drawing details.

Could you please verify the percentage amount that is necessary for the specification of the bid bond for the project RFP# 36C26025R0039? The RFP appears to be missing that information as evidenced by this screen capture.

The bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. Per FAR 28.101-2 (b)

We are finding discrepancies for the new patient lift infrastructure scope. Refer to Sheet No: A- 03 Keyed Notes #4.

Part A: D101 and C1-4 are not shown on the drawing for needing to install new patient lifts infrastructure. Please advise if these rooms need New Patient Lifts Infrastructure. C1-4 is a corridor, so we expect that to be mislabeled on the drawings. D101 requires a new patient lift because it will be a tub room. The corridor C1-4 requires a patient lift to be installed for physical therapy purposes. The corridor will need blocking installed in the wall to properly mount the lift.

The patient lifts that will be provided to the contractor by the government will include details for installation.

Part B: The drawing on A-03 shows Keyed Notes #4 on the following rooms A-116, B-105, B- 108, and B-106, however they are not listed under the Keyed Notes section #4. A116, B105, B106, B108 al have patient lifts installed in them, although these rooms will require updated motors to be installed to match the lifts intended to be installed as part of this project.

Part C: Can we get an updated list and drawing showing the exact rooms that we need to “Install new patient lifts infrastructure”. Yes, this drawing will be provided to accommodate this request.

Discrepancy in Section 11 73 00 Ceiling Mounted Patient Lift System. Refer to snippets below.

Part 1.1 states the roof structure can’t support the load of ceiling mounted patient lifts and part 3 tells us to install ceiling mounted patient lift system per manufacturer’s instruction. Please advise if the VA wants a ceiling mounted patient lift or a floor mounted patient lift. The patient lifts need to be floor mounted. The corridor patient lift needs to be installed with blocking installed into the walls of the corridor.

Section 01 00 00 General Requirements 1.2 General Intention A. states that the contractor is to provide labor and materials, but the SOW states VA provided, and contractor installed. Please advise who will be supplying the lifts. The patient lifts will be provided by the VA for this project.

If the VA is providing the lifts, can they provide the cutsheets for the patient lifts, so we know exactly which lift system we are installing. Yes, cut sheets and installation requirements will be provided.

Can the VA provide cutsheets for the Patient Tub they will be providing as it states VA provided, and contractor installed in Room D101. Yes, cut sheet for the tub will be provided when available. The tub intended to be installed is the Arjo Systems 2000.

Refer to Sheet No: A-03 Keyed Notes #6. The contractor is being asked to repair and paint many of the walls inside Building 88.

Part A: Does this mean the VA wants us to repair existing walls mentioned that have previous dents and dings? Yes, repair walls to level 4 finish.

Part B: Does the VA want us to just paint the walls or is the VA expecting us to paint door frames, window frames, metal doors, etc. as well? If we are expected to paint frames and doors throughout the areas mentioned, how does the VA want us to handle door frames where we are asked to paint the corridor side of the frame but not a room listed on Keyed Notes #6. Please advise. Yes include painting of doors, window frames etc. Where the area being painted meets an area not being painted paint to the point where the door meets the door jamb as you are looking from the side that you are painting.

Who will be removing everything from the rooms? Will this be the responsibility of the contractor or the VA? The contractor will be responsible for removing and replacing items in the room. An addendum to the scope shall be sent out for the following. Include as part of your bid a 40 foot shipping container to be used as storage for the duration of the contract. This container shall be used to store VA owned property only. Prior to moving items notice shall be given to the Government and coordinated with an authorized Government employee responsible for VA owned property. A lay down area will be provided near the Building 88 parking lot.

Who will be removing and reinstalling signage, décor, etc. from the walls to complete the entire painting scope of work? The contractor is responsible for removing and reinstalling these items.

Refer to Sheet No: A-00 General Conditions #19 states we are only able to complete 2 patient rooms at a time. Correct, only two patient rooms may be worked on at a time. However, this requirement does not include the other areas of the project, such as the wash/tub room or other work outside of patient rooms or work outside of the building. So patient room work may occur simultaneously with work outside of patient rooms.

Part A: Is there going to be downtime between each set of 2 rooms for moving out furniture, signage, beds, etc., or will we be able to roll right into the next set of 2 rooms? If there will be some down time, can the VA let us know how long it is going to take to move the equipment from the next set of rooms. In an effort to minimize change over time between room remodels the VA is requesting the contractor to be responsible for moving items in and out of the rooms as well as provide a location for storage. With this effort the intention is to reduce change over time to only moving a patient and personal belongings. With prior notice, good communication and work ethic by the contractor I am estimating changeover to be approximately 24-48 hours, not including weekends. Accommodations may be made for weekend moves, but will require additional notice and communication.

Part B: We are planning to certify the oxygen all at once at the end of the project. Is this how the VA expects it to go? Otherwise, there will be a ton of costs with recertifying and a lot of downtime as we must continue adding oxygen to future rooms. Please advise if we can certify it all at once. Correct, the VA expects the oxygen system to be certified all at once at the end of the project.

Refer to Sheet No: A-02 Keyed Notes #7. The new normal-sized toilets will require a new carrier, requiring us to open the walls in D104A and A109A. Does the VA expect us to match existing paneling in those two rooms? What happens if that material is discontinued? Refer to the picture below showing the paneling we are referring to. The VA expects the material to match as closely as possible if the same material is not available. Comparable samples shall be provided to the VA for comparison.

Throughout the drawings and specs, it calls for patient head walls panels, however Sheet No: A- 03 calls for user interface to match Building 81. Can the VA provide what they need from us on the patient walls? Or at least provide the exact match existing layout and configuration from Building 81. Another discrepancy is the SOW states for the contractor to produce shop drawings for patient headwall panels. We just need to know what the VA wants, so we can accurately bid on this portion of the project. The current drawings and specs don’t provide enough information to bid off of. Please provide make and model of outlet station or existing headwall units.

Refer to Sheet N0: A-02 Keyed Notes #2. In order to install smooth threshold transitions in all the areas shown on the drawings it may require a lot of floating floors to bring up the height to match the bathroom tiles. Does the VA have the existing flooring submittal for this building to see if we can match? If it is discontinued, we may have to use an alternate product. The below picture is a drawing reflecting the as built condition of the bathroom transitions as found in the as built drawings on page (AS109). This shows that the marble transition is on a bed of mortar. For bidding purposes please intend to remove the marble transition piece and install tile in its place.

The bathroom tile is approximately level with the existing bedroom floor, such that floating floors should be unnecessary.

Refer to Sheet No: A-02 Keyed Notes #6. Can the VA provide the total amount of suicide handrails that will need replaced with the standard ADA handrails? The keyed note 6 only points to one wall in each bathroom on the actual drawings, however, there appears to be many handrails in each bathroom. In addition, the SOW states that the handrails need replaced in the showers as well. Please advise on the quantity and size. Yes, the approximate quantity is 132 handrails.

Can the VA provide the size of the oxygen storage tank required for this building. 2000 liters

Refer to Sheet No: A-00 General Conditions #22 where it states, “see as-builts for existing conditions”. We are unable to find any as-builts for this project under the bid documents provided on Sam.gov

What percentage for the bid bond? It’s blank. See screenshot from page 17 of 87

The bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. Per FAR 28.101-2 (b)

On page 39 of 87, it says: 7/21/26. Should this be 2025 and not 2026?

Tentative award date and year is July 2025

Which box should be checked on page 73 of 87?

General Construction

On this project we are supposed:

• demo existing walls and shorten to 5’ existing ceiling is approximately 9 feet. make necessary repairs to finish.

• demo walls to create an open area the open area above the shortened wall is intended for the pass through of the patient lift

• paint all walls and corridors listed yes, A109, A116, B102, B103, B107, C102, C103, C105, C106, C107, C108, D101, D103, D104, D109, C1-1, C1-2, C1-3, C1-3A, C1-4A, C1-6, C1-7.

• How do you expect us to bid this without scaled drawings, existing wall details, interior elevation drawings or a reflected ceiling plan that shows wall heights? As-built drawings are included in the solicitation for reference. Please check to see if you have access to these as-built drawings.

Each drawing sheet indicates “Not to Scale”. Without scaled drawings we have no way to accurately quantify the work. Please provide scaled drawings, or quantities for each scope item to be used for bidding purposes. As-built drawings are included in the solicitation for reference.
