About this file
This document is an Asbestos-Containing Materials (ACM) Dust Sampling Report for the Mann-Grandstaff VA Medical Center in Spokane, Washington.
The report summarizes the results of limited asbestos dust sampling conducted within the ceiling-mounted steel exhaust ducting system in Basement Room C002 of Building 1. The sampling was performed in response to dust accumulations observed during renovation activities in the area. One bulk dust sample was collected and analyzed using polarized light microscopy, which found the dust material to be free of asbestos content. The report concludes the dust can be disposed of as general construction waste without any specialized asbestos handling. However, the report notes that any other suspect materials uncovered during the renovation must be assumed to contain asbestos until further sampling and analysis proves otherwise. Proper asbestos handling procedures must be followed for any regulated asbestos-containing materials.

Project Number: 20-058.4
REFERENCE: Analysis Results of Limited Bulk Dusts Testing for Asbestos Minerals Content, associated with the Ceiling Mounted Exhaust Ducting System within Basement Room C002 of Building 1 Located on the Mann-Grandstaff Veteran Affairs Medical Center in Spokane, Washington.
Dear Ms. West, Mountain Consulting Services is pleased to provide this report summarizing the results for the Limited Asbestos, Dusts Bulk Sampling collected from within the Ceiling Mounted Exhaust Ducting System within Basement Room C002 of Building 1 on the Mann-Grandstaff VA Medical Center in Spokane, Washington.
Mr. Samuel W. Bailey Jr., EPA-accredited AHERA Building Inspector, Certification BIR20190927-03, expiration 9-27-2020, conducted the limited nuisance-dusts bulk sampling for this testing callout on August 25th of 2020.
PROJECT BACKGROND
Mountain Consulting understands that the Building 1, Basement Room C002 area is currently undergoing select renovation activities. During dismantling of the localized ceiling mounted steel exhaust ducting system (approximately 2’ wide by 8” tall by 10’ feet in length), interior dust accumulations were noticed and brought to the attention of the VAMC Environmental Department.
Mountain Consulting was contracted to conduct nuisance-dust sampling from within the Exhaust Ducting System for potential asbestos content analysis.
BULK ASBESTOS DUSTS SAMPLING
Mountain Consulting collected One (1) individual “credit card scrape type” bulk dust sample from within the Exhaust Duct System. The collected sample consisted of all the dusts material that could be scrapped from an area of approximately 2 square feet of interior ducting
Mann-Grandstaff VAMC, Bldg. 1 Page 2 Rm C002, ACM Dusts Report September 3, 2020
NOTE - Dusts testing for asbestos content is not an official AHERA survey action but is considered a testing protocol to determine the extent of asbestos fiber migration/contamination from recent or past impacting of unknown asbestos material.
The collected dust sample was hand submitted for analysis to Mountain Laboratories of Spokane Valley, Washington using chain of custody procedures. Mountain Labs participates in the national voluntary laboratory accreditation program (NAVLAP) and is an accredited asbestos testing laboratory, NAVLAP No. 101890-0. The sample was analyzed to determine asbestos mineral type with presence or non-presence findings (but not actual percentage of content, since dusts are not homogenous material) using polarized light microscopy with dispersion staining (PLM/DS) in accordance with the following methods:
EPA EPA 620/R-93/116, “Method for the Determination of Asbestos in Bulk Building Materials” (July 1993).
EPA “Interim Method for the Determination of Asbestos in Bulk Insulation Samples” (40 CFR Part 763, Subpart F, Appendix A; May 27, 1982).
ASTM Draft “Standard Method of Testing for Asbestos Containing Materials by Polarized Light Microscopy” (ASTM Committee D22.05; January 14, 1988).
SAMPLE RESULTS
The results of the Limited “Credit Card Scrape” Dust Sampling collected for this project callout is detailed as follows:
• Bulk Sample 20-058.4-01 Collected from within the Ceiling Mounted Steel Exhaust Ducting System within Basement Room C002 was found to be Non-Detect for Asbestos Content.
CONCLUSIONS
ACM-Free Materials: The tested dusts-accumulation material within the targeted exhaust ducting system located within Basement Room C002 of Building 1 on the Mann-Grandstaff VA Medical Center Campus in Spokane, Washington was found to be free of asbestos mineral content. This bulk dust material may be impacted without any specialized personnel training and disposed of in a landfill that accepts general construction waste.
Any suspect building materials not identified with this report or with the renovation projects good-faith asbestos survey report, uncovered by renovation, must be assumed to contain asbestos until sampling and analysis proves otherwise. Regulated Asbestos Containing Materials (RACM) must be handled in accordance with OSHA, NESHAP, and local Regulations.
The Spokane Regional Clean Air Agency, the local building department and the local fire department should be contacted regarding any possible renovation permitting requirements.
