Questions and Answers

1. Voltage Level Can you confirm the voltage level for line item #0001, #0002, #0003, #0005, and #0006 in the pricing table?

Answer:

#0001 13,200V #0002 277/480V #0003 13,200V Line side to 277/480V load side #0005 13,200V to 277/480V #0006 13,200V to 277/480V X2 13,200V to 120/208V

2. Period of Performance Please confirm the required period of performance.

Answer:

The quoter should detail the anticipated timeline to perform the required services in their submission.

3. Applicable Testing Standards Please confirm whether all testing and services are to be performed in accordance with ANSI/NETA MTS and VHA Directive 1028.

Answer:

Yes ANSI/NETA MTS and VHA Directive 1028 are the minimum standard we are requesting.

4. Utility Coordination Please clarify whether utility coordination (including any required utility personnel or outage scheduling) is to be included in our scope, or if it will be handled by the facility/owner.

Answer:

Contractor is responsible for the coordination of utility outage

5. Thermographic Scanning Please confirm whether infrared (IR) thermographic scanning is required as part of this solicitation.

Answer:

All the electrical vaults and the 2 utility connections are required to be IR scanned

6. ATS/MTS Testing Requirement (SOW pg. 2/11) Please clarify whether the required LOAD TEST of the transfer switch (ATS/MTS) is intended to be: A real load transfer test using facility load, or a load bank test requiring supplemental equipment.

Answer:

A real load transfer test using facility load.

7. Low Voltage Circuit Breaker Testing (SOW pg. 4/11) Per VHA Directive 1028, low-voltage circuit breakers rated 225A and above typically require primary current injection testing. Please confirm whether primary current injection testing is required, or secondary injection testing is acceptable for this project scope.

Answer:

Primary current injection testing is required on All 480V breakers.

8. Previous Bid Information Could you please provide the name, year, awarded value, and awarded contractor for the most recent bid performed at this site? Additionally, please confirm whether the scope of work for that contract is identical to the scope for the current 2026 bid.

Answer:

Prior contract #36C25920P1001. Requested information can be found on SAM.gov. The scope of this requirement is similar in nature.

9. Protective Relay Calibration Study (PRCS) Can DVA confirm whether the Protective Relay Calibration Study (PRCS) refers to a coordination study?

Answer:

Do not need a Protective Relay Calibration Study. We need a review of calibration study’s recommended relay settings and current relay settings and have them changed if different, with approval.

10. Line Item 0010 – Metering and Instrumentation:

The line item lists a total of 107 devices comprising meters, current transformers (CTs), and potential transformers (PTs); please specify the quantity of each device type.

Answer:

PT10 in PSG/ATO, 31 Substations

11. Electrical Vault:

In the Statement of Work, section 3.5.1 - Inspection of electrical vaults requires the inspection of electrical vaults. Please specify the quantity.

Answer:

40 different vaults.

12. Protective Relay Calibration Study Can the VA confirm what do you mean by Protective Relay Calibration Study? Do you refer to Arc Flash Study and Coordination study or else? If so, do they have a previous SKM model available or a PDF of the actual report?

Answer:

Do not need a Protective Relay Calibration Study. We want a review of our current relay setting compared to our last Protective Relay Calibration recommended settings. If there is a difference change them to the last Protective Relay Calibration recommended settings with VA approval.

13. BOM clarification In case the provided equipment quantity in pricing table do not match the SLD and 480V Cut off document. What should the contractor prioritize?

Answer:

The contractor should prioritize the provided equipment quantity pricing table.

14. Relay quantity Can the VA provide a list of the relay types and quantities that are required to be tested?
