About this file
This is a Questions and Answers document providing clarifications on the scope and testing requirements for a Triennial Electrical Testing solicitation at the Rocky Mountain Regional VA Medical Center. The document addresses ambiguities regarding Line Item 0010 (Metering and Instrumentation), confirming that the stated quantity of 107 devices represents the combined total of complete CT/PT sets and metering locations to be inspected and tested. Specifically, this includes 98 meters (31 in substations and 67 in Automatic Transfer Switches), 41 three-phase PT sets (10 in Power Supply Groups/Automatic Transfer Operations and 31 in substations), and 98 three-phase CT sets (67 from ATSs and 31 from substations). The document also clarifies that full NETA testing is not required for this solicitation; however, primary current injection testing is mandatory.
The solicitation, issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19, is a small business set-aside (100% set-aside) Request for Quote for commercial services under NAICS code 541350 (Building Inspection Services) with a $11.5 million business size standard. The original question deadline was July 13, 2026, with quote submissions due by email no later than 10:00 AM MT on July 22, 2026. Following this Questions and Answers amendment, the quote deadline was extended to July 28, 2026 at 10:00 AM MT. The government anticipates awarding a firm-fixed price contract resulting from this solicitation and reserves the right to make award solely on initial quotes received.

Question 10 regarding Line Item 0010 - Metering and Instrumentation.
Based on the quantities provided, we understand the scope to include:
· Meters: 31 in substations and 67 in ATSs, for a total of 98
· PTs: 10 in PSG/ATO and 31 in substations, for a total of 41
· CTs: 67 sets from ATSs and 31 sets from substations, for a total of 98 sets However, these quantities do not appear to correspond with the line-item quantity of 107 devices. To ensure that we accurately understand and price the scope, please clarify the following:
1. Does the quantity of 107 represent individual physical devices, complete CT/PT sets, metering locations, or another unit of measure?
Answer: complete CT/PT sets and metering locations
1. Does each CT “set” represent one complete three-phase set consisting of three individual CTs at one metering location?
Answer: Yes
1. Are the 41 PTs individual transformers, three-phase PT sets, or PT installation locations?
Answer: Three-phase PT sets
1. Please confirm the total number of meters, CT sets, and PTs to be inspected and tested under Line Item 0010 and explain how these quantities reconcile with the stated total of 107.
