About this file

This document is a Questions and Answers (Q&A) document for Amendment 36C25925R0114 0003, which appears to be related to a renovation project for Room 210 in a healthcare facility. The Q&A addresses multiple technical details about the project, including staging areas, tile replacement, epoxy flooring and wall system specifications, work scheduling, and infection control requirements.

Key details include the staging area being limited to corridor 154-2M, with damaged wall tiles to be replaced before work begins. The contractor will be responsible for replacing only necessary tiles, and the walls and floor will be retiled to match the surrounding area. The project involves applying an epoxy coating system, with specific requirements detailed in sections 09 96 59 (walls) and 09 67 23.20 (flooring). The area (Room 210 and corridor 154-2N) will be fully vacated during the project, with facilities staff potentially needing roof access. The contractor will provide temporary ventilation during epoxy application, and HVAC shutdowns will be provided as needed. Past performance documentation may be required if Contractor Performance Assessment Reporting System (CPARS) records are not available.

Questions and Answers for Amendment 36C25925R0114 0003

1. Will there be a staging area designated for this project?

a. The Staging area will be limited to 154-2M. Please see the ICRA layout that was posted as an attachment with the Solicitation 36C25925R0114.

2. Do we need to replace damaged wall tiles before we do the work on the walls? If so, does the tile color matter?

a. Damaged tiles shall be replaced prior to the process outlined in the scope of work to achieve a smooth monolithic surface. Color of the replacement tiles will not matter as they will not be visible at the completion of this project.

3. Please confirm the exact dimensions, square footage, and current substrate conditions of Room 210, including any known damage, uneven surfaces, moisture issues, or areas requiring substrate repair prior to applying the epoxy system.

a. Please see page 7 of the Solicitation 36C25925R0114 the scope of work for dimensions of the room and square footage. The current substrate is not anticipated to be affected as the mass removal of tiles is not anticipated.

4. “The specifications reference epoxy coatings but do not clearly identify the required manufacturer, system thickness (mil build), or whether a broadcast/non-slip aggregate is required. Please confirm the exact epoxy flooring and wall system specification, including coating type, number of coats, and final finish.”

a. Please refer to the requirements described in 09 96 59 for the walls. Please refer to the requirements described in 09 67 23.20 for flooring. Please also see the Solicitation 36C25925R0114 for previously approved products used in surrounding rooms.

5. Please confirm whether work must be performed during normal business hours or after-hours/weekends, and whether the area will be fully vacated or if any infection control/phasing requirements apply during the renovation?

a. Please refer to the Solicitation. Page 8 of the Solicitation 36C25925R0114 references the Infection Control requirement. Please also see the solicitation for the drafted Infection Control Risk Assessment for this project. Room 210, corridor 154-2M, will be fully vacated for the duration of this project. Corridor 154-2N will be vacated, however facilities staff may need access to the roof through that space.

6. Can you provide us with some photographs of the current conditions of Room 210?

a. Please see below for pictures.

7. Please clarify whether the contractor is responsible for removing existing flooring, wall finishes, base, adhesives, and any substrate leveling/patching, or if any removal will be performed by the VA prior to NTP?

a. The contractor shall replace only the tiles that are damaged or necessary to be replaced due to removal of the electrostatic discharge grounding device.

The walls and floor shall be tiled to match surrounding area after removal.

The removal will not be performed by the VA prior to NTP of this project.

8. Please confirm whether the VA will provide HVAC shutdown and temporary ventilation during epoxy application and curing, and whether any special low-odor or hospital-grade curing requirements apply?

a. HVAC shutdown will be provided as needed. Supply and return diffusers will be required to be sealed as outlined in the infection control risk assessment.

Temporary ventilation shall be provided by the awarded contractor.

Requirements are described in the drafted Infection Control Risk assessment posted to the solicitation.

9. The documents contain a past performance questionnaire format; however, it is not mentioned in the terms of the proposal. Are they required? If so, how many are required?

a. IF THE OFFEROR CANNOT PROVIDE A CPARS FOR PROJECTS LISTED IN FACTOR 1, then the offeror shall submit Past Performance Questionnaires (PPQ). You will be able to find it under Factor 1 - Past Performance on Page 12 of the Solicitation 36C25925R0114.
