CONTRACTOR Q&As

VAMC Muskogee Replace Exterior Utility Lines Project 623-24-101

Question No.1: Are there any geotechnical borings for this project, or any historical data that the government can provide to help determine underground conditions, specifically potential rock formations?

Answer No. 1: Yes, See Attachment 8 Geotechnical Subsurface Investigation.

Question No. 2: Did the Government estimate contemplate or include any rock excavation or removal?

Answer No. 2: No

Question No. 3: If rock is encountered, what would be the acceptable method of removal given the close proximity to the hospital? Will blasting be allowed?

Answer No. 3: Blasting will not be allowed. Sawing, hammering will be allowed as long as dust is controlled.

Question No. 4: If blasting is not allowed, will hammering and drilling be the acceptable method?

Answer No. 4: See response to question 3.

Question No. 5: Existing utility and structural conflicts: Are there any additional existing utility or structural as-built plans available that the government can provide?

Answer No. 5: Yes, see Attachment 8 Geotechnical Subsurface Investigation

Question No. 6: With the inevitable utility and structural conflicts, in line and grade, would the contractor be allowed to change the alignment of the proposed lines as-needed and submit final as-builts based on those adjustments?

Answer No. 6: Within reason and if the engineer on file approves, this would be seen as unforeseen conditions and will be answered as necessary.

Question No 7: As it relates to the existing retaining walls and the need to install steel casing underneath, are there any as built or structural drawings that the government can provide to help the contractor to determine depths and thickness of existing footers?

Answer No. 7: Provided, see Attachment 8 Geotechnical Subsurface Investigation

Question No. 8: For the connections at approximately 15+10, 15+25, and 16+10 shown on pages CU009 and CU010, will the government provide a profile detail and restraint details for these connections? The contractor is concerned about the pipe routing and restraint requirements. For instance, at 15+10 there is roughly 20’ of space from the existing retaining wall to the hydrant connection. The steel casing detail states that the casing must extend 7.5’ minimum past the retaining wall – leaving only 13 LF to come from a depth of +/- 30’ to the depth of the hydrant connection at +/- 6’.

Answer No. 8: In this unique scenario, an alternative could be at 15+10 to use a combination of a hydrant riser with 90° vertical bends to ensure the vertical distance is met. At 16+10, use 90° bends. The restraint table indications for 90° bends will need to be used.

Question No. 9: On sheet CU011 near the existing meter station, there is an indication that another steel casing should be installed on the new proposed 8” DIP waterline, heading North-West away from the meter station. There is a second retaining wall roughly 8’ to the South of the retaining wall we are being directed to install a casing under, with only 3’ of space available from the proposed 45 Bend to the North retaining wall. There does not appear to be enough space to install a steel casing as shown in detail 7 of CU018, especially without being given retaining wall and footer depths. How should the contractor price this work?

Answer No. 9: As an alternative, contractor may provide a minimum of 36" of clearance under these shallow walls. This alternative does not apply to the larger retaining walls on the west.

Question No. 10: Is there a required steel casing size for use on this project? The detail provided on Sheet CU018, Detail 8, does not indicate spacing between carrier pipe and the casing.

Answer No. 10: After coordination with the manufacturer, they no longer supply this product. See updated plans on Att 5 12424 Details-REV12.18.2025, which indicate casing size and skid height based on carrier size.

Question No. 11: On sheet CU011 There are notes pointing to “Bid Alternative #1 Replace Meter Station”. There is only one bid item for this solicitation. Please confirm whether this work should be priced as part of this solicitation.

Answer No. 11: Please include the Replace Meter Station in the base line item pricing. No alternate pricing is called for in this solicitation.

Question No. 12: The Solicitation mentions possible abatement. Is there any record of potential asbestos or other contaminants that the government can provide?

Answer No. 12: We are not aware of known areas that require abatement. However, if encountered the awardee will need to include plan for safe containment in the safety plan. Any potential hazardous materials will need to be tested and then a modification for required containment, remediation or abatement will be issued.

Question No. 13: There is no ductile iron pipe thickness class called out in the specifications. Please indicate which class of DIP is required.

Answer No. 13: See specs: 22 11 00 - 7

Question No.14: Are there any details for proposed thrust blocking required on the newly installed lines, including size and concrete PSI?

Answer No. 14: Thrust blocks are not permitted unless COR approves. The VA has migrated to pipe restraints. Refer to detail 13 on CU019 on Att 5 12424 Details-REV12.18.2025 provided.

Question No. 15: The Improved Areas or Lawns detail on CU018 shows a 6” thick topsoil requirement to the side but also seems to indicate a 12” typical thickness on the same detail. Please confirm which is correct.

Answer No. 15: See updated detail with distance corrected. The answer is 6". The 12" distance refers to the depth of the identification tape on Att 5 12424 Details-REV12.18.2025.

Question No. 16: Please provide a seeding specification for restoration in greenspace areas.

Answer No. 16: Match existing or submit local seed mix for COR approval

Question No. 17: Will the government provide the required pressure testing and bacteria testing parameters for both the domestic and firewater lines?

Answer No. 17: Please see Attachment 8 Geotechnical Subsurface Investigation, specs, section 22 11 00 page 12.

Question No. 18: Is the contractor responsible to perform 3rd party ground penetrating radar utility location services?

Answer No. 18: Yes and maintain the markings.

Question No. 19: For the 4” and 6” Fire service lines crossing Honor Heights Drive, is the intent for these lines to be open-cut or directionally drilled?

Answer No. 19: We had planned on open cut but a city ROW permit may require otherwise. Coordinate with City to ensure their requirements are met within city ROW. Contractor is responsible for all permits. This will be determined by the contractor.

Question No. 20: For sheets CU105 and CU021, on Sheet CU021 it is indicated that the existing valve vault at the water tower is 26’ deep. The profile view on CU105 indicates that the “tank” is 8’ deep from existing topography. Which is correct?

Answer No. 20: See updated Att 5 12424 Details-REV12.18.2025. The vault is roughly 6' deep. Contractor to verify. The 26' dimension has been removed as the "2" was never removed.

Question No. 21: On Sheet CU105, for the profile of the new 16” connection at the water tower, the profile shows us connecting to the outside of the “tank”. Please clarify that we are connecting to an existing 10” pipe with a 16” x 10” reducer, and no work is to be done within the holding tank.

Answer No. 21: Confirmed no work is done with the tank itself. Exact demarcation (limit of work) is shown on the connection to tank detail on CU015 with solid lines for all new work and existing is dashed to remain.

Question No. 22: Has the internal government estimate been updated recently, or does the government have additional funds for this project? Preliminarily, we do not see any way that this project can be built for under $6,000,000.

Answer No. 22: Contractors are encouraged to propose best price. Pricing will be evaluated after the solicitation closes according to the instructions to offerors. At this time our construction magnitude remains unchanged.

Question No. 23: Would the government consider abandoning the existing waterline pipe with flow fill instead of removing the pipe completely? This would allow for the entire system to be kept active while installing the new pipe but would also lower demo and restoration costs of removing that pipe.

Answer No. 23: VA standards require that abandoned utilities be removed; however, the COR may allow an exception if an acceptable justification is provided. If this is accepted, the contractor would be responsible for completely removing the defunct existing pipeline facilities where conflicts arise.

Question No. 24: On CI101 – Suggested Phasing – Line 1.3 The contractor is instructed to verify that the pumps can operate as a pressure sustaining system and be throttled up or down as necessary. What are the desired pressures that the contractor should adhere to?

Answer No. 24: Maintain operating pressures on the campus. Contractor to use existing pressure reading locations to ensure continuity. Refer to Att 5 12424 Details-REV12.18.2025.

Question No. 25: Can the VA provide an asbestos report for this project and the existing waterlines?

Answer No. 25: No asbestos report is available according to our records. Reference response to question 12.

Question No. 26: Should we assume all abandoned pipes contain asbestos?

Answer No. 26: No, asbestos is not expected in the abandoned pipes; however, its presence cannot be completely ruled out. Appropriate precautions should be taken if handling or disturbing the pipes. Reference response to question 12.

Question No. 27: Will space be available on campus for a job trailer and material storage?

Answer No. 27: No, there will not be available space.

Question No. 28: May the Superintendent also serve as the Quality Control Manager (QCM)?

Answer No. 28: As long as the Super meets the QCM requirements as well.

Question No. 29: May the Superintendent serve simultaneously as the SSHO and the QCM?

Answer No. 29: As long as the Super meets the QCM and SSHO requirements as well.

Question No. 30: Is this project tax-exempt?

Answer No. 30: Federal agencies are tax exempt; however, Oklahoma does not allow the transfer of the exempt status to contractors at this time.

Question No. 31: Is this project currently funded?

Answer No. 31: Yes, the project is funded.

Question No. 32: How long may the fire line remain out of service before a fire watch is required?

Answer No. 32: An ILSM is required for the line to be out service, 8 hours is its limit.

Question No. 33: If the fire line outage affects multiple floors, is more than one person required for fire watch duties?

Answer No. 33: Yes.

Question No. 34: Can the VA provide fire watch personnel, or is this the responsibility of the general contractor?

Answer No. 34: No, this will be the responsibility of the contractor.

Question No. 35: Can the VA provide more detail on the one-year maintenance and inspection requirements? How frequently are inspections required, and what specific items must be inspected each time?

Answer No. 35: Please see Att 10 DIVISION 01 – GENERAL REQUIREMENTS.

Question No. 36: Will any areas of the project require confined space permits?

Answer No. 36: There is one known area that will require a confined space permit.

Question No. 37: Can the VA provide ICRA requirements for the rooms we must access to complete water tie-ins?

Answer No. 37: Provided. Refer to Att 9 EOVAHCS ICRA Utility Line replacement.

Question No. 38: How long should we anticipate the badging process to take, and what documentation is required?

Answer No. 38: Supervisors have been taking about 3 months; workers have been taking about 1.5 months once all paperwork was filled out and submitted. That is assuming that the workers have submitted everything needed the first time. We have only been able to find success on fingerprints when taken at a VA. These times were before the shutdown; I have yet to send someone though after it.

Question No. 39: Will any fire alarm system work be required when tying into the fire lines?

Answer No. 39: No, not currently envisioned.

Answer No. 45: Within reason and if the engineer on file approves.

Question No. 46: Regarding the existing retaining walls and the need to install steel casing beneath them, can the Government provide as built or structural drawings to determine footer depths and thickness?

Answer No. 46: No as built or structural drawings of the retaining walls are available according to our knowledge.

Question No. 47: For the connections at approximately stations 15+10, 15+25, and 16+10 (Sheets CU009 and CU010), will the Government provide a profile and restraint details? The contractor is concerned about line routing and restraint requirements—for example, at 15+10 there is roughly 20 feet between the retaining wall and the hydrant, but the casing must extend 7.5 feet beyond the wall, leaving only 13 feet to transition from approximately 30 feet deep to about 6 feet at the hydrant.

Answer No. 47: See response to question 8.

Question No. 48: Is there a specified steel casing size for this project? Detail 8 on Sheet CU018 does not indicate required spacing between the carrier pipe and the casing.

Answer No. 48: See Attachment 8 Geotechnical Subsurface Investigation. See specs: 22 11 00 – 7.
