About this file
This document contains contractor questions and answers related to a federal contract opportunity for the Montana VA Health Care System to replace flooring in the surgical suite. The key details are:
The contractor is requesting approval for an alternate flooring product that has superior antimicrobial properties but exceeds the allowable VOC limit specified in the original solicitation. The agency has denied the request, citing the need to maintain strict VOC limits in an active healthcare environment. The agency also notes the proposed product does not meet the required ASTM bond strength standard.
The underlying federal contract opportunity is for a project to remove and replace approximately 4,000 square feet of deteriorated vinyl sheet flooring in the surgical suite with a new VA-approved high build glazed epoxy flooring system and integrated resinous wall base. The work is being procured by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 19.

CONTRACTOR Q&As #2
Demo Buildings 6,7,8,9,10, and Build Requirement Project: 623-21-101
Question No. 76: A request for approval to an alternate product (vs what was posed in amendment 2, attachment 7). Please review the attachments and let me know if this product is approved as “or equal”. The submitted product is nearly identical in price and has superior antimicrobial properties.
Answer No. 76: No - C-300 – The allowable VOC limit set in 096723.20 1.6.A.2.c is 25 g/L. The VOC in the proposed product is 94 g/L. The value provided is almost 4x what is allowed. In an active healthcare environment, there is too much risk of vapors etc., creating an issue.
The bond strength listed in the specs is to meet ASTM D7234, 100% bond to concrete failure. The proposed product meets ACI 403, in which the concrete fails before the bond.
