Pre-Proposal Meeting
FOR
666-25-105, B7 N&F Floor Structural Upgrades
The Department of Veteran’s Affairs has a requirement to provide all required supervision, labor, equipment, and materials to remove existing walls, flooring, subflooring, and other necessary building elements to access the structural joist system underneath the floor. The floor will then be repaired according to the project design drawings and specifications. The work will also include replacing walls, doors, subfloor, flooring, finishes, and other building elements that had to be removed to access the floor support structure. Finishes will be restored from wall to wall of the areas disturbed and does include the basement underneath which is an employee break room with breakroom cabinets and sink.
All work must be done in compliance with applicable OSHA, EPA and federal/state environmental regulations and policies. Contractor is responsible for proper handling and disposal of debris, waste and excess fuel generated during completion of this work.
Location: Sheridan VA Medical Center, 1898 Fort Road, Sheridan, WY
Introductions: Ilze Karklins-Powers, Contracting Officer (CO); Christopher Wentworth, Contract Specialist (CS); and Rodney Lindberg, Contracting Officer Representative (COR).
Site Visit:
· The pre-proposal meeting/site walk is not mandatory.
· Questions during site visit must be written down and submitted to the Contracting Officer to provide answers in an amendment to all interested parties.
Pertinent Dates:
· Questions are due by January 10, 2024 before 10 am, MT. Any questions submitted after this time will not be reviewed or answered. Please submit to Christopher.Wentworth@va.gov. Proposals are due on January 19, 2024, no later than 1:00 P.M. MT. Submit via email to Christopher.Wentworth@va.gov.
Site Visit Guidelines:
· Prospective offerors are prohibited from attempting to gain information by inquiring with VA employees about project other than through written questions submitted to Contracting Officer.
· Prospective offerors are prohibited from visiting site other than through formal invitation by Contracting Officer.
· Attendees of walk-through are to stay as a group while walking to various locations and are to leave the future project site once the walk-through is concluded.
Solicitation Information:
· Confirmation of construction range: between $100,000 and $250,000.
· Bid Guarantee & Payment/Performance Bonds: are required as outlined in the solicitation.
· Special Standards of Responsibility: Please note solicitation requirements for submittal of OSHA and EMR ratings.
· VAAR clause 852.219-75 Limitation on Subcontracting: please ensure you provide a signed copy of this clause with your offer package.
· Contractor shall begin performance within 10 days after Notice to Proceed (NTP) and complete within 90 days.
Post Award Compliance:
· Compliance with Davis Bacon Wages and Application wage determination shall be expected of the contractor. The contractor shall submit their weekly certified payrolls with their monthly invoice.
