About this file
This document contains questions and answers regarding Solicitation 36C25924Q0057 from the Department of Veterans Affairs for a Cooling Tower Chemical Injection Treatment project at location B71N. The solicitation requires tablets approved as equal to Accu-Tab Blue SI tablets, with a minimum of two additional 60-pound containers to be provided upon completion. Due to weather considerations, the project start date can be delayed upon coordination. A compatible flow meter and sensor are needed to measure fresh water flow into the chlorinator and transmit a signal to monitor tablets erosion. The existing electrical panel has insufficient space, so a sub panel should be provided in a new insulated portable structure measuring at least 6'x8' to power new equipment including a 36", 563-watt electric baseboard heater with thermostat.

Questions and answers for Solicitation 36C25924Q0057, Cooling Tower Chemical Injection Treatment
1. What type of chemical is needed for operation? Tablets approved equal to Accu-Tab Blue SI tablets.
1. How much chemical, if any will need to be provided for equipment upon completion? Provide a minimum of two additional 60-pound containers of tablets approved equal to Accu-Tab Blue SI tablets.
1. Due to the nature of having to install CPVC piping and start-up requiring warmer temperatures will the project completion be able to be moved if necessary to accommodate weather since this is outside? Project start date can be delayed. Coordination with COR and CO will be required.
1. Is there a particular flow meter requested? What gpm should it be set to? The pumps are called out at 12gpm. A flow meter compatible with the control system approved equal to the Accu-Tab 3075 control is adequate. A flow sensor transmits a pulse signal to a digital monitor. It measures the flow of fresh water entering the chlorinator to erode tablets. A 4-20mA signal for remote readout is available out of the electrical panel.
1. Flow sensors are shown in the legend, we could not locate any in the drawing or equipment schedule. If any are needed, what kind and location? The flow sensor/meter needed is described in question 4 above. The legend has a different symbol than the detail.
1. With the amount of equipment will it be required to make a larger structure to accommodate? The space available is not big enough to do what is needed to be done based on the SOW. Contractor shall provide a portable structure on treated wood skids. The structure shall be insulated with a minimum of R-21 insulation in the walls, roof, and floor. The structure shall have T-111 siding, a shingle or metal roof, 7/16” OSB sheeting on the inside, and have a fully trimmed insulated steel door ready for a VA lockset and door handle. The building size shall be a minimum of 6’x8’. The door shall be located on the left side of the tall, long side looking at the outside. The roof shall slope from the tall, long side to the shorter, long side.
1. During the site walk it was determined that there is only (1) 120/208V panel and there is not going to be enough open breaker space for all the new circuits that are going to be required for this project. The idea was brought up to instead add a sub panel out in the chemical storage enclosure. In lieu of providing multiple outlets served by a panel in electrical room 121 in B71N contractor shall provide a single circuit from room 121 and distribution panel in the new equipment room to serve the requirements of the project. In addition to the receptacles and equipment shown in the drawings the load shall include the addition of a minimum of a 36”, 563-watt electric baseboard heater with thermostat.
1. It was suggested to add a small electric heater inside of the chemical storage enclosure. Provide a 36”, 563-watt electric baseboard heater with thermostat.
