About this file

This document outlines the requirements for a federal contract to replace terrazzo tile flooring in tunnels at the VA Salt Lake City Health Care System. The contractor will be required to remove existing flooring, test concrete moisture levels, install new terrazzo tile using a wet set method, and apply sealant. Key requirements include developing a phasing plan to minimize disruptions, complying with infection control procedures, using certified installers, consulting with a certified inspector, and providing a 20-year warranty on materials and installation. The period of performance is 280 calendar days.

Terrazzo Tile Questions

1. The SOW states the contractor is to provide moisture testing of the substrate. Tunnel C appears to have previous water damage. Have all water leaks been repaired? Will contract modifications be considered if additional moisture removal is necessary to meet the pre-installation moisture requirements?

In order to maintain the product warranty and have the best installation possible the manufacture recommends a moisture test of the subfloor concrete prior to installation.

1. Are we to re-use existing expansion joint covers, or provide new covers? If we are to provide new covers, please provide a basis of design.

Recommend replacement of expansion joint covers.

1. Can the government confirm a square footage of tile that will be replaced? The floor plans provided only show the existing tunnels – they do not necessarily define the boundaries of the project (such as how far we are supposed to go in Tunnel A where it transitions into Building 8). If the government provides an assumed Square Footage, this will ensure all bidders are bidding “apples to apples”. If the actual square footage is unknown, can the government provide the square footage of terrazzo tiles they ordered and have on-hand?

26,000 square feet of tile has been purchased and is onsite for this project.

1. There are multiple rooms and/or confined spaces that branch off from the tunnels. Please confirm if we are expected to tile these floors as well. Some of these can easily be transitioned off with transition strips, but the building #4 area of Tunnel B (where it meets Tunnel C) includes areas such as an elevator lobby – are these to be included?

Please see attached drawings

1. Please confirm the existing wall base is excluded from the scope – including any repairs to damaged areas of the wall base.

Please provide repair the damaged areas of wall base as bid deduct item #1.

1. For the Phasing Requirements, can the government please provide additional information on what restrictions we will need to follow? For example, the SOW states that Tunnels A and B are to be completed during nights/weekends. Do these tunnels need to be put “back in service” at the end of every overnight shift (if so, how will we accommodate the adhesive cure times – normally not ready for heavy traffic for at least a few hours)? Are we allowed to shutdown sections of the tunnel, or leave sections with the existing tile already removed? Does the tunnel still need to allow cart/vehicle access while work is underway, or can we shrink certain sections to a 36” pedestrian width? Same questions apply for Tunnel C (even though the SOW states we can work on this area during normal hours).

Tunnels will not be put back into service at the end of every overnight shift. The tunnels that are closed will remain closed until tile installation is complete. You may shutdown sections of tunnels and leave sections with existing tile already removed. The preference would be to not fully shutdown the tunnel and maintain pedestrian access. At the time of response VA is open to full tunnel shutdown or partial shutdown with pedestrian access.

1. In addition to the phasing question above, can the government confirm a location where we can stage materials? Per the SOW, materials will need to be stored (and sit flat) in a conditioned space similar to the installation area, for at least 48 hours – the government furnished tiles are currently being stored in an unconditioned parking garage. Staging these materials inside the tunnel will impede access for personnel and carts through these areas. Please provide additional guidance on staging/phasing of materials.

When a phase is ready to be installed, the tile will need to be stored in the tunnel in 3” high stacks for 48 hours to climatize.

1. For the demo/removal of the existing tile, please specify locations where we can stage dumpsters.

1. Is the after-hours and weekend work schedule the only option for Tunnel A & B?

1. How much input can we expect from the VA as we develop a Phasing Plan?

VA will work with the contractor on Phasing plan. Contractor phasing plan should be information included in schedule submitted for review.

1. Does the Certified Terrazzo Installation Consultant need to be employed by Terrazzo or can it be a Certified Team Lead provided by the contractor?

The consultant needs to be independent of the GC, or sub-contractor. Recommending Bruce McDaniel Bmcdaniel@ennventerprises.com 757.642.5081 or EQUAL in terms of experience and knowledge of Floorazzo tile.

1. How many times during the installation does the Certified Consultant need to be onsite?

The consultant needs to be brought in a minimum of 3 times as per the SOW. At the beginning of the project, in the middle and at the completion. If issues come up during the installation it should be able to be handled on a video call.

1. Please confirm the Terrazzo tile has not been de-palletized and has been stored in a non-temperature-controlled environment.

The Terrazzo tile is on the original pallets and has been stored in a non-temperature controlled environment. As per the SOW 1.6.2 the manufactures requirement the Floorazzo tile will need to be placed in the tunnel in stacks no taller than 3 inches for 48 hours

1.6.2 Storage and Handling Requirements: Upon receiving floor covering, immediately remove from pallet and lay on a flat surface. Store material -- including underlayment panels, patching or underlayment compound, floor covering material and adhesive -- in the original packaging (as delivered) in areas that are enclosed and weather tight with the permanent HVAC system set at a temperature of between 65°F and 80°F for a minimum of 48 hours prior to commencement of installation. In addition, comply with storage and handling requirements listed on product packaging, and described in the latest edition of the product’s installation instructions (available from www.floorazzo.com).

1. Is there a designated location where the two different dyes should join?

The 26,000 SF is all one dye lot.

1. Is it possible to submit for approval an Adhesive other than Mapei Ultra bond ECO MS 4 LVT?

No.

1. During the site walk it was indicated that the Terrazzo flooring was to extend past the indicated stop point on the architectural drawing. Can the VA supply additional drawings to show how far and to what extent the Terrazzo flooring should be installed past Tunnel A into the B.8 Corridors?

Please see attached drawings

1. Can the VA provide additional information as regards to Expansion plates? In B.8 there were expansion plates that were used, is that acceptable?

Yes new expansion joints

1. The architectural drawings indicated Accent tiles to be installed. Is the VA providing the colored accent tiles to complete flooring installation as per drawings?

There are no accent tiles on this project.

1. Are we to include painting of the existing concrete base in the bid?

Yes, include painting of existing concrete base. Color: SW 7040 Smokehouse Emerald-Urethane Trim Enamel Please provide as bid deduct item #2 cost.

1. Is there any indication that we will encounter asbestos on this project? Is there a NESHAP for this project?

A NESHAP was not performed for this project. Provide cost of NESHAP and assumed asbestos containing floor mastic and wall mastic.

1. Are we demolition and general notes on the drawings up to date?

The demolition and general notes are current to VA knowledge.

1. What are the hours of operation for the afterhours?

Afterhours work maybe any timeframe outside of the normal business hours. This work must be approved by COR. VA anticipates afterhours work if needed to be accommodated.

1. What are the hours of operation for weekend work?

Weekend work hours of operation must be approved by COR prior. Hours are negotiated on a case be case basis. VA anticipates any weekend hour if needed can be accommodated.

1. What is the ICRA requirement? Do the containment walls need STARC walls, or can plastic be used?

ICRA containment will require maintain a 1 hr fire separation between construction and non-construction areas. Any wall construction that meets this requirement (creates a 1hr fire-rated barrier between construction and occupied space) will be permitted.
