About this file

This document contains questions and answers regarding a solicitation to replace basement switchgear at a Veterans Affairs facility in Buffalo. The solicitation seeks a contractor to remove an existing transformer enclosure and install a new prefabricated enclosure, including connecting drainage from butterfly valves to the existing storm drain system. Clarification was provided that no borings were taken exclusively for this project but soil conditions are expected to be consistent with nearby areas, and any differing site conditions will be handled as unclassified soils. Drawings of catch basins and curb lines did not match existing conditions so the contractor should confirm no work is required for catch basins and civil drawings with elevations for drainage should be provided. Temporary feeds from the switchboards were also clarified.

The related federal contract opportunity is solicitation number 36c25920r0065 for the Z1DA--442 Replace Buffalo Basement Switchgear project through the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19.

v2: Questions & Answers for RFP 36C25920R0065

Replace Buffalo Basement Switchgear (442-18-003):

1. Refer to RFI #14 response. The “Trench Drain” referenced in KN #10 & 04 is labeled

“Oil Moat Reservoir” on Detail 3/AE301.

a. Please confirm the “4” Ductile Iron Butterfly Valve” shown as the drain for the

“Trench Drain” per KN #04 & 10 are to be tied to the storm drain as specified in

RFI #14 response.

(Answer) Confirmed.

2. Refer to Amendment #1. Four different Soils Reports/Boring Logs were issued with

Amendment #1. None of these reports were completed specifically for this project.

a. Please provide a site-specific soils report for the Transformer Enclosure foundation system.

See response below.

b. Please confirm no over excavation/over dig is required for the Transformer

Enclosure foundation system.

(Answer) No borings were taken exclusively for this project. The soils reports provided are for nearby areas. Soil conditions at various locations on the campus have been relatively consistent, and the soil characteristics for this project will be similar. During construction, if soil conditions are found to exist that are worse than the reports, then this will be handled as unclassified soils per the specifications.”

3. Refer to RFI #14 in Amendment #1. The response to RFI #14 indicates the storm drain is located approximately 35’ from “leader location”. The Trench Drain “Leader” appears to be three (3) 4” Ductile Iron Butterfly Valves.

a. Please confirm the Butterfly Valves are the “leaders” to be tied into the storm drain with a 6” drain line.

(Answer) Confirmed.

b. Please provide a specification/design for the connection between the 4” Ductile

Iron Butterfly Valves and the 6” storm line.

(Answer) All three leaders leaving the 4” lines will be 4” once two or three are connected together change to 6”. Exact configuration is flexible as long and we have continuous direction and slope toward the tie in point to storm.

v2: Questions & Answers for RFP 36C25920R0065

Replace Buffalo Basement Switchgear (442-18-003):

4. Refer to Sheet AE101. Detail 1/AE101 depicts two (2) existing storm drain catch basins in the street. The location/configuration of these catch basins do not match the existing condition.

a. Please confirm no work is required at the existing catch basins in the curb line.

See response below.

5. Refer to Sheet AE101. Detail 1/AE101 depicts what appears to be an existing curb line between the two (2) catch basins. The location/configuration of the curb line does not match the existing condition. No Civil Drawings were provided with the Contract

Documents.

a. Please provide Civil Drawings indicating elevations for the fire lane drainage to the existing catch basins.

(Answer) The only concern here is that is there may be some backslope on the existing asphalt being cut to place the transformers. This would not be more than a couple of inches from one side of the enclosure to the other. The intent of this note is to ensure that the existing asphalt is cut back and replaced with a slope that prevents ponding on the far side of the transformer enclosure. Account for patching a 2’ strip of asphalt around the enclosure and associated grading to prevent this condition.

b. Please include any new work required for curb & gutter, catch basin, sidewalk modifications on the Civil Drawings.

(Answer) Anticipated curb changes shown on architectural plans do to limited scope.

6. Drawing E-601 shows 2 new temp feeds, 1 feeder to Panel NHP-1 & 1 feeder to Chiller

#2. Note #8 says to feed these temporary feeds with #500 SO cord. I have scoured the drawings & cannot see where the physical location of these 2 items are. I can't take off the amount of SO cord without knowing their physical location. Where are the 2 panels located? Please advise.

(Answer) Intent is to feed the temporary feed from switchboard 1 to switchboard 2.

Reference drawing sheet E-102 for the location.
