Question
Answer
001
Scope of Work 1-A-i, notes that this work will take place in the Acute Psychiatric Unit. Will the VA provide any and all needed escorts for the work to take place or will the Contractor need to employ escort observers for all workers / work crews? Will any other special requirements be enforced for working in this unit?
The VA cannot provide a dedicated escort for the entirety of the work to be performed in 2NE, and as such the contractor is directed to employ additional personnel for escorting purposes.
002
Scope of Work 1-A-i, notes that televisions are to be replaced. Will the VA confirm that only the bedside TVs are to be provided and installed by a separate Contractor and that the new common area TVs are to be Contractor Furnished Contractor Installed?
All televisions there are moving to the bedside television platform and as such will be contractor furnished contractor installed. Acceptable televisions are provided by Allen Technologies and will be purchased out of the VA maintenance fund.
003
Scope of Work 1-A-i, notes that televisions are to be replaced and that the old coaxial network is to be removed and the new televisions will be IP-based. Will the VA or the Contractor be responsible for integrating the new TVs into the existing IP network?
These televisions are being integrated into the existing bedside television platform and as such digital integration will be handled by Allen technologies. Their TVs will use data that is installed as part of this contract, and will be terminated into the Allen Technologies patch panel in the TR. The contractor providing the televisions is Allen Technologies.
004
Scope of Work 1-A-i, notes that “Because of COVID-19, providers and patients are not able to meet face-to-face, and a request is made to provide a video-conferencing solution. This solution will consist of a monitor, webcam, and keyboard/video/mouse interface, with the computer itself remoted into the nurses’ station.” Will the VA provide the quantities for each of the listed components and either specifications or basis of design for each component? Will the VA confirm that all of these equipment components are to be Contractor Furnished?
The computer in the nurses station, the keyboard and the mouse will be VA provided as they must go onto the existing VA network and we are unable to place computers that process VA patient data on the network when provided from a source OTHER than VA National.
005
Will the VA clarify if any materials scheduled for demolition or disturbance contain asbestos? Will the VA provide the current Hazardous Materials Survey for all areas within this project’s work area, including the interstitial space?
The VA will provide the Mabbett report, which details our asbestos findings in all areas.
006
Scope of Work 1-A-ii-6, notes that only (2) rooms will be made available at any one time. This phasing will extend the time required to complete this project. Will the VA extend the Period of Performance from 90 days to at least 150 days?
The period of performance for this requirement has been adjust to 240 days after issue of NTP by this amendment. See attached revised SOW and Bid Schedule.
007
Scope of Work 1-A-ii-6, notes that (2) rooms will be made available at any one time. How will the corridors, non-patient rooms, and common areas be scheduled? Will any of the specified work require after hours performance?
None of the specified work should require after-hours performance. Ordering of corridors and non-patient rooms will be left to the installers and coordinated with the local staff so as to ensure that needs are being met without impeding work. Common areas are going to require the new walls with the inset televisions, and should not be done simultaneously.
008
Scope of Work 1-A-ii-19 requires a new drop-in sink and the assumed required fixtures. Will the VA provide the specifications or basis of design for the new drop-in sink and fixtures?
2B-700 is the staff lounge. The VA at Loma Linda does not have an established standard for sinks in non-medical areas.
009
Scope of Work 1-A-ii-20 requires the fabrication & installation of a new 60” lower cabinet. Will the VA provide the specifications, elevation drawing, section drawing and/or the basis of design for this 60” cabinet and the assumed countertop? The Contractor will need more information to price this requirement correctly.
The 60” lower cabinet will be VA Provided Contractor Installed.
010
Scope of Work 1-A-ii-21 requires the provision and installation of an outdoor quality vinyl mural. Will the VA clarify what the exiting exterior wall surface consists of and provide a specification on the mural thickness and quality level? Since the mural requires a submittal of several choices for the VA to approve, will the VA establish an allowance dollar amount for this requirement to facilitate a fair bidding process?
The wall is assumed to be painted concrete at 112’ long by 12-12.5’ tall, and expected to be mostly non-porous. Basis of design for the wall mural is Coastal Creative high tack outdoor vinyl with matte lamination, and we will require the edges to be sealed. Previous estimates came in below $11K
011
Scope of Work 1-A-ii-22 requires the courtyard surface cracks and perforations to be filled and sealed. Since there are no drawings for this element, will the VA provide a maximum linear footage for bidding purposes in order to accomplish this requirement?
Approximately 240 LF of courtyard surface cracks to be filled and sealed.
012
Scope of Work 1-A-ii-26, 27 requires the Contractor to provide wall build-outs to accommodate TV’s and recessed speakers. Will the VA clarify where the power is to be taken from for these installations and verify those panels have sufficient room for the new dedicated circuits?
*Question has been received and will be answered in a later amendment to this solicitation
013
Scope of Work 1-A-ii-26, 27 requires the Contractor to provide wall build-outs to accommodate TV’s and recessed speakers. The TV’s are to be covered by plexiglass. Will the VA provide the specifications or basis of design for the required plexiglass?
Plexiglass basis of design: Duraplex® Impact Modified Flat Sheet - DURAPLEX - Order Online (professionalplastics.com)
014
Scope of Work 1-A-ii-26, 27 requires the Contractor to provide wall build-outs to accommodate TV’s and recessed speakers. The TV’s are to be covered by plexiglass. Will the VA describe how the recessed TV spaces, covered by plexiglass, are to be vented to avoid component heat build-up?
The VA will accept louvered vents above the televisions to vent heat up into the plenum space and drilled perforations in the plexiglass near the base to facilitate fresh air and air flow.
015
Scope of Work 1-A-ii-26, 27 requires the Contractor to provide wall build-outs to accommodate TV’s and recessed speakers. Will the VA provide a specification or basis of design, including dimensions, for the speakers? Are the speakers Contractor furnished or VA furnished? Will the speakers be covered by plexiglass as are the TVs.
Speakers are contractor furnished and the VA would like a powered water resistant solution. Amplified marine speakers secured with tamperproof screws would be ideal (Pyle 6.5in 4-Channel Waterproof Amplified Marine Speaker System (PLMRKT4A) (solidsignal.com)) and would not require installation behind plexiglass.
016
Scope of Work 1-A-ii-27, 28 requires the Contractor to provide recessed monitor, webcam, and microphone for video conferencing. Will the VA provide specifications or a basis of design for these components? Will the VA clarify if these components are Contractor furnished or VA furnished? Will these components be covered by plexiglass
0. Clarification: The monitor will be VA-provided and come from OIT. Dell 23” monitors are our current standard and for the purposes of buildout may be found here: Dell 23 Inch Monitor - FHD for Office: P2319H | Dell USA
0. A standard Logitech webcam sitting on top of the monitor will suffice, as the monitor will be behind security plexiglass and the camera will be unable to be tampered with.
0. Microphone basis of design (since it won’t work behind plexiglass) http://www.etsnm.com/pdfs/sm1-fe.pdf
017
Scope of Work 1-A-ii-27, 28 requires the Contractor to provide recessed monitor, webcam, and microphone for video conferencing. Will the VA describe how these components are to be vented to avoid heat build-up?
The VA will accept louvered vents above the televisions to vent heat up into the plenum space and drilled perforations in the plexiglass near the base to facilitate fresh air and air flow.
018
Will the Superintendent of this project, if fully qualified, be able to serve as the Supt., Site Safety Officer, and Contractor Quality Control, or will separate individuals be required for any of those roles?
If fully qualified, the superintendent may serve all of those roles.
019
Scope of Work 1-A-xii states that the Contractor will not be required to provide a new patch panel if there is sufficient space. For fair bidding purposes, should the Contractor assume they will need to provide a new patch panel, or will the VA confirm there is sufficient space?
For bidding purposes, please include the patch panel.
020
Will the VA provide as-built plumbing, electrical, and communications reference drawings for this project?
The VA will provide as-built plumbing and electrical, but cautions that they may be out of date and should be verified visually before work begins. There are no communications drawings to provide as we do not maintain communications as-builts.
021
| Will the ICRA negative pressure containment requirements for this project be able to be accomplished with hepa-carts and fire resistant plastic sheeting or will the much more expensive drywall or modular wall containment be required for each of the many small phases of the construction? iii. Prior to the commencement of work, the general contractor shall conduct a site walk with the VA COR and VA Interior Designer.
iv. The general contractor shall establish and maintain a fire protection program in accordance with 29 CFR 1926.
v. The general contractor shall implement and maintain a dust control program.
vi. Contractor will provide all documentation per Specifications and validated by the submittal registry to the COR prior to work.
vii. All copper cabling and connectors will be terminated according to EIA/TIA 568-A standards. And will be plenum rated CAT6A U/FTP. Copper cabling will be terminated to CAT6A modular jacks capable of accepting and functioning with other modular (i.e.: RJ11) plugs without damage to the jack.
viii. All copper cabling will be in conduit within the interstitial spaces from the point where it deviates from the cable tray to the point where it penetrates the gypsum. Below the interstitial space, cabling may be hung using j-hooks and will use existing pathway where possible.
ix. Vendor will utilize Tripp Lite 4-Port Quad Outlet RJ45 Universal Keystone Jack Face Plate UNSPSC 43201612 or approved equivalent, with three CAT6A U/FTP cables (red/blue/yellow) terminating to CAT6A keystones (yellow/grey/ivory) and the fourth port covered with a keystone blank. Data face plate will be electrical ivory. Each face plate will have two labels. The top label on the plate will denote the plate’s sequence number (such labeling will be mirrored in the TR), and the bottom label will denote the TR room number. Example for drops “2SB2-34” is below:

Drops 1-3, plus blank cover
TR Room Number (2SB2)
x. Vendor will plan for and install four new dedicated circuits, connecting to 4 (four) new electrical double gang outlets, for a total of 8 power sockets total. These new electrical circuits will be for the video conferencing (VVC) in the female living area, the VVC in the group room, the television in the group room, and the television in the dining area. Each duplex box is to have its own circuit breaker within 2SB2’s electrical panel. All electrical wall plates and boxes for electrical installed under this contract will include the circuit that the outlet connects to etched into the faceplate or otherwise engraved on a stainless-steel sign affixed directly above the outlet and within 2 inches of the installation. The final project will include an updated electrical single line provided to the facility along with testing and certification documents for all installed electrical hardware. Vendor will remove existing power sockets currently in use for the cabinet mounted televisions and re-use those locations within the circuit panel for the new circuits, but is instructed not to reuse the breakers (replace with new).
xi. Vendor will utilize CAT 6a 48 Port Flat (non-angled) patch panels in the telecommunications space within 2SB2 that are sized to conform to EIA/ECA 310-E dimensions and suitable for installation in standard racks, cabinets, and enclosures. Patch panels will have holes for RJ45 jacks aligned in two horizontal rows per panel. Labeling of jacks on the panels will be done in a manner to reflect the face plate sequence number as well as the individual jack on the face plate. Examples are provided below:
13-1
13-2
13-3
14-1
14-2
14-3
37-1
37-2
37-3
38-1
38-2
38-3
xii. If there is sufficient space in the existing telecommunications patch panels, the vendor is not required to provide new patch panels and will instead install in the existing space, continuing the existing number scheme. Vendor will work with local IT for final approval before commencing data work in the telecommunications area.
xiii. All recessed areas will include a second, shallower recess to accommodate for the plexiglass installation. All recesses will be covered by 1/2” thick inset plexiglass mounted with security screws. All speakers will be recessed and installed with security screws. No plexiglass, microphones, or speaker edges are to protrude past the wall or in such a manner that they may be grabbed by a patient, used as a ligature point, or be installed in a manner where a patient could conceivably hurt themselves on the edges (this includes cutting or otherwise breaking pieces of installed equipment or plastic off).
xiv. All monitors and televisions will be mounted within the recesses on mounts that allow the device to be pulled from the wall for maintenance without being detached from the mount itself. All mounting hardware will be to facilitate “full motion” style mounts. Mounts for the television will be purchased by the facility under a separate procurement and are outside the scope of this project. Mounts for the monitors are the responsibility of the vendor.
xv. USB connections to facilitate keyboards, mice, and card readers will be set into the wall using connections and extenders similar to those for the Crestron units and or the video conference units in the rest of the hospital. This is to allow the staff to use and remove the USB devices without giving the patients access to them. The boxes that house the USB connections are to be flush with the new wall.
xvi. Monitors will be provided by the contractor, as will all cabling (to include patch cables).
xvii. Televisions for the bedside television program will be purchased by the facility under a separate procurement and installed by a separate contractor.
