The contract may be awarded to businesses resulting from the solicitation to a responsible offeror(s) whose offer conforms to the solicitation by evaluating the following factors:
• Technical Capability
• Past Performance
• Price
Award will be made to an offeror(s) on the basis of the best value tradeoff. (In accordance with FAR 15.101-1). The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. Furthermore, if discussions are to be conducted, the Government may establish a best value pool. The best value pool shall be comprised of the most highly rated proposals in accordance with the procedures found at VAAR 873.114.

EVALUATIONS
Evaluation Factors and Technical Qualifications. This section describes the factors that will be used by the Government in evaluating the proposals received. Award will be made to the responsible offeror whose offer is most advantageous to the Government as a result of evaluating both price and non-price factors.
The Government will evaluate initial offers to determine eligibility for award. Initial offers failing to meet the acceptability factors for award will not be considered for further evaluation and the offeror will be so notified. Award may be made based upon initial offers, without discussion; therefore, offerors will be cautioned to include their most favorable terms, price and technical statements in the initial offers.
Offerors shall submit all information to be considered in the evaluation in writing.
Offerors shall address in detail each factor. The offeror shall include all supporting details necessary for the Government to determine the offeror’s technical qualifications and ability to perform the services, as well as the adequacy and advantages of the proposal.
