The Specifications for 2 E South includes 02 82 11 Traditional Asbestos Abatement, 02 82 13.19 Asbestos Floor Tile and Mastic Abatement and 02 83 33.13 Lead Abatement, yet the specifications for 2 E North do not include any of these specifications. I could not find a hazardous material survey in the specifications or solicitation. Is there any hazardous materials that need to be abated in 2 E South? Can the government please furnish a hazardous material survey for these two areas?
Response: Asbestos report for 2nd floor has been posted to the solicitation. Abatement Information is also found on sheet H101; Specifications Division 2; and Specifications Appendix B – Asbestos & Lead survey Report
13.Question:

Response: All equipment referenced are listed on sheet QH101 as “OFCI”. Legend on same sheet indicates OFCI = Owner Furnished Contractor Installed. Contractor is responsible to install
14.Question:
On sheet QH101 of the plans for 2E South equipment item A6046 Artwork is listed as owner furnished contractor installed, in order to properly estimate this scope of work me must be told how many pieces of work are to be installed and what the art work is, how it will be installed and how big it is. Will the government please verify that the contractor is in fact supposed to install this equipment? If the contract is to install this equipment please provide quantities, size and installation details

15.Question:
For the 2E North portion of the contract the drawings show case work in the exam rooms, the reception area and the med room. There are no construction details for this case work. The equipment schedule has a listing for case work “Mark” C04H0, yet this equipment “mark” does not show up on any plans, details or elevations. Equipment “Mark” C04H0 says it is Midmark Casework, yet it does not say if it is owner furnished owner installed, owner furnished contractor installed or contractor furnished contractor installed. Historically this type of casework has been owner furnished owner installed during activation. Will the government please clarify if all of the case work covered by the plans for 2E North is traditional casework or modular case work and who is purchasing and installing the case work. Please note that for the plans that cover 2E South, similar casework shown in the Appendix and is called out to be manufactured by AMICO. Is it the governments intent to have two different types of case work adjacent to each other?
Response: Casework is under the Contractor’s responsibility (CFCI), MIDMARK is the outlined manufacturer for the entire project
16.Question:
For the 2E North project in the specification it has spec section 01 00 00 1.12 Professional Surveying service, what does the government want surveyed, I was under the impression that this is an interior tenant improvement project, is a professional surveyor required on this project?
Response: Site Survey is not required.
17.Question:
For the 2E South project in the specifications there is a section 01 00 00 par 1.11 warranty management.
This is not included in specification section 01 00 00 of the specification book for the 2 E North project.
Are we to assume that this specification section is only applicable to the 2E South scope of work?
Response: Yes
18.Question:
For the 2E North project there is a specification 01 32 16.01 Architectural and Engineering CPM, can we assume that this was not intended to be include with this contract and it can be ignored?
Response: Yes
19.Question:
For the 2E North project there is a specification 01 32 16.13 NETWORK ANALYSIS SCHEDULES - MAJOR PROJECTS, considering this project is classified as a “minor” can we assume this was not intended to be included with this contract and it can be ignored?
Response: Yes
20.Question:
In the specification book for 2E North it includes section 02 21 13 Site Survey and talks about performing a boundary survey, topographical survey utility survey and creating survey drawings. Can we assume this specification section is not applicable to this interior tenant improvement project? If the government wants us to do a topographical survey please define the boundaries we are to survey
Response: Boundary Survey is not required
21.Question:
The specifications for 2 E South includes 01 45 00 & 01 45 35, yet the specifications for 2E North does not include either of these specification sections, are we to only apply quality control to the work completed on 2E North?
Response: 2E North and 2E South projects will follow the same specifications as listed in below statement. This answers questions 22, 23, and 24

22.Question:
It is our understanding from reviewing the Solicitation that the Government contracted with two separate design teams and produced two separate design packages independently and have issued the plans and specifications from each design team. In looking at the construction specifications from the two different design teams I notice that there are duplicate specifications and in many cases a specification in one design package that is not in the other design package. In the event that there is a duplicate specification are we to apply the specifications created by the one design team only for the work shown on the construction plans created by that design team? Or are we to apply one design teams specification only to their work?
Response: see answer bolded in red for response
23.Question:
Similarly if there is a specification in one of the design teams specification package but not the other design teams specification package and it turns out that the specification may be applicable to the work of the other design team are we to apply that specification to the other design teams construction plans? Or are we to apply one design teams specification only to their work?
Response: See answer bolded in red for response
24.Question:
The specification for the 2E North scope of work has three different specification sections for schedules.
Yet the specifications 2E South only has one specification for the project schedule. Are we to create different schedules for each scope of work? IF we are not which specification section from which design team are we to use?
Response: Separate schedules are required. 01 32 16.15 shall be used
25.Question:
The specifications for 2 E North includes 1 81 13.02 Sustainability Certificate Requirements – LEED NC V4. Does this specification only apply to the work on 2 E North? IS this project going to be LEED certified? Specification 01 81 13.02 says a LEED check sheet is included. I did not find a check sheet, can the VA please furnish the LEED Check Sheet? Has this project been registered with the LEED Agency?
Have the All of the LEED Certification fees been paid or will the contractor have to pay a fee, if the contractor has to pay a fee what is that fee?
Response: LEED certification is not required for this project. However, items installed in this project should meet the LEED standard.
26.Question:
The Specifications for 2 E South includes 02 82 11 Traditional Asbestos Abatement, 02 82 13.19 Asbestos Floor Tile and Mastic Abatement and 02 83 33.13 Lead Abatement, yet the specifications for 2 E North do not include any of these specifications. I could not find a hazardous material survey in the specifications or solicitation. Is there any hazardous materials that need to be abated in 2 E South? Can the government please furnish a hazardous material survey for these two areas?
Response: See answer bolded in red for response. Also contractor is to abate per attached ACM and LBP Drawings.
27.Question:
On sheet QH101 of the plans for 2E South, equipment ID E0903 BREAKROOM LOCKER, E0906
AUTOMATED LINEN CABINET, E0912 AUTOMATED MEDICATION, E0913 AUTOMATED MEDICATION
DISPENSING SYSTEM, E0915 AUTOMATED MEDICATION DISPENSING CABINET, M9025 EXAM /
TREATMENT TABLE W/ CABINET and M9060 MINOR SURGERY MOBILE TREATMENT TABLE W/ CABINET are listed as “OF” while we understand that this means to be Owner Furnished, who is responsible for installing these items?
Response: Contractor is responsible to install.
28.Question:
In Reviewing the finish schedule it appears as if each of the design team is calling for different colors and manufactures of finishes, as an example the acoustical ceilings for 2E North are to be Armstrong yet for 2E South the design team is calling for Certainteed, another example is that for the resinous flooring on 2E North they call for Stonehard yet for 2E South they are listing Dur-A-Flex. Are we really supposed to put different finishes in for each area covered by a set of plans, or can we pick one and do that for both areas, or will the government issue a single finish schedule that will be applied to both projects?
Response: The flooring finishes listed in 2EN shall be applied to 2 ES (Stonehard) and the 2 EN Finish schedule shall be applied to both 2 EN and 2 ES
29.Question:
On sheet QH 103 Equipment Plan, Key note 1 says “Case Work” I do not find any details or any case work listed on sheet QH101 Equipment Plan & Schedule. This appears to be a modular casework that has historically been installed by the VA during activation. In appendix C there are shop drawings for AMICO casework, yet it does not say who is to furnish and install the case work. Are we to assume that all case work is owner furnished owner installed modular case work?
Response: Refer to 2ES Drawings QH-101 Equipment schedule for contractor installed items. Refer to 2EN Drawing Q-600 Equipment schedule for contractor installed items.
30.Question:
On sheet P-601 of the 2E North plans and PL601 of the 2E South Plans the plumbing schedule says to provide fixture per VA Plumbing Design Guide. Will the VA please furnish the Plumbing Design Guide?
Historically the Loma Linda VA has had a very specific list of plumbing fixtures they want used.
Response: Provided 2E/2EN FFE cut sheets shall be applied to both projects.
31.Question:
On sheet E0.4 of the plans for the 2E North project and on sheet EE602 for the plans for the 2E South project there is a fixture schedule for each project. Each project list many different light fixtures and they are not coordinated between the two projects. In the fixture schedule for the 2E South project it says the manufacture is XYZ or equal, while the 2E North does not say the fixture can be an equal product. Does the government want to have different manufactures for each project or does the government want to have each type of fixture on both projects be by the same manufacture? IF they want the fixtures per the fixture schedule or equal as allowed by the 2E south project, does the government want to approve the equal product prior to bid or through the normal submittal process? It is highly recommended that the fixture schedules for both projects be coordinated to match. Same would apply for the lighting controls. Each set of plans are calling for different lighting control systems.
Response: The fixture light list for 2EN shall be applied to 2ES to maintain continuity.
32.Question:
In specification section 01 00 00 par 1.5.C of the 2E North project specification it calls for the contractor to provide unarmed guards at the project site after construction hours. This requirement is not included in the specification for the 2E South project. Is the requirement to provide an unarmed guard actually required and if it is does will the 2 E South portion of work require an unarmed guard when those activities are taking place?
Response: Guards are not required for either project.
33.Question:
How many days will be required for the government to make their transition between phases? Will these periods of time be counted against the contract duration?
Response: VA will need 15 days to transition from old credit union to the new credit union. 5 days transition to new central hallway. Transition time should be included in contractors project construction schedule.
34.Question:
For the 2E North project in the specification it has spec section 01 00 00 1.12 Professional Surveying service, what does the government want surveyed, I was under the impression that this is an interior tenant improvement project, is a professional surveyor required on this project?
Response: Site Survey is not required
35.Question:
For the 2E South project in the specification there is a section 01 00 00 par 1.19 Government furnished property is says “Equipment furnished by Government to be installed by Contractor will be furnished to Contractor at the Medical Center Cemetery” What is the address of the cemetery where we have to pick up the government furnished property?
Response: All government furnished contractor installed equipment will be delivered to the main hospital where the projects are located.
36.Question:
For the 2E North project in the specification it has spec section 01 00 00 1.16 Resident Engineers Field office, Does the VA actually want the contractor to furnish a 720 square foot office trailer and all of the furnishings listed in this specification section? If so where will this office trailer be located and where will the utilities come from?
Response: Trailer is not required. VA will not provide office for contractor use or space for a contractor provided office trailer or material storage trailer.
37.Question:
For the 2E North project and for the 2E South project there is a requirement for photographic documentation. Can the contractor do the photographic documentation or does the government actually want the contractor to hire a professional photographer?
Response: Professional photographer is not required for either project.
38.Question:
Both project specifications include specification section 01 32 16.15, can we assume this is the scheduling specification that is applicable for this contract? In par 1.4 of this specification it states that the contractor shall provide “three copies of up to five different reports” further down in this same paragraph it says “The COTR shall identify the five different report formats that the contractor shall provide”. Does the VA actually want three hard copies of 5 different reports and will the VA please identify the 5 reports they will expect to be given each month?
Response: All reports can be submitted electronically to COR
39.Question:
In spec section 01 32 16.15 par 1.5 it says the contractor shall furnish the VA with a 30x42” blue line copy of the schedule. Does the VA actually want this large of a paper copy or will an 11”x17” and an electronic copy be acceptable?
Response: 30 x 42 blue line schedule is not required. Electronic copy of schedule is acceptable.
40.Question:
Can the Site Safety Officer have other duties or do they have to be a dedicated Sie Safety Officer with no other duties such as quality control or superintendent?
Response: Safety officer may have other duties
41.Question:
In specification section 01 35 26 1.9.B it says a Certified Safety Professional or a Certified Construction safety and Health Technician shall randomly conduct monthly inspection. Can this person be a employee of the general contractor, assuming they have the proper certifications or does this person have to be an independent consultant?
Response: Safety profession can be a contractor employee, contractor is to submit safety professional certifications after contract award.
42.Question:
Each of the two specification books included with this solicitation include specification section 01 91 00, yet in specification 01 91 00 for the 2E North project it states in par 1.8.C.1 that the Commissioning agent will be engaged by the VA under a separate contract, yet in this same specification section for the 2E South project par 1.8.C.1 talks about the user representatives and is silent on who is hiring the commissioning agent. Can we assume that the commissioning agent will be hired and paid by the VA?
Response: Commissioning agent will be hired by the contractor for both 2 EN and 2 ES projects
43.Question:
I see that both corner guard types are listed in 2EN Plans, But (cg-01), which is the snap on corner guard, are the only Ones I see tagged in the Finish Plan (IF-110A& IF-110B) Throughout the plans it lists CG-1 which is assigned to a vinyl Snap-On corner guard with aluminum retainer with 2’’ wingspan. However, listed in Detail D1 on page AI-508 there is also what believe to be a vinyl surface mount corner guard that is taped on. Would you know where these are in the plans?
Response: There is only one corner guar in the project (CG-01). Detail D1/A-508 should not be labeled as a tape-on guard, it is a snap-on corner guard
44.Question:
Drawing Set 2E North, Sheet IF600, Resilient Flooring, Code RS-04 indicates Johnsonite Solid Vinyl Sheet, but lists the Roll Width as 24”x24”. This would not be a Solid Vinyl Sheet, but a tile configuration. Will the VA clarify if RS-04 is meant to be Sheet Vinyl or Tile?
Response: RS-04 is sheet vinyl
45.Question:
How many Past Performance Questionnaires are required for submission?
Response: 1
46.Question:
Is CPARS acceptable for submittal in lieu of a PPQ?
Response: No
47.Question:
Can we submit a PPQ that was used in a previous and recent technical proposal?
Response: No
48.Question:
The Specifications issued by SRD Architects for 2 ES contains no Specification Sections for Asbestos Abatement. The Specifications issued by Schwab Engineering contains one Asbestos Abatement Section but Part 1, Sub-part 1.1.2 – Extent of work lists the quantities as () blank. Will the VA issue Asbestos Abatement Specifications for both sets of Specifications, listing the actual Extent of Work Quantities?
Response:
The following Specifications will be used for both projects. ACM/LBP survey has been provided to contracting.
02 82 11 Traditional Asbestos Abatement, 02 82 13.19 Asbestos Floor Tile and Mastic Abatement and 02 83 33.13 Lead Abatement. **The VA provided the Mabbit report which identified areas containing hazardous materials. The bidding contractor is responsible to determine quantities.**
49.Question:
On the 2E South Plans sheet HA 101 Hazardous Material Note 9, 10, 11, 12 contain what we interpret to be overly broad statements. Is the Contractor required only to remove hazardous materials designated in the abatement specifications and in the drawings or are we to remove all of the HAZMAT in the work areas as mentioned in these following statements? If we are to remove all hazardous materials broadly described in these statements, it will add tremendous cost to these projects. Will the VA clarify and provide exact quantities of hazardous materials to be abated for this project?
Response: All materials removed from the construction area shall be removed and disposed of in the appropriate manner as determined by their individual classification as hazardous/non-hazardous. It is the contractors responsibility to verify quantities and classification.
50.Question:
On the 2E South plan sheet AD 101 we assume flooring is to be demoed however there is no note on the plan to indicate that it is to be removed. Please clarify what if any flooring is to be removed.
Response: All flooring is to be removed
51. Question:
In the attachment titled “Appendix A-C” page 17 of the PDF titled “Summary of Suspect Materials Tested” Item no.4 for drywall and joint compound states that we are to assume all drywall and joint compounds in the facility need to be abated as an asbestos containing material above 1%. Will the VA please confirm that the abatement contractor is to assume that all drywall and joint compound contains over 1% of asbestos?
Response: Yes
52.Question:
Will the Mechanical demo in the interstitial space affect ACM firestopping?
Response: Yes
53.Question:
Documents labeled Specs Vol 1 & Specs Vol 2 list in their Table of Contents - Appendix 1, 2, & 3. We did not find these appendices in the solicitation documents. Will the VA provide the missing appendices?
Response: missing Appendices have been uploaded to the solicitation on beta.SAM.gov
54.Question:
RFP, SF1442, Block 10 states: “Due to COVID-19 restrictions there will be 2 organized site walks limited to 20 vendors for each site walk.” We have experienced good early interest from subcontractors for attending the Site Visit. This poses a potential problem. How will the VA insure that the interested prime contractors will be accepted for one of the two Site Visits if many interested subcontractors arrive first and the 20 person limit is reached? Seems like “first come, first served” is not a practical method to insure that the actual persons representing firms who will be submitting offers for this bid will be allowed to attend. Will the VA consider changing to a reservation system whereas a prime contractor with (XX) additional subcontractors can register with the VA and be confirmed for admittance to one of the two Site Visits?
Response: No, both site walks will be on a first come first serve basis and a sign in log will be used track who attends both sessions.
55.Question:
In the Renovate Surgery Clinic 2E South spec section 01 10 00 Par 1.5.A it states General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying Work under this Contract or other contracts. Coordinate the Work of this Contract with work performed under separate contracts.
1. Facility Vendors under contract:
. Security solutions - Access control, CCTV & Intrusion system . TRL - Nurse Call . Apple Valley - Fire Alarm . Andover automation – DDC
. EMCOR – DDC
. Creative Signage – Interior signs . Guldmann – Patient lifts
Will the VA confirm that other than general coordination with these contractors all of the work depicted on the Drawings that these companies perform will not be the responsibility or cost of the Prime Contractor for this solicitation, or is the government trying to say that only these contractors/vendors will be allowed to be used for these scope of work? If these are the only contractors/vendors that will be allowed to provide services for this contract will the government issue a brand name justification for each of these contractors/vendors/services so that all general contractors biding on this contract know that there are no “or Equals” for these contractors/vendors/services.
Response: Contractor is responsible for the cost of the entire project, to include work performed by the sub-contractors listed
56.Question:
In the file Spec Vol 1 there are numerous references to basis of design and the specification list a lot of specific manufacture or model. Is it the government’s position to limit competition to these specific manufactures or products? In some locations I see a note that says substitution request shall be considered in accordance with section 01 10 00, but I cannot find any information about the process to have a product accepted as an equal. Is there a substitution request process? Do the substitution request have to be made prior to bidding or will they be done during the normal submittal process? Will the government please issue a brand name justification for every product that they will not allow a competing product that meets the specification intent and salient characteristic’s to be submitted on during the normal construction submittal review process? These contract documents appear to be severely limiting competition.
Response: The finish schedule for 2EN applies to both 2 EN and 2 ES. Items listed in this schedule are the hospital standard and WILL NOT be substituted.
57.Question:
Since the contract documents provided specification sections from two separate AE’s, where conflicts, if any, arise between the two sets of specifications, which specification set will take precedent over the other?
Response: See answer to Question 21 for exact details
58.Question:
In Renovate Clinic 2E North spec section 01 00 00 Par 1.32 “Buy America Act Requirements” it states that:
If items are contractor furnished and contractor installed, they do not need to be approved vendors. They will need to meet the Buy American Act – note that the FAR designates construction materials differently than supplies. The 52.225 Buy American and 25.2 Buy American Construction Materials must be met, including supplies and construction materials.
The first part of this statement seems odd and conflicts with the information in 01 10 00 par 1.5A of Renovate Surgery Clinic 2E South Specifications, if we are to be providing the services of these companies as “contractor furnished contractor installed” The second part of this does not specify which of the many sub section of 52.225 Buy America Act is actually applicable to this solicitation. Are trade agreement countries allowed under this contract or are the materials going to be strictly American Made?
Response: Every effort should be made to use only American made products. The applicable FAR clause listed in the solicitation that applies is FAR 52.225-11 ALT 1
59.Question:

Can the Contractor assume that the material and labor for this discipline is supplied and installed under separate contract and will not be the responsibility or cost for the Contractor? If not, will the VA provide a complete specification section including glazing and hardware requirements for this work?
Response: This item is the responsibility of the Contractor: CFCI (contractor furnished/ contractor installed), see attached specification section 08 36 16.13 as requested.
61.Question:
2E North has the millwork colors specified on Sheet IF600. Recent projects at VA Loma Linda have called out Renew panels with Fossil Inserts. Will the VA confirm these are not desired for this project and clarify that the Contractor should adhere to the colors specified on Sheet IF600?

64.Question:
2E South, during the Site Visit the participants were only allowed into one Therapy Room. A patient lift was observed in that room that is designated for removal in the RCP Demo Drawing AD 102. Drawing AE 103 – New Reflected Ceiling Plan does not depict any new lifts being installed. Will the VA confirm that no new or relocated ceiling lifts are required for the new configuration for 2E South?
Response: Per plan QH 101 Patient lifts are to be installed in rooms 106, 135, 141 and 145. The VA has a contract with Guldmann to install lifts. Contractor shall be responsible for the coordination with Guldmann for the installation of these lifts. Detail plans from Guldmann are provided in the 2 ES Drawings and have been uploaded to beta.SAM. Contractor is also responsible for items not covered by Guldmann installation such as electrical.
**Guldmann has a national contract with the VA. We must utilize them for the installation of the Patient Safety lifts in our VA Hospitals. In order to alleviate any problems/delays when the project reaches the point when it is time for the patient lifts to be installed we purposely put the detail plans into the solicitation packet so prospective vendors will know what patient lifts are to be used. Futhermore in the statement of work Guldmann is listed under section B.7 Specific Requirements D “Contractor will coordinate with Guldmann for the installation of patient lifts as clearly indicated in the drawings; cut sheets are included.”.
Response 64 (continued) Guldmann will install the patient lifts. The lifts and tracks will paid for by the VA under a separate contract. The vendor that the contract is awarded to is responsible for the lift infrastructure as previously mentioned. **

Today, 8/7/2020 a shop drawing that appears to be for the patient lift system was issued. Per sheet QH 101 the 4 ea patient lifts are owner furnished owner installed OFOI. Is the government issuing this shop drawing simply so we know what the OFOI equipment looks like, or is there is change in who is responsible for the procurement and installation of the patient lit system?
Response: The drawings were uploaded in response to Question 64. They are part of the 2ES drawings supplied by Davy Architecture, however we felt they would be easier to access this way. The Guldmann patient lift system is also referenced in the Statement of Work that is part of the RFP. This is by no means a change to the procurement or the installation of the patient lift system. Response to question 64 is applicable to this question as well.
