The RFI responses address 39 contractor inquiries covering critical project requirements including: staffing structure (superintendent can dual-hat as SSHO but cannot serve as QA/QC; QA/QC must be on-site when required); no ICRA requirements; no tax inclusion in proposals; Davis-Bacon wage determination applicability; Building 46 requiring Spanish tile installation on approximately 8,000 square feet and Building 34 requiring asphalt shingle replacement; installation of a 12-inch channel drain system with discharge details to be determined; new copper flashing replacement with specifications governing; removal of existing surface materials and installation of new roofing; roof hatch rail system with electric lift rated for 500 pounds; VA day badge sufficiency for security; contractor responsibility for all traffic control, flagging services, water testing (flood testing preferred), and UL inspection/certification for lightning protection system updates. The contractor must submit laydown areas, crane setup, and hoisting plans after Notice to Proceed. Specifications take precedence over drawings in case of conflicts.
