Annual Electric Chiller Operational Tests & Inspections - Preventative Maintenance
Electric Driven, Centrifugal 900-ton units. Model: York YK (2each R-22; 1each R-134a).
YORK YK. (Completed before May 1 of each year). Contractor shall provide all consumables, personnel, transportation, supplies, cranes, rigging, scaffolding and labor as required to successfully complete the Annual Preventative Maintenance inspections. Required tasks/check points are outlined below. One (1) report per each chiller is required and shall contain pertinent results and/or comments along with any recommendations for corrective maintenance actions. Contractor shall log any circumstances that may prevent completion of an inspection.
Inspections and Tasks to Perform
Draw oil sample for analysis each year and provide report.
Contractor to perform Eddy Current Inspection on Evaporator and Condenser Tubes every three (3) years.
Perform Vibration Analysis and provide report.
Measure mechanical seal leakage, document, and determine need for replacements.
Perform leak tests on machine and repair leaks.
Change oil filter and refrigerant dehydrators.
Evaluate refrigerant charge. Adjust / trim as necessary.
Calibrate and set chilled water and condensing water flows using ultrasonic meters.
Inspect all electrical controls.

Heating Hot Water Pumps

Contractor shall provide all consumables, personnel, transportation, supplies, cranes, rigging, scaffolding and labor as required to successfully complete the Annual Preventative Maintenance inspections. Required tasks/check points are outlined below. One (1) report is required per each Cooling Tower, Chill Water, Condenser and Heating Hot Water Pumps and shall contain pertinent results and/or comments along with any recommendations for corrective maintenance actions. Contractor shall log any circumstances that may prevent completion of an inspection.
NOTE: These PM inspections are to be scheduled within the same 2 – 4-week time frame each year;
unless otherwise directed by the COR.

1. Cleaning and disinfection of (6) Evapco and (1) Marley Cooling Towers.
2. Cleaning or Replacement of all Chilled Water, Condenser and Heating Hot Water Pump Strainers (listed in equipment schedule).
Check proper operation/adjust blowdown intervals if needed.
Inspect /record voltage & amperage.
Annual Cooling Tower
PM tasks.
Perform vibration analysis of cooling tower fans.
Balance cooling water flows, VA personnel to assist.
Meggar Motor Inspect /record voltage & amperage.
Megger fan motor and inspect contacts Re-pitch blades and achieve optimum performance as required.

Boilers: Annual Service, Cleaning, and Testing
Contract covers a total of two (2) Cleaver-Brooks fire tube boilers.
To be performed between May 1 and October 31 and must be completed before November 1 of each year.
Contractor shall provide all consumables, personnel, transportation, supplies, cranes, rigging, scaffolding and labor as required to successfully complete the Annual Preventative Maintenance Inspections, Cleaning and Testing. Required tasks/check points are outlined below.
One (1) report per each boiler is required and shall contain pertinent results and/or comments along with any recommendations for corrective maintenance actions. Contractor shall log any circumstances that may prevent or delay completion of a task.
Pre-purge setting of flue gas recirculation damper.
Burner Control.
Low-oxygen alarm and/or cut-out.
Boiler outlet damper wide open for purge.
Purge air flow interlock.
Timing for pre-purge Timing for post purge.
Ignition timer.
Low fire position interlock.
Combustion air interlock.
Main flame out, i.e., time to close valves.
Ignition flame out, i.e., time to close valves.
Minimum ignition flame test.

Perform comb. analysis under gas & fuel oil operation. Calibrate fuel/air mixture.
Calibrate steam, oil, gas and feed water press. gauges & industrial controls.

Cleaning services (Mechanically punched tubes). Once each per boiler.
Boilers Semi Annual, Annual Fuel Train, and Air Train Testing
Each boiler to undergo fuel train & air train testing two (2) times per year as per current VHA DIRECTIVE 1810. Using the current VHA boiler and associated plant safety device testing manual and provide testing results on the forms provided in Appendix A of TESTING MANUAL.
Boilers: Quarterly Preventative Maintenance.
To be performed four (4) times per year during each calendar quarter. When conducting Semi-Annual and Annual PM tasks, the quarterly is to be added to the overall scope of work. Contractor shall provide all consumables, personnel, transportation, supplies, cranes, rigging, scaffolding and labor as required to successfully complete the Quarterly Preventative Maintenance inspections. Required tasks/check points are outlined below. One (1) report per each boiler is required and shall contain pertinent results and/or comments along with any recommendations for corrective maintenance actions. Contractor shall log any circumstances that may prevent or delay completion of a task.

The scheduled annual inspection of each chil ler is to include all items as l isted on the monthly tasks l ists as well as the items l isted below as scheduled per contract agreement and/or as requested by the COR.

Inspect all electrical controls.
Perform Eddy Current Inspection on evaporator and condenser tubes every three (3) years or as contracted.
(VA staff to brush tubes) Measure mechanical leakage, document and determine need for replacement.
Draw Oil Samples and provide separate report to the VANTXHCS
Perform leak tests of machine and repair any leaks.
