About this file
This is Amendment 0004 to Solicitation 36C25726B0001, issued by the El Paso Contracting Office of the Department of Veterans Affairs for Project 549-23-601: Upgrade Chillers & Cooling Towers at Energy Center. The amendment extends the proposal due date to June 1, 2026, at 10:00 CDT and announces an additional pre-bid site visit scheduled for Wednesday, May 13, 2026, at 10:00 AM CST at Building 9 of the Dallas VA Medical Center (4500 S. Lancaster Rd., Dallas, TX 75216).
The amendment provides clarifications to eight Request for Information (RFI) responses addressing technical requirements for the chiller and cooling tower upgrade work. Key clarifications include: (1) all pneumatic actuators must be replaced with DDC controls, with contractors responsible for assessing valve conditions and replacing valves/actuators if conversion is not feasible; (2) contractors are responsible for means and methods to provide isolation valves and coordinate all shutdowns with the VA; (3) existing VFDs serving current pumps may be reused unless new pumps exceed their horsepower rating; (4) new chillers rated for 4160V service shall include factory-mounted variable speed drives per mechanical specifications; (5) standard schedule notes for 480V chillers are not applicable to this 4160V project; and (6) the project requires replacement of three 350A molded case circuit breakers with 225A breakers inside MCC-CH1 with field retrofit to match existing style and AIC ratings, with no requirement to replace starter buckets or load break switches as Eaton has discontinued legacy equipment lines.

Project: 549-23-601 Upgrade Chillers & Cooling Towers at Energy Center - Clarifications
1. RFI response question 12- it call for existing valves to remain and be reused, however it later call for pneumatic to be replaced.
Response: Replace any and all pneumatic actuators with DDC. Contractor shall be responsible for assessing the condition of all existing valves being reused. If the pneumatic actuator and valves cannot be converted to DOC, valve and actuator shall be replaced.
2. RFI response question 14- the answer does not match the question given and does not address the situation. There are not additional isolation valve before the pump and there is no way to change the control valve without performing a pipe freeze. Additionally, the bypass piping if after the control valve so it cannot function in per the drawings.
Response: Yes - means and methods are the contractor's responsibility. All shutdowns shall be coordinated with the VA. Provide any additional valves needed for pump/chiller replacement to ensure equipment functions according to the existing sequence of operation.
3. There seems to be some confusion on if the existing vfd's can be reused or replaced.
Response: We see no issue with the reuse of the existing VFD's that serve the existing pumps unless the new pumps have a higher HP rating. For example, if the VF D's are rated for 20 HP but a 25 HP pump is to be installed the VFD will need to be replaced. There is no option to reuse starters associated with the Chillers to be replaced.
4. Can you please provide clarification on the following? There is a discrepancy in the verbiage related to the notes below. I assume we are sticking with the current (remote mounted) configuration
Response: See response to question 6.
5. Note 14 states: 5kv solid state starter soft starter. Chiller 7 has a remote mounted, variable speed drive. Are we to match that style or follow the plans using the soft starter?
Response: Mechanical Specifications and mechanical schedules dictate the requirements for the new chillers. Spec Section 23 64 00, par 2.1.Y calls for a variable speed drive for the chillers integral to Chiller package. Chiller schedule on M-501 calls for the new chillers to be rated for 4160V service.
6. Page m-501 - chiller schedule (ccu) note 2 states: "provide factory mounted starter and disconnect switch" - the current setup has for chiller 3-6 has remote mounted solid state reduced voltage starter.
Response: This std note is applicable for 480V chiller packages, not 4160V. Note 2 is not applicable to this project.
7. Page e-201- electrical keynote: note 14 (truncated) - combination electronic 5kv solid state starter (soft starter) with disconnect for new chillers provided with chiller package.
Response: See response to RFI 5 above.
8. We received notice that eaton (the manufacturer for the fuse buckets for the existing switch gear) is not releasing pricing as they claim what is specified is no longer available. See statement from eaton below:
At the end of 2025, eaton discontinued all classic ampgard full starters and load break switch offerings.
We can provide these in our nextgen ampgard. Eaton does not offer retrofit into existing cells either.
The new switches would be in entirely new structures and to close couple them to existing lineup requires splitting and separating the existing lineup to fit new structures.
Response: This project requires the replacement of (3) 350A existing molded case circuit breakers inside MCC-CH1 with (3) 225A circuit molded case breakers. There are no starters or load break switches as part of this work. This work does not require the replacement of the buckets that hold these breakers.
Provide new breakers to match existing style and AIC rating. Field retrofit to MCC2 to perform this work.
