About this file
This document is an Amendment (SF 30) for Solicitation Number 36C25725B0016 for Tank Testing and Veeder Root Installation at the Department of Veterans Affairs. Amendment 0003 extends the receipt of offers deadline to 04-07-2025 at 10:00 AM CDT and includes responses to multiple Request for Information (RFI) questions about the project scope.
Key project details include requirements for generator facilities in Buildings 165, 193, 196, 14, 198, 197, 194, 202, and 208, involving Veeder Root system installation, leak detection sensors, overfill alarm modifications, and centralized monitoring in Building 99. The amendment clarifies specifications such as relocating acknowledgement modules, installing liquid sensors in sumps, hydrostatically testing containment sumps, using double wall spill buckets with drains, and handling gas-line penetration points. Contractors are instructed to include all additional costs within their primary bid, and the VA provides specific guidance on technical implementation details for the tank testing and Veeder Root installation project.

SF30 BLOCK 14 CONTINUATION PAGE(S):
RFI RESPONSES
1. Would we change the existing overfill alarms (both the alarm and acknowledge modules) when we replace the Veeder Root & Probe?
No all but one are operational.
2. The current overfill acknowledgement modules are mounted inside the generator buildings by the Veeder Root. Normally, they are mounted outside near the alarm so the delivery drivers can acknowledge and turn off the alarm. Would you like the acknowledgement modules moved outside?
Provide a cost to relocate overflow alarm and stop to fill side of tank in their bid.
3. Would you like us to install leak detection liquid sensors in the sumps when replacing the Veeder Root?
Yes
4. While testing the tanks, do you want the larger containment sumps to be hydrostatically tested as well?
Yes
5. For the larger containment sumps that are taking on water and/or damaged, should we include a price for replacing them?
Yes, Provide a cost to replace the sumps at all locations.
6. If a large sump needs to be replaced, would you like the new one to be monitored by the Veeder Root with a liquid sensor?
Yes
7. Would you like us to price the double wall spill buckets with drains or without drains?
With drains
8. Is the VA IT group running the LAN drops from the Veeder Root BACnet device to the existing connection in the generator shed or should we include a price in our bid to do so?
Please include the price in your bid.
9. Can we get a list of all generators building numbers that contain TLS350 systems currently?
Building 165,196,14,198,197,194,202 and 208
10. Can we get a list of all generators building numbers that will need new TLS systems installed?
Building 165,193,196,14,198,197,194, 202, and 208
11. "1.Install centralized monitoring station in building 99 and conduct Veeder Root testing, programing and provide training of VA staff before COR final approval." Once connected to the LAN, all Veeder Root gauges can be monitored through a web browser via IP and/or the BACnet device. A special central monitoring device from Veeder Root is not required for this. Will your IT provide the PC or would an existing PC in Building 99 on the same LAN as the Veeder Roots be used?
The existing one will work in Building 99.
12. Would you like us to quote TCEQ certified inspection boxes at the penetration points of buildings instead of the current concrete blocks to further assist in putting your overall operation in compliance ?
The gas-line penetration into the building shall be installed with either a concrete or metal cover meeting the TCEQ requirement to include containing an inspection port.
These covers are required to prevent damage due to landscape operations.
13. Regarding the Q&As for amendment 2: When answers are provided that state "Provide a Cost to..." Does this mean the VA wants those items to be quoted separately from the Bid Amount?
No it should be included in the bid.
