About this file
This document is an Amendment (0002) to a Department of Veterans Affairs solicitation for Tank Testing and Veeder Root Installation (Solicitation Number 36C25725B0016). The amendment provides detailed responses to 11 Request for Information (RFI) questions from potential contractors, addressing technical specifications and project requirements. Key responses include guidance on concrete pad drainage at Building 14, tank equipment replacement protocols, and specific technical details such as using a TLS4 console with 12 input channels. The VA confirmed that contractors should replace various tank components including manways, risers, spill buckets, and perform tank integrity testing before and after installation, with fiberglass recommended for manhole cover replacements. Supplemental attachments include tank information PDFs and equipment specification documents to support the solicitation's technical requirements.

SF30 BLOCK 14 CONTINUATION PAGE(S):
RFI RESPONSES
1. Building 14 Veeder Root Concrete Pad: the VA has stated they would like the new concrete pad to be sloped to allow for positive drainage, but the curb is obstructing the natural path for the water to flow. Does the VA want to reconfigure concrete, curb, and ground to allow for the positive drainage for the run-off to flow to exit the area?
Response: The intent is that all new concrete pads would be sloped to provide positive drainage away from the fill lids and access ports. At Bldg. 14 specifically, the contractor could choose to provide curb cut to grass drainage area on the north side of tank or adjust grades to concrete ditch along south side tank. Other suggestions were the application of a speed bump or diversion ditch before the tank to flow water across toward southside. Any of these are acceptable.
2. Overflow button on inside, would the VA like to overflow moved outside?
Response: Provide a cost to relocate overflow alarm and stop to fill side of tank in their bid.
3. Do we replace the sump for building 202?
Response: Yes, provide cost for replacing the sump at all locations.
4. If we replace the manhole cover, what material would the VA like to back with? Building 195 serves 8/9 Response: Fiberglass is the preferred replacement material.
5. Does the VA want a unit cost for sump replacement?
Response: Yes, provide cost for replacing the sump at all locations.
6. Does the VA want a unit cost for tank replacement?
Response: Not currently. The scope of work does not cover tank replacement. Should a tank fail during testing these will be handled under a contract Modification or separate contract.
7. If we are doing new tank pads, it is best to install all new equipment on the top of the tank, this generally includes:
Response: Agreed, anything removed during concrete pad demo should be replaced with new.
-ATG manways Response: Replace -Vapor manways Response: Replace -STP sump manways Response: Replace -New tank risers Response: Replace -I would also recommend installing new double wall spill buckets as well. The existing spill buckets are often damaged in the demo process and shouldn't be reused.
Response: Agreed. Replace spill buckets.
-Adapters and caps could be reused, but it is best to install new equipment.
Response: Agreed. Replace equipment.
8. Also, on the scope of work, the initial tank testing would be completed, but after replacing equipment on the top of the tank, we would need to include a tank test to verify the systems integrity after installation.
Response: It is standard practice to test tank modification after work is complete. So, for the purpose of this contract integrity will be tested before starting work and after.
9. Regarding Project Requirements, all sections:
· Are any pictures available of existing conditions?
· Are any pictures available of existing TLS350 consoles?
· Are any pictures available of existing piping?
· Are any pictures available of existing conduits and conductors?
Response: No
10. Are tank sizes, tank dimensions, tank type, tank charts available?
Response: Please see the attached PDF documents for tank information. Do note that the UST north of building 14 are not included in this scope of work.
11. Regarding Project Requirements, Project Specific Items:
The TLS4i was phased out of production two (2) years ago. The current offering is the TLS4 which has the capacity for input from twelve (12) devices (probes and sensors). Should the need for (16) device Input be required, responders will need to provide a TLS450PLUS. Which device does the site require?
Response: The TLS4 will be adequate with 12 channels per SME’s. Spec and Brochure is attached.
