About this file
This document contains questions and answers regarding solicitation number 36C25723B0057 to upgrade medical gas systems in buildings 1, 28 and 29 at a Department of Veterans Affairs facility. The solicitation requires retrofitting medical gas outlet latch valve assemblies, except where piping needs full replacement. Pricing is requested for new vaporizers for the existing bulk oxygen system and should be included as separate line items. New vacuum pumps must be suitable for a combined medical vacuum and waste anesthetic gas disposal system. No manufacturer is specified for pipeline equipment, with Powerex as the basis of design. Temporary medical air compressors and vacuum pumps may be needed to prevent service lapses during source equipment replacement, provided they comply with downtime restrictions in the phasing documents.

IFB 36C25723B0057 – RFIs AND ANSWERS – PART 2
1. Will we also replace the medical gas outlet rough-ins or retrofit the latch valve assemblies?
Retrofit latch kit assemblies, except where piping to the outlet(s) is also shown replaced. In such cases, replace piping entirely to outlet including rough in, sized as noted.
2. According to PS101 Keynote 2, the new bulk oxygen tank and vaporizers will be provided under a separate contract. We want to confirm this does not apply to this solicitation.
The referenced keynote has two alternative options to be priced, add alt 1 and add alt 2. Add alt 2 is site prep under this contract for new tank and vaporizers under a separate contract.
3. Per PS101 Keynote 2 Add Alt 1, pricing is requested to provide new vaporizers for the existing bulk oxygen system. Is pricing to be included in the bid or provided as a separate line item?
Add Alt 1 and Add Alt 2 are to be separate line items, additive to the base bid.
4. Per PQ601 Medical Vacuum pumps in Building 29 are Triplex Lubricated Vane. This building has anesthetizing gasses. Should this be Claw technology? If not, it should be oxygen-assured at a minimum if used for WAGD.
New Vacuum pumps shall be suitable for a combined MV and WAGD system.
5. Is there a preferred medical gas pipeline equipment manufacturer? No manufacturer was spec’d for the pipeline equipment.
Powerex is basis of design, or approved equal. All pipeline equipment under the project shall be furnished by a single manufacturer.
6. To prevent a lapse in service when replacing source equipment (medical air compressors/medical vacuum pumps), would temporary compressors/pumps be required to be installed?
GC sheet series contains phasing descriptions and allowable downtimes, along with some suggested phasing sequences to meet the downtime restrictions. Temporary equipment to meet the same intent and restrictions is not prohibited, so long as the temporary system is NFPA compliant.
