Response Are we to dispose/abate of any asbestos, lead, mold, or other hazardous material as part of this project?

If so, provide appropriate hazardous material site survey report.

The VA will provide a report

What will the

ICRA level be for this project?

Category D High Ris k so it would be level 4 Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?

The only proprietary systems we have is Johnson Controls for HVAC and Seimens for fire alarm.

Will all work associated with this project able to be performed during regular working hours?

Most work will be able to be performed during normal business hours.

It is our understanding that the Solicitation is a Sealed Bid (IFB) design-bid-build project with the

Government's AE being responsible for the design portion (providing a full and complete set of

Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE.

Put another way, the successful offeror will not be required to perform any design-build services as part of th e contract - correct?

It's AE's understanding that unsealed set was put out there for initial bidder inquiries, so maybe that's what the confusion is here.

AE has provided sealed documents, so should be clear that this is a normal

DBB

contract.

Panelboard LS1E is shown as new but there isn't a panel schedule, and it is not shown on the riser diagram.

Is this simply a re-located panelboard?

If a completely new panelboard is required, please provide a panel schedule and riser diagram.

All panels are existing. LS1E Demo has been removed by others. LS1E

(NEW) has been relocated by others and is existing.

I'm assuming panelboard LS1E is on the life safety branch.

If it is re-located or replaced with new, it will have to meet coordination requirements of NEC 517.31 (G).

Has there been a recent, up to date coordination study performed on the electrical service?

If so, can we get access to that study?

LS1E

is existing.

It is not being relocated.

In the event that the current life safety branch does not meet the NEC coordination requirements, how will repairs to the existing electrical service be handled?

We just had a project done a year ago to upda te the electrical service in that area so there should not be any repairs needed. In the case of any repairs needed our electricians should be able to complete in house.

Where will the staging area be located, in location to the project area?

General note 4 on new Fire Alarm Floor Plan FA101 indicates “Provide and install required duct smoke detection, remote LEDS/Test Stations, and fire smoke dampers/smoke dampers smoke detection.” We understand the required devices are shown on the new Fire Alarm Floor Plan. Please note FA101 does not show any smoke detectors, LEDS/TEST Stations, fire smoke dampers/smoke dampers smoke detection. If any of these are required, please identify on the fire alarm plan.

A duct smoke detector is required at each new combination Fire/Smoke Damper - See mechanical drawings MH101-1 and MH101-2 for damper locations.

General note 3, FA101 “Connect all fire alarm system devices and sprinkler system devices to the existing fire alarm control panel.” Please identify the location of the existing fire alarm control panel (on a floor plan) so the raceway, wire and ceiling patch can be quantified and priced.

Attached. Room number is 83

Plan sheets MH101-1 and MH101-2 identify locations for the Fire Smoke Dampers (FSD). Detail MH502 Fire Damper note 5 refers to access panels to permit servicing the fusible link. Detail 2/MI701 Smoke Damper Control Diagram indicates Upon detection of smoke detector, the smoke damper shall close & send an alarm to the ECC. The Fire Alarm Sequence of Events on FA 100 indicates that when Smoke Detector goes off, shut down HVAC units and Supply fans, but it does not indicate to close the damper. In general, please clarify the scope of the fire alarm to include:

New Smoke Detections shall signal smoke dampers to close NOT activate shut down of mechanical units as indicated on FA100 Sequence of events. There should already be duct smoke detection existing to handle that operation.

Is Fire Smoke damper controlled by fusible link or by duct smoke detector?
RE: Sheet M701: See Combination Fire/Smoke Damper Control Diagram. Fire smoke damper to be controlled by duct Smoke Detector, Damper Actuator, two (2) temperature fire closure device, position indicator in sequence. Provide Combination Fire Smoke Damper: Damper, Actuator, Temp Switch, High Temp Switch, Duct Detector, Position Indicator.
Revise Fire Alarm Sequence of Operations to reflect what is desired (close fire smoke damper?)
RE: Sheet M701: See Combination Fire/Smoke Damper Control Diagram. Fire smoke damper to be controlled by duct Smoke Detector, Damper Actuator, two (2) temperature fire closure device, position indicator in sequence. Provide Combination Fire Smoke Damper: Damper, Actuator, Temp Switch, High Temp Switch, Duct Detector, Position Indicator.
Identify which HVAC units (and their locations) are to shut down upon smoke detection.
RE: The existing unit is located in the basement. Unit is to remain. Fire smoke damper / unit shutdown interlock is not required. Smoke Detector local to the unit will operate smoke damper in sequence and send alarm signal to fire alarm system.

General note S on EP103 and EP104 indicates to provide 120V Connection for Smoke Damper… but these sheets which are titled “Electrical Power for HVAC” do not show the locations. Also, electrical panel schedules on E601 do not identify any circuits dedicated to fire smoke dampers. Is the intent to use fusible link or 120V power & smoke detectors to operate the fire smoke dampers? If 120V power & smoke detectors, please identify circuits for the fire smoke dampers.

RE: Sheets EP103, EP104, E601. Provide new circuits H1G-10, 17 for new 120V circuits for FSD. RE: Coordinate with Mech for final locations.

Plan sheet EP101 note L states “Telecommunications cabling shall be installed by client’s vendor. Electrical contractor shall coordinate required junction boxes and raceway rough-ins with appropriate vendor.” We understand the project provides for the in-wall electrical rough-in and stub up and the VA’s separate vendor is providing and installing (outside of this contract) all data cabling, terminations, above ceiling raceways, and data outlets . If this is not a correct understanding, please clarify otherwise by amendment.

Electrical telco scope includes raceway rough-in at indicated locations. Raceway and structured cabling above ceiling including cable, terminations, etc. by others. Agreed.

The one-line diagram on E901 depicts items which seem out of scope for this project including demolition of electrical conduit/wire from building 15 generator room, emergency distribution switchboard, to Automatic Transfer Switches 1 and 2. Also shows demolition of grounding at the same switchboard. If these are required, please provide floor plans showing the routing of the conduit/wire to be demolished so the work can be quantified and priced.

RE: Comment Response 68: RE: Sheet E901. Sheet reissued with scope clarifications. Agreed.

69
Is the only work required by the one-line diagram on E901 limited to the new panels H1G and H1ER and all other work shown is not in contract?
RE: Comment Response 69: RE: Sheet E901. Yes. Sheet reissued with scope clarifications.
70
The plans do not identify the use of wall and door protection. If any of the items in Section 10 26 00 are required, please identify locations on revised floor plans by amendment.
Will provide update the plans with required wall and door protection.

The plans identify the toilet accessories as VA provided and installed. If any toilet accessory listed in Section 10 28 00 is required to be provided by the contractor, please identify specific items and locations by amendment.

All FF&E in AS131/06 will be furnished and installed by owner.

72
Section 01 00 00 paragraph 1.3 Statement of Bid Items refers to a different project and is not applicable. Please revise via amendment.
Will correct to reflect the correct project name. Specification requirements would not change.
Can the project superintendent take photographic documentation with his mobile phone camera and provide via email in lieu of a professional photographer and hard copies? Reference Section 01 00 00 paragraph 1.16.
Yes, photographic documentation via camera / email is acceptable so long as it is complete. Completeness of the documentation shall be as approved by the COR.
74
AS141 general note 1 mentions 3" sound attenuation blankets to be installed in the stud walls. These are not mentioned in specifications. Please provide requirements for this item.
Will provide Section 07 21 13 for Sound Attenuation Batt Insulation
75
Please specify size of ceramic tile for bathrooms.
2"x2" Mosaic Module
76
Per the plans we understand there to be no corner guards in this project. Is this correct?
Will provide update the plans with required corner guards.
We understand work underneath the floor to partially be in crawlspaces accessible via the building’s basement. Upon inspection, these crawlspaces are exposed earth of varying elevation. Does VA anticipate excavation for sanitary line to be necessary for this project?
In the areas where piping is installed in accessible crawlspaces, the contractor is responsible for means and methods relating to the pipe installations. Existing earth elevations in crawl spaces have not been defined.
78
Why does MH101-1 new HVAC show the existing floorplan to demo and not the new floorplan?
RE:Background floor plan is updated to reflect new floor plan.
79
Recently amended plans have many changes that aren't marked with clouding. Please cloud changes to plans as typical.
Do not understand comment. Drawings that were provided were initial Issue For Bid submittal. The Government had to break the drawings done in order to upload to SAM.Gov
80
Amended plans are provided in 8 ½” x 11” format and are thus not to scale. Please provide to scale drawings.
Documents provided to VA were not in 8.5 x 11. Unsure how bidder's set is that size.
81
Please provide make, model, and manufacturer of patterned glass partition in waiting room
AE doesn't specify a certain model and manufacturer. Provide COR samples match the existing fritted glass for approval.
82
