About this file
This document contains responses to contractor questions regarding a federal solicitation to install an electric generator at the Polytrauma Transitional Rehabilitation Program facility. The project will be classified as Type C, Level III Medium risk under the ICRA framework. Contractors requested clarification on whether a temporary generator would be required during the lengthy electrical service outage for the new automatic transfer switch installation. The agency response indicated the outage could take over 12 hours and that contractors should provide a temporary generator if needed to comply with project phasing. Drawings of the existing irrigation system were also requested, but the file attachment in the response was inaccessible. The solicitation is for the Department of Veterans Affairs to install a new electric generator at the Polytrauma Transitional Rehabilitation Program facility in network 17 for $36,257,200.

RFI #2: What will the ICRA level be for this project?
A: This project will fall as Type C, Level III Medium, Risk under the new ICRA requirement.

Response: The attachment in this VA answer is not accessible to contractors. Please provide a PDF attachment in an amendment.
RFI #16. Temporary Generator: Re-building the electrical service will require an extensive outage. Please confirm if a temporary generator will be required during the service installation of the new service entrance for the ATS. This will be a lengthy outage.
A: Refer to Question #9.
Response: The answer to Question #9 does not address this issue. The outage for rebuilding the electrical service and making up the new ATS will take much longer than 9 AM - 2 PM. The outage to perform the work per the design could take over 12 hours.
That is why we asked if a temporary generator will be required to bypass the service and power the building during the outage. If a temporary generator will be required, the VA needs to state what sizing/load rating is needed. We are not the designers for this project and this information needs to be provided. Otherwise, the VA needs to state that a longer outage will be allowed.
The answer to item #16 falls under means and methods.
It will take time and coordination to construct the new equipment rack and place the new ATS, the buildings existing electrical service should remain undisturbed during this portion of construction.
After completion of the rack and placement of the ATS, the contractor will schedule an electrical service shutdown. The new wireway can be installed in conjunction with the existing electrical service being reconfigured to the normal side of the ATS. The contractor should be able to complete the electrical service reconfiguration within the allotted time.
Upon completion of this procedure, the buildings electrical service can be restored.
Construction can proceed with the installation of the generator.
When the installation of the generator is completed, the contractor will schedule another electrical service shutdown to connect the generator to the emergency side of the ATS. The contractor should be able to complete the electrical connections within the allotted time.
If the contractor determines that a temporary generator is required to comply with the project phasing requirements, a generator equal to the specified generator shall be provided by the contractor.
RFI #22 Sheet MEP100, KN#4: Please provide drawing showing existing irrigation layout and zones, valve locations, etc. This is needed so contractors know how to maintain a temporary system during construction.
A: See attached PTRP Irrigation Drawings.
