36C25722B0032

X X X September 13, 2022 @ 10AM CST

A. Amendment 0002 is issued to provide the consolidated RFIs with responses.

B. The Bid Closing is changed to September 13, 2022, at 10 AM CST.

C. Number of days to complete the project is changed to 540 days from receipt of the NTP.

Joyce M. Mills Contracting Officer Consolidated RFIs with Responses: 36C25722C0032:

1. Are we to dispose/abate of any asbestos, lead, mold or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.

A: No ACM identified.

1. What will the ICRA level be for this project?

A: This project will fall as Type C, Level III Medium, Risk under the new ICRA requirement.

1. Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?

A: Reference Statement of Work (SOW)

1. Will all work associated with this project able to be performed during regular working hours?

A: Reference sheet MEP100, “Construction Noise and Traffic Requirements” and “Project Phasing Plan”. The contractor is responsible for developing a construction plan that will minimize disruption to site activities and limit construction noise to the hours indicated.

1. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?

A: Yes…correct.

1. Could we please be provided with the Geo-Tech report due to structural upgrade needed to for soils.

A: Reference specification section 01 00 00.01 Geotechnical Engineering Report.

7. Period of Performance: There is no way that this project can be completed in 180 days if the NTP is issued prior to knowing when long-lead equipment will arrive. Current generator lead times are running 40-60 weeks, depending on the manufacturer and actual release date. It would be best if the CO, COR, & contractor coordinate a construction start time based on when the equipment is scheduled to arrive. That date can be tracked via the supplier once submittals have been approved and equipment is released for production. Please consider this approach.

A: Adjusted completion day will be adjusted to 540 days.

8. Section 014500-6: Normally on VA projects, a superintendent can perform SSHO duties in addition to Quality Control duties. Due to the relatively small size of this project would that be acceptable? This will save the VA a considerable amount of money.

A: If the proposed superintendent can demonstrate the qualifications to perform as both the SSHO and perform the QC duties, it is acceptable that the superintendent performs both duties.

9. Energized Electrical Work: In past projects for the VA, we have had to work on panels that were energized due to being critical/life safety panels. Will that be the case on this project? Are there panels that cannot be shut down that we will be doing work on?

A: Reference sheet MEP100, “Construction Noise and Traffic Requirements” and “Project Phasing Plan”. Reference sheet ES300. It is the contractor’s responsibility to determine the means and methods of implementing the installation of the equipment indicated. Planning and coordination should allow the installation of the new electrical service/gear within the indicated time constraints.

10. Lightning Protection Counterpoise: Does the lightning protection system require a grounding counterpoise?

A: Reference sheet ES301 “Lightning Protection Plan”. The generator lightning protection system shall be designed, installed and certified by a licensed lightning Protection contractor. Coordinate requirements with approved shop drawings and installed field conditions.

11. Grounding Rods: Typically, lightning protection grounding rods are located within 5’ of vertical riser to air terminal. This would place said rods in the footprint of the new concrete pavement.

Please clarify if ground rod testing wells are required and/ or if ground rods shall be accessible below concrete.

A: Reference sheet ES301 “Lightning Protection Plan”. The generator lightning protection system shall be designed, installed and certified by a licensed lightning Protection contractor. Coordinate requirements with approved shop drawings and installed field conditions. It is preferable to locate ground rod(s) as indicated on Lightning Protection Plan.

12. Building Conduit Penetrations: During the site visit, it was observed that the underground conduit entry point at the building electrical room would be obstructed by switchgear inside the room. Contractor proposes to route said conduits exposed on perimeter of building and enter the electrical room at approximately 6-7’. This would put the conduit entry above the main electrical switchboard and unobstructed. Will the VA allow this?

A: Reference sheet ES300, Detail 2. Route conduit under existing sidewalk. Rise up at building wall and penetrate building wall. Adjust height of wall penetration per existing conditions. Minimize obstruction to egress along existing sidewalk.

13. Sheet ES300, Detail#2: New racking calls for “PVC Coated Galvanized Steel Channel”.

Existing channel is not PVC Coated. Shall we replace existing and/ or leave as is and only install any new pieces to comply with the “PVC Coated Galvanized Steel Channel” requirement?

A: Replace/extend posts as indicated/required. Existing serviceable channel to remain.

14. Generator House Panel: Please confirm ATE 100A/1P shall feed the generator house panel that subsequently serves the generators ancillary loads. Typically, battery chargers and/ or block heaters require 208V.

A: The specified generator is provided with the features listed on sheet ES200. Coordinate electrical requirements with proposed generator prior to construction.

15. CPS Fee: In order to re-build the electrical service entrance, CPS will charge utility outage fees.

Please confirm if contractor is responsible or if Govt will pick up said fees.

A: Contractor responsibility.

16. Temporary Generator: Re-building the electrical service will require an extensive outage. Please confirm if a temporary generator will be required during the service installation of the new service entrance for the ATS. This will be a lengthy outage.

A: Refer to Question #9.

17. Alternate Temporary Power: Are there any additional electrical panels or feeds that will need temporary power installed during construction that is not explicitly shown on the design documents?

A: Refer to Question #9.

18. Duct-Bank Backfill: Please confirm whether electrical duct-bank backfill is select fill, flowable fill or concrete. Select compacted backfill.

19. Sheet ES200, KN#14: Instead of boring under the roadway, would it be ok to sawcut and excavate if road plates are provided for vehicle traffic as necessary? This may be more cost effective while still allowing driveway use. Work could also be scheduled to be done during off-peak hours.

A: Reference sheet MEP100, “Construction Noise and Traffic Requirements” and “Project Phasing Plan”. The contractor is responsible for developing a construction plan that will minimize disruption to site activities and limit construction noise to the hours indicated.

20. Permits: What permits, if any, are required for this project?

A: Refer to Question #3.

21. Sheet MEP100, Detail 1: The site plan shows that the generator shall sit a minimum of 25’ from the property line and the driveway. It appears that the relationship between the back fence-line and generator cannot achieve this spacing. Please clarify for contractors.

A: The project documents were developed utilizing survey information obtained during the design process. Please clarify differing site conditions.

22. Sheet MEP100, KN#4: Please provide drawing showing existing irrigation layout and zones, valve locations, etc. This is needed so contractors know how to maintain a temporary system during construction.

A: See attached PTRP Irrigation Drawings.

23. MEP Drawings: Cover sheet GI100 lists MEP101, but that sheet is missing from the plans.

MEP200 was provided, but not shown on the cover sheet. Please confirm that this is correct and we are not missing drawings.

A: Sheet numbers on cover sheet are not correct. Project sheet list should be: MEP100 Site Plan:

General Requirements, Phasing Plan & SW3P Plan. Sheet MEP200 Site Plan: Grading.

24. CAD As-builts: Are CAD as-built drawings required by contractors or will standard redline drawings suffice?

A; Standard Redline Will Suffice.

25. Additional RFIs: Please allow for one additional round of RFIs prior to bidding the project so contractors have more time to review the project specifications and requirements.

A: No.
