Questions to RFQ 36C25626Q0405

1. Please confirm that this solicitation is for the supply and delivery of carpet and vinyl tile only, and that installation of the product is not required.

Yes, this solicitation is for supply and delivery of carpet, vinyl tile, and other materials listed within the Statement of Work and Price/Cost Schedule only.

2. For the carpet, I see you selected Shaw Carpet tile, the series is Hand Drawn (5T113), but no color choice is listed. Color won't affect pricing, but it would be good to have listed.

Looking for a Soapstone color for carpet; Stoic Maple color for Luxury Vinyl Tile (LVT).

See Attachments 3 and 4 for sample colors. With VA approval, anything close to these colors would be acceptable.

I see the specs for the LVT are listed in "Scope B" and show a 2.5mm thickness with a 20mil wear layer. In this portion, it shows 18” x 36" size. Lower down in the price/cost schedule, it shows 5,000 sq ft volume and a size of 7” x 48”. In the purpose section, the volume listed for the LVT is 4,000 sq ft. Can you clarify if there is a specific product brand/series/color for the LVT? Can you confirm the size requirement (18x36 vs 7x48)?

Can you confirm the LVT Volume (4,000 or 5,000sqft)?

See Attachments 3 and 4 for product brand/series/color. The LVT volume is 4,000 SF.

See below for additional information.

• ASTM Standards:

3. We note that Attachment 1 does not include a detailed list of:

• Color selections, and

• Quantities by type/color.

Additionally, Attachment 1 does not specify:

o The required LVT product type/series, o Color/pattern selections, or o Quantities by type/color for LVT.

To ensure accurate pricing and compliance with VA expectations, could you please confirm:

a. Whether the VA will provide a detailed product selection list (manufacturer, style/series, colors, and quantities) for carpet tile and LVT, or

See Attachment 2 for LVT Flooring requirements and Attachments 3 and 4 for color examples. Anything close to the colors on Attachments 3 and 4, with VA approval, would be acceptable.

b. If bidders may propose any compliant equal products meeting the specifications in the SOW and RFQ, with final selections to be made by the VA after award.

Yes, equal and/or compliant products with VA approval will be accepted.

4. "Contractor to provide commercial-grade carpet and luxury vinyl tile to support ongoing maintenance and renovation projects for multiple buildings located at the Gulf Coast Veterans Health Care System, Biloxi, MS, in accordance with the terms and conditions listed herein. (See Statement of Work for detailed information.)"

I do not see a performance period. Is this a one-time delivery of materials or ongoing for multiple projects over a period of time? If it is a period of time and what is the start and end date of the period of time?

This is a one-time delivery, to be delivered within 60 days of order placement.

5. Page 5 of solicitation states "5. Delivery: All carpet materials must be delivered to:

400 Veterans Avenue Warehouse, Building 26 Biloxi, MS 39531 The vendor must notify the COR upon each delivery.

Is the vendor providing the COR notification of the delivery when product is shipped and providing and an estimated time of arrival or after the product is received? In summary, what is the expectation?

Per the Statement of Work, #6. Delivery, the vendor must notify the COR upon delivery.

This should be a one-time delivery of all items and to be delivered within 60 days of order placed.

6. Page 5 of Solicitation: "Purpose: This justification supports the procurement of a commodity contract for the supply and installation of 4,000 square feet of carpet tile and 4,000 square feet of luxury vinyl tile flooring to support ongoing and upcoming facility upgrades across multiple GCVHCS locations.

Is this solicitation only for 4,000 sq ft of carpet tile and 4,000 sq ft of LVT for a one-time delivery? Or is this an IDIQ?

This solicitation is for 4,000 SF of both carpet tile and LVT, along with other materials listed in the Price/Cost Schedule, for a one-time delivery. It is not an

IDIQ.

7. Page 6 shows a price/cost schedule that conflicts with page 4 in quantity. Please confirm or answer which is correct amount?

The VA is requesting 4,000 SF of each product, carpet tile and LVT.

8. I see the carpet tile specifications requested for carpet tile (such as Shaw Ecoworx) but outside of specifications from first page 4 of solicitation, I do not see the LVT more in-depth specifications. There was another attachment for carpet tiles but more LVP. The extra spreadsheet attached is what I am referring to. Is there a more in-depth description of LVT desired?

See Attachment 2 for LVT Flooring requirements.

9. Do you have a drawing of the offices where the flooring will be installed?

This is not applicable. All flooring will be stored in one of the VA warehouses until needed.

10. Do you have a spec requirement for the vinyl? I did not see one posted. Only the Carpet.

See Attachment 2 for the LVT Flooring requirements along with the information listed below.

o ASTM F1914 – Short-Term Indentation o ASTM F970 – Static Load Limit o ASTM F925 – Chemical Resistance

11. Is broadloom carpet required for this job or just the specified carpet tile?

Specified carpet tiles are required for this job with broadloom. See SOW 4.

Specifications/Characteristics A.

12. The 'Price/Cost Schedule' notates a 50cm X 50cm carpet tile on line 0001, but the spec calls for an 18" x 36." Should we use the 18” x 36” for pricing?

Yes, 18” X 36” is preferred.

13. Do we need to include rubber base? If so, what height and how much? If so, will a line item be added to the ‘Price/Cost Schedule’?

No, rubber base is not needed.

14. May we price a 6"x48" American-made LVT from Shaw if it meets the specifications instead of the requested 7.1"x47.25"?

Yes, that would be acceptable.

15. The 'Price/Cost Schedule' notates that the contractor is to provide M95 adhesive on line 0004; however, that is a Mohawk adhesive. Does that mean we need to base the LVT price on a Mohawk? Or do they want this adhesive regardless of if it's the recommended LVT adhesive?

Contractor may use manufacturer approved adhesive if it is pressure sensitive adhesive.

16. Do we need to provide transition strips? If so, what profile/brand/material/etc. If so, will a line item be added to the ‘Price/Cost Schedule’?

No, transition strip is not needed.

17. Please confirm LVT quantity. Page 5 states 4,000 square feet and page 6 states 5,000 square feet.

The quantity is 4,000 SF of LVT. The Price/Cost Schedule will be corrected to reflect

4,000 SF.

18. Will both the LVT and carpet tile deliver to the 400 Veterans Avenue address in Biloxi? It currently states just the carpet materials.

Yes, both will be delivered to 400 Veterans Avenue, Warehouse, Bldg. 26, Biloxi, MS, as a one-time delivery.

19. Does the order need to be delivered in full, or can it be delivered as available?

The order must be delivered in full, a one-time delivery.

20. Will VA warehouse personnel be responsible for unloading and loading the material trucks, or is the flooring contractor expected to provide the labor for this?

The Contractor’s driver will be responsible for loading/unloading material from truck to dock.

21. The solicitation mentions supporting ongoing projects and notifying the vendor when resupply is needed. However, the current requirement is only for 4,000 square feet of carpet tile and 4,000 square feet of LVT (approximately three pallets of carpet and two pallets of LVT). If the warehouse cannot accommodate this in the initial shipment, what exactly are we expected to resupply, as that would appear to exceed the current contract solicitation?

This is a one-time service request. The SOW has been revised as appropriate.

22. Page 6, item number 0003, refers to go to Statement of Work and Attachment 1 for detailed information. However, Attachment 1 only provides details for the carpet tile;

there is no information regarding the LVT to be supplied.

See Attachment 2 for the LVT Flooring requirements along with the information listed below.

o ASTM F1914 – Short-Term Indentation o ASTM F970 – Static Load Limit o ASTM F925 – Chemical Resistance

• Sustainability:

o FloorScore® or GREENGUARD Gold certified for low VOC emissions o Compliant with VA Sustainable Design Manual and LEED v4 where applicable
