About this file

This document is a contract amendment (Standard Form 30) for Solicitation 36C25626Q0165, a Department of Veterans Affairs HVAC maintenance and service contract for the Veterans Healthcare System of the Ozarks in Fayetteville, Arkansas. The amendment extends the offer receipt deadline to December 11, 2025, at 10 AM CST and provides clarifications on pricing and performance requirements. Key modifications include instructions for CLIN 0009 emergency service pricing (requiring separate rates for normal, after-hours, and holiday services with parts markup percentage) and confirmation that CLIN 0010 preventative maintenance for split-system/mini-split condensers and package units are semi-annual (2 times per year) for 71 equipment units. The contract also mandates continuous on-site contractor supervision, including superintendent oversight of subcontractors to ensure compliance with statement of work safety and security requirements. The contract is classified under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors and uses Product Service Code J045 for equipment maintenance and repair.

ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED

1. CLIN 0009 - Previous RFI answers stated that this item "does not get priced by contractors” and that we should “only bid on the normal, after hours, and holiday rate” and the "parts markup % fee"

0. How should we include these four separate prices on one line item? Should we list this elsewhere outside of the Price/Cost Schedule?

Please price this accordingly as stated previously in the solicitation for emergency services. The Price/Cost schedule should reflect when emergency service is performed any day of the week and any hour of the day/night. Place a price for the normal rate, after hours rate, and holiday rate. If these rates do not differ, then only 1 line item entry is required. If you price each normal, after hours, and holiday rate, then include as a separate line item for this CLIN. Your parts markup % fee should be included also.

2. CLIN 0010, 0010AA, 0010AB, 0010AC, and 0010AD - Split-System / Mini-Split Condensers / Package Units PMs

0. Please clarify if these PMs are supposed to be Annual or Semi-Annual.

The PMs are supposed to be Semi-Annual and the quantities should be 2 ea

3. II. Contractor Access and Activities; Item C. - Site Supervision (pg. 26)

0. Typically, periodic preventative maintenance would not have a dedicated superintendent and would be executed by qualified technicians. Can you verify the contract’s intent to have a superintendent on site at all times?

Since we are a government facility, we require Contractor’s supervision at all times. For instance, If the contractor hires a subcontractor (technician) to perform the PM or emergency repair, we require that subcontractor to be supervised to ensure the work gets done, when it gets done, making sure the project stays on track, and going through and ensuring the subcontractor is in compliance with the SOW safety and security.
